Master of Public Administration (MPA)


Course Description

The Master of Public Administration at Exeter is designed to help you meet the challenge of shaping and delivering effective public services.

The Exeter MPA takes an international perspective to equip you with the skills and understanding you need to operate effectively in an increasingly global and constantly changing environment.

You will have the opportunity to benefit from the latest ideas on public policy, administration and regulation while learning alongside practitioners working in a variety of roles and organisations from the UK and overseas.

The MPA is relevant whether you are working in local, regional, or central government, or for a charity or public-private partnership. It addresses some of the key issues facing the public sector such as effective leadership, financial crisis management, anticipating and responding to change, performance management, governance and ethical practice, risk and decision-making and sustainability.

The MPA is run by the Department of Politics with expertise from senior civil servants and leading financial consultants. It draws on the work of academics who have an impressive reputation for research and whose ideas are published around the world. We have a long history of working with ministries and national governments, and members of our team have advised organisations such as the United Nations, World Bank, European Commission, the Department of Work and Pensions, the OECD and the Treasury.

Our programme is modular with excellent online resources. While equipping you with core skills, the MPA will provide you with the opportunity to research and seek solutions to issues and challenges you face in the workplace. The involvement of leading practitioners from the public sector, together with real world case studies, will make sure learning is relevant and informed by best practice.

The University of Exeter is a supplier of MPA qualifications through the Crown Commercial Service (formerly Buying Solutions), the national procurement partner for UK public services and has been rigorously assessed for quality and value for money.

Candidates for the MPA with Applied Study must have proof of employment in and sponsorship from a public sector organisation. Entry to this programme will be agreed between the University and the sponsoring organisation.

Programme structure

The Exeter MPA consists of a mixture of three core modules which provide the theoretical foundation for the degree; five optional modules enabling you to specialise in areas of interest; and either a dissertation or at least one work-based research project involving a piece of original research on a subject of your choice.

Compulsory modules

The compulsory modules could include the following; Management and Governance:Comparing Public Administration around the World; Policy and Politics: the theory and Strategy of Delivering Public Services and Public Sector Finance for Managers

Optional modules

Some examples of optional modules are as follows; Risk, Responsibility, Regulation: Whose Policy is it Anyway?; The Politics, Policy and Practice of Sustainable Development; Global Governance and Administration; The New Public Management: Principles, Practice and Prospects; Policy Analysis and Evaluation; Regulation and Reform: Analysis and Policy; Past, Present and Future of Health Provision through a Financial Looking Glass and Project Management in the Public Sector

Since leaving university I have worked in local government and always wanted to complete a Masters degree. The MPA seemed ideal as it linked my work experience with a Masters course and would allow me to build on the skills and knowledge I had already gained through work.

The MPA at Exeter offered a wide choice of topics and a flexible modular programme which looked like it would make fitting a degree in with a full-time job much easier. The most valuable aspect is that the topics are relevant to the job I’m currently doing. After completing each module I have returned to work with a fresh perspective on the work I do and a greater understanding of the sector I work in.

Due to the international nature of the MPA I have gained a wider perspective of the topics we have been studying, which has allowed me to appreciate the administration systems we already have in place in the UK and learn from other countries how these can be improved. The MPA has given me a wider perspective of public administration on a national and global level. It has helped me to identify some of the key themes that run through public administration and how they affect the organisation I work for and the work I do.

The online learning provides access to all the essential information I have needed for the course and has enabled me to keep up to date with what’s going on. The course has helped me to develop the skills, knowledge and confidence to progress in the public sector.

Funding for Postgraduate Study - 20+ Awards

We offer a range of postgraduate scholarships and studentships for talented students. For 2016 entry, the total value of scholarships for taught postgraduate programmes exceeds £500,000. This is in addition to over 100 PhD studentships we make available each year.Students who reside in England and are interested in our Masters programmes can now take advantage of the UK government's postgraduate loan scheme which offers loans of up to £10,000.

The programme takes an international perspective to equip you with the skills and understanding you need to operate effectively in an increasingly global environment. You will have the opportunity to benefit from the latest ideas on public policy, administration, regulation and leadership while learning alongside practitioners working in a variety of roles and organisations from the UK and overseas.The MPA is relevant whether you are working in local, regional, or central government, or for a charity or public-private partnership. It addresses some of the key issues facing the public sector such as effective leadership, anticipating and responding to change, performance management, governance and ethical practice and sustainability.These 50% tuition fee scholarships, each worth £8,250, will be awarded to all students registering on the MPA in September 2016.
