The EAPAA accredited MPM Program is a science-based and practice-oriented mid-career program conducted through the UP Transfer GmbH at the University of Potsdam. It aims to equip professionals with a new understanding of public service issues. Particularly in developing and transition countries, public administration requires decision-makers with interdisciplinary skills who are capable of solving problems in management and communication, thereby helping to drive public administration reform. At the University of Potsdam MPM students are not only are taught by a highly recognized faculty, they also study in an international setting on a very modern campus. The program is complemented by extracurricular activities and a one-week study tour.

Designed to meet the demand for appropriately trained managerial staff the MPM is offered with three specialization streams:

Public Policy and Administration (PPA)

The specialization in Public Policy and Administration (PPA) within the MPM Program offers academically sound, practice-oriented training for public policy and management. The stream combines business management with social sciences perspectives and prepares participants for interdisciplinary approaches to conceptual assessment, implementation, and the adaptation of international management models to the specific circumstances of the public sector.

Global Public Policy (GPP)

Our specialization in Global Public Policy (GPP) takes an interdisciplinary approach to successfully address the challenges of global interdependence. Faculty members and students will work together on the analysis and design of international policies and options for implementation. Students will receive a firm grounding in international politics, international development and international organizations and draw on the latest approaches. MPM Global Public Policy graduates will be able to analyze policy problems beyond the nation state and contribute effectively to the design and formulation of “real world” policies that deal with cross-border problems.

GeoGovernance (GG)

The GeoGovernance (GG) stream provides a science-based additional qualification for professionals working at the interface of administrative and environmental policy. GG aims to better integrate the results of current research on global problems such as natural hazards, climate change and sustainable resource management into policy decision making. To bridge the gap between natural and social sciences, GG has a strong interdisciplinary focus which incorporates earth and environmental topics into the classic public management program. The GeoGovernance stream is based on a strong collaboration with the prestigious Potsdam Institute for Climate Impact Research (PIK) and the GFZ German Research Centre for Geosciences within the framework of PROGRESS.

The programme recognises that International events are increasingly important within a globalizing world, reflecting the increasing levels of interconnectedness and levels of social consciousness of the world as a single place Mega sporting and cultural events also have an increased political saliency to a wide variety of governmental and non-governmental actors across the world. In this sense, contemporary sporting and cultural events are significant elements of a globalised politic, ‘influencing and being influenced by politics and foreign policy’. International events are therefore inseparable from politics, international relations and diplomacy (public or cultural). They are also now accepted as an important element in nations’ soft power offensives, to the point that securing a positive impact on the nation’s image (or brand) or international prestige has moved from being a welcome consequence to a significant justification for investing in hosting sports mega-events. This particular emphasis on Cultural Diplomacy and its historical and contemporary application in the public sector, private sector and civil society, provides students with expertise in three distinct academic fields, thus with an academic and practical advantage in the European and Global Arena.

In addition to required coursework, the program includes educational & cultural events, conferences, professional trainings, tours, visits and meetings with foreign officials, which are further incorporated into the curriculum. The opportunity exists to create a programme to educate professionals who intend to become involved in international diplomatic relations which function using the “soft power” of music. These individuals may be involved in planning and co-ordinating the staging of international live events (International music festivals, opening ceremonies for international sports events), recording or broadcast of international music projects (War Child charity, Eurovision Song Contest) or managing long-running cross-border / cross-cultural initiatives (Nerve Centre in Derry, British Council music events). These projects often work across boundaries where trade and political diplomacy have failed, hence retaining communication channels and inter-cultural connections. The emerging professional requires not just an understanding of music and diplomacy but also entrepreneurship, the global music industries, social media communication and distribution platforms, project management, negotiation skills, language skills and team management abilities. In addition to this they may find themselves working with local and national governments. They should therefore also be able to communicate clearly and effectively and understand the language of policy and exchange. The work may be focused on raising national prestige on a global stage, social re-generation, multi-culturalism or cultural liaison (or all of these). Projects are likely to require international music project management, enhanced communication (verbal and digital) skills and an understanding of global creative communities.

The growing environmental impact of transport systems, as well as their energy voracity, require new approaches and new concepts. This MBA offers an integrative design across disciplines, addressing a range of different perspectives. The theory and practice-driven approach gives students both a conceptual understanding and the skills needed to tackle practical problems, covering the needs of strategy development, analysis and implementation, complex decision making and project management.
The theory and practice-driven approach gives students both a conceptual understanding and the skills needed to tackle practical problems, covering the needs of strategy development, analysis and implementation, complex decision-making and project management.

Graduates will be able to plan and to manage complex projects in the transport and mobility fields. The program provides the knowledge and skills for assessing projects from social, sustainability and economic perspectives and for creatively, in teams or independently, finding solutions that consider the varying stakeholders’ interests. Graduates will either be able to enter the labour market (private and public sector) or continue with postgraduate studies.

The master program is taught over a period of three semesters. The first two semesters include lectures, tutorials, seminars and excursions. The program will be completed in the 3rd semester by writing and defending a master thesis.
The first semester is dedicated to the fundamentals of mobility and sustainability, considering these issues from different perspectives such as economic factors, social and managerial elements, and naturally including technological drivers.
In the second semester, trends and the future of transport as well as the transition toward sustainable mobility will be the main focuses, which encompasses also the issue of governance and management of complex structures. A lecture series will provide world-based case studies.
The third semester is devoted to the Master Thesis.

Participants on the programme spend one year studying at each university and graduate with two master's degrees: a Master of Science in Sociology and Social Research awarded by the University of Cologne and a Master of Science in Population Studies awarded by the University of Groningen in the Netherlands.

The international master's programme focuses on demographic change, population dynamics and the challenges faced by modern societies due to increasing life expectancy, decreasing birth rates and migration.
