To be an effective leader in student affairs, professionals must first be knowledgeable of how students grow and develop during the college years and how institutions can be intentional in facilitating the growth process. Leaders in higher education need to employ proven managerial strategies in order to be successful and must pay careful attention to the management of human resources, finances, information technology, and physical infrastructure. In addition to this, leaders should know how to adjust their administrative style if problems are encountered and be able to ground both successes and shortcomings in administrative theory.

By carefully structuring the sequence of courses, recognizing comparable course offerings, and using courses in one program to count as electives in the other, students are often able to complete both degrees in three years of full-time study without compromising the professional standards of either program.

Successful completion of the dual-degree programs results in two degrees: a Master's in Public Administration (MPA) and a Master of Science in Student Affairs Administration.

The MPA-MSAA Dual Degree Program

The Master of Public Administration (MPA) and Master of Science in Student Affairs Administration (MSAA) programs both are housed within the College of Community and Public Affairs and are considered professional terminal degrees. By carefully structuring the sequence of courses, recognizing comparable course offerings and using courses in one program to count as electives in the other, the MPA-MSAA dual degree program allows students to complete both degrees in three years of full-time study, without compromising the professional standards of either program. The 42-credit hour MPA program and the 45-credit hour MS in Student Affairs Administration program can be completed as part of a 66-credit hour program (rather than 87 credit hours required to complete the two programs without the benefit of the dual degree structure).
The MPA-MSAA dual degree will prepare students for administrative positions in college and university settings. The MSAA program provides specialized training for students desiring to work in student affairs offices, while the MPA provides the knowledge and skills necessary for management. To be an effective leader in student affairs, professionals must first be knowledgeable of how students grow and develop during the college years and how institutions can be intentional in facilitating the growth process. This requires the study of organizational and student development theory as well as gaining hands-on experience in at least one student services office. - Personal statement (2-3 pages) describing your reasons for pursuing graduate study, your career aspirations, your special interests within your field, and any unusual features of your background that might need explanation or be of interest to your program's admissions committee.
- Resume or Curriculum Vitae (max. 2 pages)
- Official GRE scores. GMAT scores can be submitted in lieu of GRE scores.

And, for international applicants:

You must also meet the following program-specific requirements:
MPA:
- Two letters of recommendation
Letters of recommendation should be from individuals who know the applicant in a professional capacity, such as professors, work supervisors, and professionals from organizations where the applicant has served as a volunteer or in another capacity. When evaluating the letters of recommendation, the admissions committee looks for evidence of academic achievement, community involvement, and personal characteristics that suggests the applicant has the capacity to foster an institutional culture that advances democratic administration and governance.

- Personal statement
The personal statement should be no more than 500 words or two (2) double-spaced, typed pages and should answer the question,"Why do I want an MPA?" You may wish to describe your reasons for pursuing graduate studies in public administration, your career aspirations, your special interests within your field, and any unusual features of your background that might need explanation or be of interest to your program's admissions committee. In the personal statement, the committee assesses the student's commitment to public and/or nonprofit administration as well as his/her ability to communicate in writing.

- Significant work experience (5 or more years in the public and/or nonprofit sectors) can earn applicants a positive adjustment to their admissions scores. However, the lack of work experience does not result in a penalty.

MS:
- Personal statements should specifically address the applicant's interest in the program, career goals, and current skills and experiences relative to their current or intended career in student affairs

- Three letters of recommendation, which should come from instructors or professors who can attest to the applicant's academic ability for graduate study
Applicants who have been out of college for at least three (3) years may submit current letters of reference from employment supervisors or others affiliated with their employment who can attest to their ability to perform successfully and professionally and to the likelihood of success in a graduate program

The Master of Science in Student Affairs Administration (MSAA) degree program is ideally suited for those who wish to pursue careers in higher education. Potential higher education roles include academic advising, admissions and enrollment management, career development and placement, financial aid, health services, judicial affairs, leadership development, multicultural affairs, non-traditional and commuter student services, residential life, services for students with disabilities, student activities, and student development and involvement.

Coupled with sufficient professional experience, the MSAA may also serve as the foundation for students wishing to become deans of students or vice presidents for student affairs.

The MSAA degree program is grounded in both student development theory and the concept of theory-to-practice-to-theory. Thus, an underlying goal of the program is to prepare professionals who have working knowledge of how student development theory is used in practice, and how practice serves to inform future theory development. A secondary goal of the proposed program is to prepare administrative leaders and personnel who are comfortable working with people of diverse backgrounds in positions that require decision-makers to respond to department/unit situations while taking into consideration how their decisions impact other systems (i.e. departments and/or divisions) within the institution.

The CIPR Public Affairs Diploma is designed for public relations or public affairs practitioners who want to develop relevant theoretical knowledge and to strengthen their practical skills in order to become more effective and better placed to take on more senior roles. The course focuses on the role communication expertise plays in public policy processes as they are approached in the context of strategic communications and reputation management that underpin the public affairs function. The qualification is firmly rooted in practice - with regular contributions from senior practitioners - as well as clear in its interdisciplinary theoretical basis. Public Affairs Diploma students receive 20 hours of face-to-face tuition between January and May, individual supervision for the research project (course assessment), as well as extensive online resources developed to support individual study.

Teaching, learning and assessment

Twenty hours of on campus teaching comprises a variety of approaches including lectures, workshops, group work and input from senior practitioners and QMU academics. Work is set and contact maintained between teaching blocks through online discussions. Students also receive supervision support with their assignment. CIPR Public Affairs Diploma students learn alongside and MSc Strategic Communications and Public Relations students ensuring that you benefit from sharing experiences and developing a network of colleagues. Assessment is through submission of a 6,000 word research project. Support is offered with research project preparation. Links with industry/professional bodies

Students on the course are eligible for student membership of the Chartered Institute of Public Relations (CIPR) and, on graduation, can upgrade their membership to full or associate status depending on professional experience.

Entry requirements:

You must have ONE of the following requirements:
- The CIPR Advanced Certificate in Public Relations;
- The CIPR Internal Communication Certificate plus one year'’s full-time employment in PR;
- A postgraduate professional qualification in a related discipline (eg CIM Diploma), plus one year’'s full-time employment (or equivalent part-time employment) in PR;
- A degree in business/marketing/management/communication studies, plus one year’'s full-time employment in PR;
- Any other UK degree plus two years full -time employment in PR;
- NCTJ Diploma plus either five years’ journalism experience or three years’ full -time employment in PR;
- Two years’ full-time employment in PR, and the CAM Advanced Diploma in Marketing Communication;
- LCCIEB 5 3rd Level subjects, including PR, Marketing, Advertising, Principles & Practice of Management, plus two

Course outline

The MA in International Affairs (by research) gives students the opportunity of working on a dissertation in any aspect of this broad field under the guidance of an expert supervisor. As with other London based programmes, students will attend seminars followed by dinner given by leading academic authorities and practitioners in the field, including Sir Malcolm Rifkind, former Foreign Secretary and Defence Secretary, Sir Richard Dearlove, former Head of the Secret Intelligence Service and Bridget Kendall, BBC Diplomatic Correspondent.

The programme is London-based and directed by Professor David Armstrong, Professor of Global Politics at Buckingham and author of major works on diplomacy and global affairs. The programme runs from September to August, with thirteen research seminars – three on research techniques and ten by guest lecturers, including some of the leading scholars in the field and some very eminent practitioners.

Teaching methods

The MA does not offer systematic instruction in diplomacy and international affairs; instead, the emphasis is on independent research and one-to-one supervision.

At the heart of the Buckingham MA is the close working relationship between student and supervisor. While the final thesis must be an independent work, it is the supervisor who offers advice on refining the topic (if necessary), on primary sources, on secondary reading, on research techniques and on writing the final text (which should be not less than 20,000 words). Supervisors and students will meet frequently throughout the year, and not less than twice a term; and the supervisor shall always be the student’s primary contact for academic advice and support.

This is a London-based course. Seminars will be held at the Athenaeum Club, Pall Mall. The nearest London Underground stations are Green Park and Piccadilly.

There will be three initial research training seminars. These will not be followed by dinner. All the other seminars will commence at 18:45, with dinner following at about 20:00 and will take place between October and March. At the post-seminar dinners there will be an opportunity to continue the seminar discussion in an informal environment. Attendance at these dinners is entirely at the choice of the student, and their cost is not covered by the tuition fee.

Associate students

For those who wishing to attend the evening research seminar programme, but are unable to devote the time to the coursework or to register for the MA degree, there is the option of becoming an Associate Student. This status will enable the student to attend the ten research seminars and to meet the guest lecturers, in the first six months of the programme, but does not require the submission of written work. Associate Students are not registered for, and do not receive, the MA degree. Accredited diplomats receive a 20% discount on the Associate Students’ fees.

This programme will provide both academic and practical training to assist you in pursuing a career in these exciting professions. Designed in conjunction with leading Public Affairs companies, the programme includes an integrated internship with a Public Affairs consultancy in either London or Brussels, which will provide graduates with significant advantages to pursue such a career.

The course is offered on a full-time basis and is taught over two fifteen-week terms. Each term comprises three modules taught through a programme of formal lectures, directed reading, seminars and, where appropriate, workshops. The course consists of five core modules and one elective. Students will also attend periodic presentations made by Public Affairs professionals. For successful completion of the programme, the student is required to undertake an internship of at least three months with a Public Affairs employer. Upon completion of the internship, both the students and employer submit final reports.

Internship and Internship Report:
All students are required to undertake an internship of at least three months with a Public Affairs employer. This is usually arranged by the Department of Politics and History and takes place in London or Brussels. During the course of the placement, you and your employer will liaise with a dedicated internship tutor to ensure that appropriate progress is being made. At the end of the internship, both you and your employer will submit reports. Outstanding students on this programme have been offered further employment with their placement organisations.

All the courses in the programme are entirely internet delivered through a modular format. Modules have a credit value of either 15 or 30 credit points. The credit rating of a module is in proportion to the effort required from the student, thus a 30 point module corresponds to 300 hours of notional learning time including viewing lectures, tutorials, discussion groups, coursework, assignment and self-study. All modules are at level 7.

An academic lecture will build on readings, which students will be expected to have completed before class, and identify key issues for debate and discussion. The student-led hour will pick up on these themes and develop further debate either through a classroom discussion, presentations, group exercises, or practical activities/simulations. The practitioner-led hour will put the learning into practical context, using specific case studies where possible and appropriate.

Implementation

The principal goals of the program are to develop students’ analytical and interpretive skills through thoughtful and informed consideration of the possibilities, limitations, and responsibilities of the media. Our students study television, film, the Internet, video games and other digital media systems.

The program culminates in a Master’s thesis or a research project specific to an area such as:

- law and policy,

- another emphasis when the student can combine particular interests with those of appropriate faculty members.

Degree Plans

Plan I: Thesis Option

Students choosing to write a Master’s thesis must complete a minimum of 30 graduate credits, including six credits for thesis research and courses stipulated by the student’s program committee. At least 18 of these credits must be in TCF courses.

- The thesis should evidence capability for research, originality of thought, facility in organizing materials, and lucid writing.

- The subject of the thesis must be approved by the student’s program committee. The student should select a topic during his or her second semester.

- The thesis must follow an approved style manual, such as The MLA Handbook for Writers of Research Papers or the Publication Manual of the American Psychological Association.

- The thesis must be prepared in accordance with the Graduate School’s Student Guide to Preparing Electronic Theses and Dissertations.

- An oral defense of the completed thesis, conducted by the student’s thesis committee, is required.

- At least six weeks before graduation, the thesis must be electronically submitted to the Graduate School.
