The MPhil in Technology Policy is an intensive, nine-month professional practice master's programme designed for people with a background in science or engineering who are interested in developing the skills needed to meet the challenges of integrating technology, management, economics and policy. Although the programme straddles the boundary of business and government and has a strong common core taken by all students on the programme, it allows for more in-depth study of public and private enterprise perspectives.

The programme's focus is on business–government interactions, and its aim is to provide students with both the wider political and institutional context and the analytical skills delivered by Cambridge Judge Business School faculty working in operations, strategy and, most especially, economics and policy. The MPhil in Technology Policy programme provides the context and skills needed to cope with the rapidly evolving environment in many technology-rich sectors, including information and communications technology, defence and aerospace, energy and electricity, manufacturing, transport and logistics, pharmaceuticals and health.

The channels of communication between government and industry are often weak and there can be significant difficulties in spanning the divide. Our central goal, therefore, is to prepare our graduates to move along and across these frontiers and to understand, influence, intervene and shape the evolution of business, government and the intersection of the two. Beyond simply understanding and analysing policies, our goal is to teach students how to be proactive by making the case for alternative metrics, instruments and goals as a means of gaining competitive advantage.

Learning Outcomes

By the end of the course, students should:

  • be able to anticipate technology trends, and to analyse and influence legislative developments;
  • be able to identify business opportunities created by policy initiatives, regulation, and legislation; and
  • be able to analyse, influence and operate at the nexus of business and government.

How will I study?

You’ll study through a combination of core modules and options.

Modules are assessed through a variety of means such as analysis assignments, project presentations and extended essays. You also work on a supervised 20,000-word dissertation.

The MSc in Environmental Technology has been running for over 40 years and provides the highest standard of knowledge and skills development for environmental and sustainability specialists. Through the course students acquire a diverse range of discipline-specific problem-solving skills for tackling contemporary sustainability issues. A major emphasis of the course is on the way that environments function and on the compatible tools, alternative technologies and policies for sustainable environmental management.

Our course combines the natural and social sciences, engineering and business in a truly interdisciplinary manner, providing a foundation for graduates to demonstrate their ability to identify and resolve environmental and sustainability issues in a holistic way. This broad training is followed by an in-depth education in many specialised areas, maintaining the course's interdisciplinary nature. The specialist options in the second term are designed to cater for a variety of individual interests and career requirements. 

The course provides students with different options to build on their undergraduate degree, by allowing them to specialise in an area of particular interest, convert undergraduate knowledge to a different setting, differentiate for the job market and learn specific techniques and tools for research and management.

Course Structure

First term – Core Course

The Core Course emphasises contemporary policy debates through a number of cross-cutting themes: climate change and energy, international development, sustainability and health, and biodiversity. This is delivered through the following modules:

Second term – specialist Options

Student elect to specialise in one of nine Options in the second term. A strong case study approach is employed with emphasis on working in teams, decision-making, strong analytical skills and report writing and delivery. The nine specialist options currently offered on the course include:

Third Term – Individual Research Project

The research project term, running from April to September, aims to provide graduates with valuable research and practical experience and give them the ability to address individual sustainability and environmental problems with confidence. It provides the opportunity to undertake rigorous independent research; to apply knowledge and understanding of sustainability and environmental disciplines to practical problems; and to develop and demonstrate interdisciplinary, transferable skills with specific emphasis on project management and oral and written presentation skills. 

The research project normally follows from the specialist Option and may involve any combination of desk-, laboratory- or fieldwork. It may be set up and carried out in conjunction with an outside organisation thereby providing practical experience which greatly enhances employment prospects, and may be carried out in the UK or abroad.

Learning Approach

The programme aims to: 

• Provide the highest standard of training for environmental scientists and managers, who will become leaders in their fields, whether in academia, consultancy, research, government bodies, non-governmental organisations or industry and commerce, both nationally and internationally

• Deliver an holistic understanding of the interdisciplinary complexities underlying environmental issues integrating science, technology, law, economics, policy and management, with in-depth education in the more specific areas addressed by the eight specialist options

• Attract highly motivated students, both from within the UK and from overseas

 The expected learning outcomes are:

  • to understand the fundamental mechanisms operating in the environment and the principles underlying the tools for sustainable environmental management
  • to specialise in particular chosen areas

About this degree

Students are taught the conceptual frameworks, policy analysis tools and analytical methods to creatively develop innovative sustainable policy for developing countries. Students also study how development and innovation policies are implemented, evaluated and revised in policy cycles. A focus on leadership and the development of professional skills is emphasised throughout.

Students undertake modules to the value of 180 credits.

The programme consists of four core modules (105 credits), one optional module (15 credits), an elective module (15 credits), and a major group project module (45 credits).

MPA Group Policy Project

In the group project, students work with an external client on a relevant policy challenge. With the support of STEaPP academic staff, the multidiscipinary student groups work together to produce an analysis that meets their clients' needs. The Group Project is usually around 12,000 words.

Teaching and learning

The programme combines innovative classroom teaching methods with unique scenario-based learning, enabling students to dynamically engage with real-world policy challenges. Scenarios are designed to help students consolidate knowledge and develop essential practical skills and their understanding of principles. During the programme, students acquire a comprehensive range of relevant skills.

Graduates with Development, Technology and Innovation Policy MPA degrees will typically work in government agencies, corporate regulatory affairs departments or within advocacy groups doing legislative, regulatory or policy analysis. The career path for this type of profession begins as research or policy assistant, moves through policy or research analyst, then to technical consultant or project director or other senior professional roles. Ambitious candidates can work towards top-level positions such as assistant secretary or executive director.

The Extended MA (EMA) in Public Policy is a 240-credit postgraduate qualification that is equivalent to 120 ECTS (European Credit Transfer System) and is thus a recognised Masters qualification throughout the European Union. The EMA is a standard UK MA plus an additional 60 credits (30 ECTS) and this additional coursework is undertaken in one semester at a partner institution overseas. The EMA is therefore not only an EU recognised postgraduate qualification it also adds a study abroad experience thus enhancing the qualification’s employability credentials.

The partner institution for EMA Public Policy is The Bush School of Government and Public Service at Texas A&M University. Founded in 1997, the Bush School is ranked in the top 12 percent of the

The MSc Global Energy and Climate Policy (GECP) is the first Masters programme to jointly address the issues of climate and energy policy in an interdisciplinary fashion. It tackles policy and regulatory change, the historical and technological evolution of energy sources, energy markets and their participants, the global governance of climate change as well as the challenges associated with transitioning to a low-carbon economy.

The programme specifically addresses the requirements of those wishing to deepen their theoretical and practical understanding of how energy and climate policies are designed, shaped, advocated and implemented and by whom across a multitude of cases drawn from the Global North and South and across multiple levels of political organisation from global to local arenas.

The MSc is designed for those engaged with or planning a career in professional contexts relating to energy and/or climate policy. In particular, students will be able to benefit from the expertise located at the Centre for Environment, Development and Policy (CEDEP), the Law School's Law, Environment and Development Centre (LEDC), the Centre on the Politics of Energy Security (CEPES), the Centre for Water and Development, and the SOAS Food Studies Centre.

In addition to the three core modules of Global Energy and Climate Policy (1 unit), Applied Energy and Climate Studies (0.5 units) and Global Public Policy (0.5 units) students choose a fourth module to meet their specific professional needs and personal interests.

Students on this course will have the opportunity to participate in CISD's Study Tour of Paris and Brussels.

Teaching & Learning

The programme may be taken in one year (full time) or in two or three years part time with the schedule designed to allow participation by those in full time employment. Participants may choose a combination of courses to meet their professional needs and personal interests. The programme is convened on a multi-disciplinary basis, and teaching is through lectures, tutorials and workshops conducted by SOAS faculty and visiting specialists.

The Centre endeavours to make as many of the courses for Global Energy and Climate Policy (GECP) accessible to part time students. The majority of CISD lectures are at 18.00 where possible however lecture times will be rotated on a yearly basis for some courses (between evening and daytime slots) so that part time students will have access to as many courses as possible over the duration of their degree. Associated tutorials are repeated in hourly slots with the latest taking place at 20.00. Students sign up for tutorial groups at the start of term and stay in the same group throughout the academic year. There is a minimum of two and a half hours formal teaching a week (lecture and tutorial) for each GECP course taken. Practical exercises may take place at weekends.

The MA in Technology Governance and Digital Transformation programme is aimed at understanding economic development processes and is taught through the development and evolutionary economics perspectives, which oppose to standard text-book economics, taught at most universities around the world. The programme covers various interlinked areas of study, including public administration and the role of the state in economic development, innovation, industries, and finance.

Technology Governance is an approach and set of policies undertaken by the public and private sector and social actors to develop a knowledge base, social cohesion and competitiveness at the same time. So far, both in academic research and in policy advice, these aspects have tended to be separated. The Technology Governance and Digital Trasformation programme is designed to bridge these gaps. The current crisis has made the Technology Governance approach more necessary than ever. This innovative master of science degree in science, technology, and public policy enables students to work at the intersection of engineering, science, and public policy. The program builds on RIT’s strengths as a technological university, enabling students to interact with faculty members and researchers who are working on scientific developments and technological innovations that drive new public policy considerations.

The International Social Policy programme takes a policy analytic approach to provide you with an advanced understanding of current debates, theories and concepts relevant to international social policy. The Energy Policy Option aims to produce graduates capable of combining the technical, environmental, economic, and legal and policy aspects of energy use and supply in tackling energy-related problems. Students from a wide range of backgrounds are given a broad understanding of the role of energy in the global and local economy, and the range of human and environmental impacts associated with energy systems.  

The course aims to foster a range of skills, incorporating an in depth appreciation of technical subjects and quantitative methods with a balanced approach to policy analysis and communication. The ability to produce clear, critical and authoritative analysis of technical, economic and policy issues is the key aim, making graduates sought-after energy analysts, consultants and campaigners in the private and public sectors.

Aims and Objectives

Energy plays a key role in most of the world’s environmental problems, from the global issue of climate change, through regional damage caused by acid rain, to poor local air quality. Energy markets throughout the world are evolving rapidly, with privatisation, competition, market structure and regulation all prominent issues in the UK, Europe and overseas. Resource depletion of fossil fuels, the role of renewable energy and social inequities such as fuel poverty are central issues for sustainable development. The influence of energy issues on international politics and security has come into sharp focus with conflicts affecting the Middle East and the former Soviet Union. The range of challenges for energy policy is diverse and exciting.

Option Aims 

  • To build on the foundations of the core course, by developing specialist knowledge of the energy field within a more general environmental framework

Some emphasis is placed on the future role of 'clean' and/or low carbon options, such as energy efficiency and renewable energy, but the intention is to equip graduates with a working knowledge of the full extent of the energy sector.

Teaching takes place through a mixture of lectures and seminars, workshops covering professional skills, analytical techniques and modelling methods, and small group project work. Short visits are made to a number of key energy facilities, and a week long fieldtrip is used to visit a wide range of renewable energy facilities. The group projects also foster team working, report writing and oral presentation skills, which are essential for many jobs.

The Option is taught by a wide range of specialists from both within and outside Imperial College: the current year has inputs from 29 people, including 14 external experts. External contributors include well-known figures from government, industry, specialist consultancies and NGOs (for example, British Petroleum, Price Waterhouse Coopers, Intermediate Technology Development Group).

The Option is associated with a highly successful research centre within the Department. The Imperial College Centre for Energy Policy and Technology (ICEPT), brings together energy related research and expertise from the full range of the College's science and technology departments with staff working in technology assessment, economics and policy. The Centre has strong links with industry, and is emerging as the key policy research and advisory group in the clean and low carbon energy field. The Centre's activities have tremendous spin-off benefits for the Option.

Track Record and Careers

The Energy Policy Option has been running for more than 20 years. Graduates can therefore be found throughout all levels of industry, government, international agencies, consultancy and NGOs. In specialist energy/environment consultancies it is not uncommon to find that a majority of the staff are Option graduates, ranging from the Director to the new junior consultant. The network of graduates is fostered through regular reunion dinners, and is used to great success in helping current students in their thesis projects and in finding employment - of benefit to both students and employers alike.

Legal+

The masters in Law & Technology equips you with the multidisciplinary knowledge essential for responding to the possibilities and risks presented by new technologies. Content covers regulatory issues in the public and private spheres, as well as subjects such as comparative law, jurisprudence, ethics and public administration, in addition to traditional legal doctrine. Students develop a broad, contextual awareness of additional modalities of regulation such as social morality and economic self-arrangement.

Specialization

The Law and Technology program offers you the opportunity to develop a specialization in a particular subject area thanks to a curriculum that covers everything from intellectual property law to biotechnology or ICT. You can focus on traditional legal areas such as private law or European law, or develop a broader overview that combines, for example, private law, criminal law and human rights law.

International perspective

Technological developments generally cross borders, with the Internet perhaps the most obvious example. While internationalization offers opportunities and possibilities, it also gives rise to a host of issues from a regulatory perspective. The Law and Technology masters ensures you are well-prepared to operate in an international context by continuously applying an international perspective to the issues at hand.

No background in science or technology required

Prospective students do not require background knowledge in technology or science. Of more importance is your affinity with the social aspects of technology. Students with backgrounds in areas other than law can apply if at least 90 ECTS of the courses in their bachelors were similar to those of the bachelors at Tilburg Law School. A premaster program (currently only in Dutch) is available for students who do not meet this criteria.

Interactive and close-knit learning environment

Learning in the Law and Technology masters is interactive, informal and cross-cultural. You join an international student body, within which students regularly work in international teams, participate in discussions and present their ideas on legal concepts and issues. Students are strongly encouraged to interact with their TILT lecturers, made possible by numerous extracurricular events such as seminars and workshops.

Good practical training opportunities

TILT has excellent contacts with government and semi-government agencies, companies, and law firms. TILT is frequently approached by these professional bodies about practical training opportunities and internships and, together with students, actively endeavors to find appropriate trainee projects for students. You will be taught how to write web policies, position papers, and policy documents as preparation for your future career.

Education coupled with pioneering research

Students learn from scholars from the Tilburg Institute for Law, Technology and Society (TILT) - scientists engaged in innovative research recognized at a national as well as international level. These scholars come together from diverse disciplines including private law, public law, criminal law, international law and human rights, ICT law, social and political studies amongst others. Education is interlaced with academic insights from these new research lines. When possible, TILT actively involves students in its research projects.

We encourage Law and Technology students to develop and substantiate their own opinions and ideas on the content presented. Within the program, teaching methods encourage critical debate and active participation.
