More about this course

The aim of this course is to equip present and future public service practitioners with the skills and understanding needed to play a significant role as change agents within their home professional environments.

The programme places great emphasis on:
-Developing a variety of academic capacities and transferable skills related to public administration

-Developing a commitment to lifelong learning and reflective practice in students.

This innovative public policy oriented and public management based course is taught by an experienced and dynamic team of academic staff who are active in the international research community in the fields of public management reform in transitional countries, comparative public policy and governance, strategic management in public sector organisations, corruption in transitional countries, and local and regional governance.

Our aim is to develop high quality administrators and managers who will play a critical role in their home country environments. This will be achieved through an interdisciplinary programme of study, which is intellectually rigorous and professionally relevant to your local context and organisation. The course is particularly attractive to graduates working in public services abroad who want to develop expertise in public service reform, capacity strengthening and institutional development.

The course meets the demands of an ever more complex and dynamic sector comprised of government departments, local authorities, public agencies and voluntary organisations from Britain and abroad, thus reflecting the need for skilled and innovative public managers, administrators and policy makers acting as agents for change.

Using a blended learning approach incorporating a variety of teaching and learning strategies appropriate to postgraduate level study, the course introduces you to the latest strategic management and planning tools applied in public agencies, overviews emerging trends and best practice in public policy within a comparative context and provides a strong theoretical and methodological grounding. Uniquely, the programme benefits from a bespoke research methodology component focused on public policy and management research and analysis. Moreover, the University’s vanguard Virtual Learning Environment, coming to support the teaching and learning process, as well repeated opportunities to reflect upon personal academic development, add value to your student experience and to the overall value of the programme.

The core teaching team on this course is both experienced and dynamic. The team is involved, on a regular basis, in civil service training, in consultancy and advisory work for public sector organisations, as well as in internationally recognised academic research, thus providing the Master in Public Administration teaching with relevant, informative and contemporary case-studies. One of the course’s greatest strengths is that it achieves a fine balance between its theoretically informed structures and the practical application of skills developed throughout. Expert practitioners from a range of public and voluntary sector organisations contribute to the course.

The course has historically attracted students sponsored by the Commonwealth, the governments of Bangladesh, Indonesia, Japan, Romania, South Korea, Vietnam, and students from (amongst others) Afghanistan, Germany, Kosovo, Morocco, Nigeria, South Africa, Poland, Russia, Ukraine and the USA. Our graduates access managerial and decision-making positions in a range of public and voluntary sector organisations.

A key feature of this course is that it includes a work placement module that offers students the chance to experience directly the work of a relevant area of public service in a London-based organisation over a substantial period of time. You will also benefit from the skills and support from our full-time placement and employability officer.

The course’s variety of teaching and learning styles is reflected in the variety of assessment tools employed throughout the course. Within the general principle of mixed mode formative and summative assessment, we use a diversity of assessment instruments: a range of written assignments, such as essays, reports, portfolios, individual or group classroom presentations, and the dissertation.

The MPA dissertation is a 60 credit project that allows students to pursue individual research on a topic of their choice, within the public administration and public policy fields.

Detailed verbal and written feedback is given on all assessments, and significant tutorial support is given during the dissertation, including bespoke dissertation workshops.

Modular structure

The course consists of five taught modules, a work experience placement in a UK public service organisation (two days a week over 15 weeks), and a triple-module dissertation (which may be completed in your home country).

After the course

Graduates can expect a host of public administration job opportunities in the contexts of transition and modernisation – the course is ideal for those already employed in the sector who wish to update their skills, or progress to further study.

The work placement is also an excellent opportunity for you to practice the skills and apply the knowledge acquired during the programme, but also to forge long lasting professional relationships within the sector. The network of employers that offer work placements for our students include: the London Boroughs of Hackney, Harrow, Havering, Islington, Redbridge, Tower Hamlets, Westminster; government bodies such as the Department of Work and Pensions, and voluntary sector organisations such as Thames Reach, amongst others. Students have praised the work placement for its relevance to their career development and the employability skills it fosters.

Our recent graduates have accessed positions in central governments in Romania, Poland, Bangladesh, in executive agencies and local government in the UK and in wide range of voluntary sector organisations in the UK and abroad – to name just a few.

International links

The London Met MPA operated two international franchises in Russia, in conjunction with the Higher School of Economics in Moscow and the Urals Academy of Public Administration in Ekaterinburg. London Met MPA staff are regularly invited to contribute to programmes abroad.

Additionally the International Summer School in Public Administration, delivered by core MPA staff, has run since 2003, attracting students of politics, management and public administration.

Moving to one campus

Between 2016 and 2020 we're investing £125 million in the London Metropolitan University campus, moving all of our activity to our current Holloway campus in Islington, north London. This will mean the teaching location of some courses will change over time.

Whether you will be affected will depend on the duration of your course, when you start and your mode of study. The earliest moves affecting new students will be in September 2017. This may mean you begin your course at one location, but over the duration of the course you are relocated to one of our other campuses. Our intention is that no full-time student will change campus more than once during a course of typical duration.

Throughout the course you will take a range of modules from across the three schools. One of the compulsory modules is the MPA Project Labs module which represents the vocational element of the course, designed to replace the traditional dissertation.

The MPA Project Labs will run across all three semesters, giving you the unique opportunity to conduct independently designed project work anchored in collaboration with a partner organisation, enabling you to apply the advanced skills and attributes developed across the programme. The Master of Public Administration (MPA) is an internationally recognised professional postgraduate degree, which is a public sector equivalent to the Master of Business Administration (MBA). The course is targeted primarily at public service and third sector professionals. The content is relevant to both international students and those based in the UK.

The aim of the MPA is to enable learners to build on their professional experience by engaging critically with, and reflecting on, key developments in public administration in order to more effectively deliver public service outcomes in a rapidly changing environment.

The course is based on a philosophy of transformational learning and transformational change. Central to this is the role of public services in promoting social justice and equality. International examples will be used to provide thought provoking challenges to the way our public services are designed and delivered. Rather than reflect today’s public services, the state and society, this MPA aims to shape the public service landscape of tomorrow.

This MPA offers an excellent student experience and includes an innovative ‘leadership exchange’ element, working with the Association of Chief Officers of Scottish Voluntary Organisations (ACOSVO), to enable all students to participate in an appropriate exchange within another public service organisation.

Teaching, learning and assessment

The MPA offers options for both full-time and part-time study which will fit with busy working lives. This is a multidisciplinary course, with the purpose of preparing students for professional roles in the public sector. As such the delivery draws on academic expertise from a range of backgrounds such as administrative justice, public management and social policy. The input of research active academics will be complemented with expert guest speakers and visits to key public administration sites such as the Holyrood Parliament in Edinburgh, Houses of Parliament in London, Parlament de Catalunya in Barcelona and the European Parliament in Brussels. There is a one-week field trip at the end of the second term, which aims to study, through a series of meetings with public officials and country experts, the system of public administration in the country visited and the degree to which it meets the strategic challenges faced by that country. Countries visited in previous years include (in some years two trips were organized due to numbers): Romania (2009), Turkey (2010, 2011, 2014), Germany (2012, 2014), Austria (2013, 2015), Azerbaijan (2013).

Who is the programme for?

The programme is for those who seeking to embark on or advance a career in management or policymaking in the state/public sector.

The normal admission requirement for our taught postgraduate programmes is a good first degree or an equivalent professional qualification. Work experience in the public sector is desirable, but not essential, for admission to the MPA programme. Candidates without a first degree who have substantial work experience in public administration may be considered for admission (subject to interview and/or written statement).

The MPA

The MPA Program is a 42 credit hour program, comprised of:
- a core of seven courses (25 credits) where students are introduced to the knowledge and skills they need for professional public service
- a three-course (9 credits) specialization or set of electives
- two courses (3 credits) to practice application of learning
- a culminating experience consisting of two courses (5 credits) to demonstrate competencies.

It typically takes full-time students 2 years to complete our MPA Program.

Background

The University of Winnipeg and The University of Manitoba established four joint masters programs. The resources of both universities were thus made available for graduate work to the Masters level in these disciplines. Students enrolling in a Joint Masters Program enjoy at both universities all the rights and privileges normally accorded to graduate students; two months before their expected date of graduation they shall declare in writing the university from which they wish to receive their degree.

As part of the agreement establishing these Joint Masters Programs, it was arranged that administrative aspects, e.g. admission, registration, etc. would be entirely in the hands of the Faculty of Graduate Studies at The University of Manitoba. All prospective graduate students must complete the official application for admission to the Faculty of Graduate Studies at the University of Manitoba and consult with the Graduate Chair at The University of Winnipeg.

Public Administration

This Master's program is offered jointly by the Department of Political Science of The University of Winnipeg and the Department of Political Studies of The University of Manitoba. Unless otherwise specified by particular agreements attached to its creation, the program is governed by the general procedures and regulations devised by the two universities for Joint Masters Programs.

The objective the program is to provide students, both full- and part-time, with a sound knowledge of Public Administration. The approach is interdisciplinary, although courses in Political Science/Political Studies are emphasized. The core exposes all students to a common set of courses designed to encourage both innovative and integrative perspectives. The Public Administration emphasis allows interested students to obtain knowledge of both the theory and the practice of government organizations, including knowledge of the political, economic, social and other contexts in which they operate.

For part-time students a number of distance learning management units are available in addition to a work-based learning unit, which allows you to achieve credit for study or a project undertaken in the workplace.

Programme Assessment

You will be taught using a variety of lectures, seminars, tutorials, student presentations, visiting speakers and structured visits to public sector organisations. International students will have a full portfolio of activities that will include English language classes, visits to public organisations and structured advice on how to develop their academic performance.

All students receive an induction to our library and how to use our electronic sources of information. Each student will have a personal tutor, as well as the support of an extensive system of student services.

These include work-related assignments, extended essays, examinations, assessed presentations, reports, completion of logs and a dissertation or extended piece of work-related research culminating in a management report.

If you hold a Diploma in Management Studies you'll be accredited with 60 course credits and study the following modules:

You'll also be required to attend the residential weekend and the International Summer School.

Course participants receive a dual ward from the Chartered Management Institute - The Level 8 Diploma in Strategic Direction and Leadership. They become associate members of the Chartered Management Institute (CMI) and can access CMI services and publications. On successful completion of the XMPA course participants may be eligible to become Members of the CMI. Part of the assessment of the XMPA course contributes also to professional recognition and Chartered Manager status which course participants can continue on completion.

The course is aimed at senior managers (and in this respect differs from the Master of Public Administration which is aimed at overseas students and those wanting to enter a career in public and social sectors). This course enables further career enhancement and development to more strategic levels, providing career sustainability and employability.

The Master of Public Administration (MPA) housed in the College of Community and Public Affairs and Master of Science in Nursing (MS Nursing) housed in the Decker School of Nursing offer a dual MPA-MS Nursing degree program to provide students at Binghamton University with a unique opportunity. By carefully structuring the sequence of courses, recognizing comparable course offerings and using courses in one program to count as electives in the other, the MPA-MS Nursing dual degree program allows students to complete both degrees in three years of full-time study, without compromising the professional standards of either program. The 42-credit hour MPA program and the 48-credit hour MS Nursing program can be completed as part of a 68-credit hour program (rather than 90 credit hours required to complete the two programs without the benefit of the dual degree structure).
The MPA-MS Nursing Dual Degree Program prepares students for nursing administrator positions in hospitals, health care facilities and community health agencies.
