Course Description

The objectives of this programme are for participants to be able to develop and implement strategic security sector plans and analyse, communicate and evaluate the broader implications for related areas within state and regional frameworks.

Course overview

By the end of the MSc, students should be able to:

- Display knowledge of the players, processes and structures across a state’s wider security sector
- Understand the skill sets required to implement and manage the effective governance of national security policy and resources
- Fully comprehend the way in which national security requirements and development priorities are managed in a mutually supportive way
- Develop transferable skills in areas such as strategic management, project, and leadership challenges
- Critically analyse and evaluate strategic national security policy, donor policy and the development agenda
- Produce workable sector strategies, programme plans, change management schemes and performance assessment criteria
- Implement national security plans within identified constraints
- Plan, manage, monitor and evaluate projects and programmes in the security and development sector

Programme options:

- Postgraduate certificate: Requires the completion of Module 1 and 2, plus 4 other modules
- Postgraduate diploma: Requires the completion of all modules
- Masters of Science: Requires the completion of all modules as well as a 20,000-word research dissertation.

This course is offered as an executive part-time residential course and it is also the intention to launch a blended learning variant of this course in September 2016, combining residential sessions at either end of the taught phase of the Course with distance learning for the remaining 8 modules. The awards of MSc, PgDip and PgCert would all apply to the blended learning option.

The Security Sector Management programme is suitable for those who work in any security or development related organisation – as a policy maker or practitioner. The programme is also relevant to those who may wish to enhance their knowledge and skills based on a related 1st degree or those seeking to pursue careers in the field of security sector management.

You will be taught by faculty from Cranfield University, many of whom are world leaders in their field. These experts will share knowledge on a wide range of current global security-related challenges (such as governance, the environment, information security and institution-building), as well as ideas and frameworks to respond to these challenges. Modules are taught in the UK at Cranfield Defence and Security, Shrivenham, which is co-located with the Defence Academy of the United Kingdom, as well as at the University’s central campus at Cranfield in Bedfordshire, UK.

Individual Project

A 20,000 word researched based dissertation will take the student approximately 6 months to complete. The dissertation phase of the MSc programme provides an excellent opportunity to further explore cutting edge issues in the broader security sector debate, and the way in which these issues impact on both theory and practice.

The ability to critically analyze intelligence information and global security issues, interpret historical and contemporary issues informing the field, and perform textual analyses, defines the program core's most important learning outcomes.

Following completion of the program core, students must complete 15 credits of coursework from the list of available electives. The majority of the elective offerings were developed specifically for the national security and international relations program, with a small number drawn from closely related fields. The elective list contains both courses that emphasize domestic security and courses that have a broader international focus, resulting in sufficient breadth of subject matter to allow students to tailor their choices around particular academic or professional interests.

Students interested in Cyber Security can choose to take a specific concentration in this area. Students who choose this option must complete 9 credits from the Cyber Security concentration and 6 credits from the elective list. Before choosing this option, students must secure permission from the Department of History and Political Science. Practicum

In addition to successfully completing all course work, students must pass a tabletop examination to be awarded the M.S. in National Security Affairs and International Relations. When a student has completed all coursework, has maintained a minimum of 3.0 GPA with no "incomplete" grades, and is a "student in good standing" with no disciplinary actions pending or disciplinary tasks to complete, the student will be eligible to take the tabletop examination. The tabletop exam is an assessment of the student's ability to integrate the knowledge and skills gained through course work.The exam tests the student's written ability to critically analyze and apply conflict assessment, theory, and research methodology to hypothetical conflict situations. Our philosophy is to base our teaching on real-world issues in facilities management (FM) at high-performing organisations in both the private and public sectors. Our students develop the ability to think critically about all facets of the FM services - maintenance, engineering, projects, catering, cleaning, security and property management, by considering engineering and management theories and concepts and their applications to FM situations in these service lines. This allows our students to use their experience to explore these applications in their current or future careers.

However, with the benefits deriving from the ability to automatically manage so much information, come major threats to businesses, governments and individuals. These threats include possible fraud through information manipulation, deliberate damage to stored and transmitted information, and blackmail associated with the threat of damage.

The field of Information Security, namely the study of countermeasures to these real and serious threats, has grown up very rapidly in recent years. The subject embraces a range of technologies such as cryptography, computer security, and fraud detection, and also includes the study of how security can best be managed.

This advanced course is taught by the Information Security Group (ISG), and security experts from industry. It is designed to produce a comprehensive education in the technical, legal and commercial aspects of Information Security.

Our Information Security Group (ISG) was recognised in 1998 when the College was awarded a Queen’s Anniversary Prize for the ISG’s work. The citation read “This pioneering Group provides a unique national resource for the training of information security specialists and the development of highly secure communications and computer systems. It offers world-leading independent expertise in a field of crucial importance where trust and integrity are paramount.”

- As this course was the first of its kind, we consulted with more than 20 companies and Government departments to ascertain what they felt such a degree course should contain. Many of these organisations have maintained close links with the department and, in a typical year, you would benefit from lectures or seminars from up to 50 guest speakers.

- Having an offering that is up to date and relevant to potential employers is a key theme to all our activities. Therefore, in addition to our comprehensive syllabus and accompanying seminars, you will be offered some cutting-edge optional units.

- You will have access to virtualization software from the ISG Lab in which you can experiment with network security settings and concepts introduced in these units. As well as the general purpose lab, there is also a Penetration Testing Laboratory and the Smart Card Centre where specialist equipment and tools may be accessed for those who may be undertaking a practical project in these areas.

Contents : Within an operational framework, students will have to implement capabilities developed during the training period. The exercise is based on 5 days role play scenario. Students are placed in the position of aid actors in a context of humanitarian/emergency intervention. They have to implement several programs in the field on behalf of different NGOs. 1) Advanced Decision Techniques

Objectives/Learning outcomes: Good knowledge of quantitative tools for decision-making.

Contents: This course presents the main quantitative modelling and simulation tools to help in decision-making.

2) Strategy, Innovation and Entrepreneurship

This course focuses on the strategic choices: the decisions that shape the future of an organization. This course will address first the strategic choices that the manager must operate in an entrepreneurship environment (opportunity, business model design), then different options for development and growth patterns (growth internal / external growth, mergers and acquisitions, alliances).

3) Corporate Governance

Objectives/Learning outcomes: At the end of the course, the students:

- will know how to position and use concepts and techniques in finance, accounting, management control and law learnt during the common core subjects in a more global framework of analysis,
- will have learnt the legislation covering corporate governance,
- will be aware of the present developments in practice and the principal discussions concerning corporate governance,

The course covers the following themes: value creation, the legal rules and the practices of company management(remuneration, ethics, social responsibility, governance "codes"), the legal rights and the behaviour of shareholders, the impact of financial markets on governance (shareholders activism, takeovers, LBOs). In addition the students have the opportunity to apply the main concepts and techniques of finance, accounting and management control to the case of a listed company.

Objectives/Learning outcomes: At the end of the course, students will be able to:

- acquire the basics of a geopolitical culture allowing them to develop a reading list for current geopolitical and economic affairs,
- understand the geopolitical conditions for undertaking business in certain emerging and/or risk-laden geopolitical situations.

Contents: The object of this course is to allow students to acquire knowledge about geopolitical and economic affairs in certain zones and emerging and risk-related countries in the world. During the course, the following themes will be covered:

- the globalisation of the economy and its players, notably national States, and international and non-governmental organisations,
- geopolitical and economic analysis of certain countries and zones: Brazil, Russia, China, the Mediterranean and Africa,
- the problems of Afghanistan and Pakistan will also be discussed,
- Europe will be studied through analysis of the different themes mentioned above.

5) Global Marketing and Strategy

Objectives/Learning outcomes: At the end of this course, students will:

- be able to reflect on the specific challenges to leadership and corporate social responsibility in contemporary organizations.

Contents: This course addresses key issues for understanding and managing contemporary organizations. It seeks to move beyond simple managerialist views by integrating recent developments in organizational thinking with the dual challenges of organizational leadership and corporate social responsibility. Topics covered in this course include institutionalized environments, innovation and entrepreneurship, social movements, networks and social capital, power and politics in contemporary organizations, organizational routines and decision making, sense making and cognition in organizations, and organizational change. Each topic will be introduced through case studies alongside theoretical readings, and each of the course sessions will discuss the consequences of these topics for both leadership processes and corporate social responsibility.
The course will be demanding in terms of class preparation, contribution and after-class work, and hopefully rewarding in terms of generating novel insights into contemporary organizational and managerial challenges.

Applied Research Project

During the whole training period, the students, divided into sub-groups of 2-3 students, work on a problematic related a strong issue in the humanitarian and development sector. It is an applied research which leads to a written report in English and its presentation before a jury composed by the tutor and the partner if possible and relevant. This applied research is an integral part of the training programme and it is monitored by a tutor.
The month of December will be specifically dedicated to work on this project.
During the second semester, even if students are abroad, they have to organize themselves to work on this project.
The grade given on this work will be included in the final transcript.

OBJECTIVE

To work as a team during the whole training period to sort out a humanitarian and/or development management issue.

This project will require:

- To write a report in English (20,000 – 25,000 words) which may remain confidential; it is possible to write a summary for the organisation in a foreign language if required. Students have to submit the final report to the tutor 15 days before the oral presentation. The deadline for the oral presentation is mid-november 2014 (15 November 2014);
- To write a case study-based summary;
- To prepare the oral presentation to the jury in English.

STUDENTS’ PROFILES

Students involved in this applied research are from the MSc in Humanitarian Programme Management delivered by ESC Grenoble and Bioforce.

EXPECTED RESULTS

- A specific humanitarian and/or development management issue is defined.
- A bibliographical research is consolidated.
- Concrete proposals and outlooks are drawn up.
- A critical analysis is provided.
- Relevant recommendations are made.

The definition of the issue has to be validated by both Bioforce and ESC Grenoble. A specific deadline will be communicated by Bioforce.

Rigor in diagnostic, analysis and facts interpretations, as well as recommendations will be required.
This work aims to support organizations in their development and functioning. In this way, we expect students to be creative (while being realist) and to practice benchmarks. This research work is neither an operational mission nor a counseling one. The report presented is not an internship report.

EXEMPTION OF “GRAND MÉMOIRE” – FOR THE ESC STUDENTS

Usually, ESC Grenoble students have to write a “Grand mémoire” during their enrollment. As they already write a specific applied research report, they benefit from an exemption of this “Grand mémoire”.

Assignment

Students from the MSc in HPM have to realize an assignment, after their study period, during 20 weeks at least. The presentation before a jury must be done before the 15th of November 2014.
The aim of this assignment is to reinforce students’ autonomy and to further develop their skills as a humanitarian programme manager in the humanitarian and development sector.

Students are to submit to Bioforce assignment terms of reference in order to be validated. As a second step, the ESC Grenoble will give the final validation.

The ESC Grenoble is in charge of all administrative issues regarding the assignment.

The evaluation process for the assignment is the following:

- A written report including :
- a context (region, country, organisation, programme, …) presentation,
- a description and analysis of the objectives and results obtained,
- an analysis of the key challenges faced during the assignment,
- an analysis of the impact of the training period on their professional capacities as a humanitarian programme manager.

- An oral presentation before a jury.

The final mark will be a global mark including the written report and the oral presentation.

Assessment Process

ASSESSMENT PROCESS IN BIOFORCE

The assessment process includes the following exams:

- An individual written exam for the “Managing people and organizations” module. This exam may consist of theoretical questions, exercises or case study linked with the module’s learning outcomes. The student has to obtain a minimum of 10 out of 20 to successfully complete the module.
- An individual written exam for the “Managing programmes and projects” module. This exam may consist of theoretical questions, exercises or case study linked with the module’s learning outcomes. The student has to obtain a minimum of 10 out of 20 to successfully complete the module.
- An individual written exam for the “Managing finance and funding” module. This exam may consist of theoretical questions, exercises or case study linked with the module’s learning outcomes. The student has to obtain a minimum of 10 out of 20 to successfully complete the module.

ASSESSMENT PROCESS IN GRENOBLE ECOLE DE MANAGEMENT

It is a two-stage process:

- For each module, a continuous assessment is managed by a Grenoble Ecole de Management’s permanent professor.
- For some modules, an exam is organized.

To be successfully completed, the student has to obtain a minimum of 10 out of 20. Each module’s responsible define the share of continuous assessment and exam.

CONDITIONS OF GRADUATION

The diploma is delivered to the students:

- Having obtained a minimum of 10 out of 20 to all exams;
- Having produced and supported the presentation of a report demonstrating analysis and synthesis skills.

To participate to the MSc in Humanitarian Programme Management, the prerequisites are the following:

- Master 1 level or Bachelor’s degree (four years of higher education after baccalauréat) for applicants justifying at least 1 year of professional experience as a project coordinator, administrator or logistician in international solidarity
- By special dispensation, a L3 (licence) level or Bachelor’s degree (three years of higher education after baccalauréat) for applicants justifying an outstanding work experience (more than one year).
- have an English language proficiency level of B2 (according to European language levels - Self Assessment Grid).
- Have a profesional project in programme management (Programme coordinator, Logistics coordinator…)

International Security, a specialization of the master International Relations, is aimed at issues of power politics and international order, peace and war, and strategy and diplomacy. Its main focus is the phenomenon of, and theoretical reflection on, 'violence' in its broader context.

Traditionally, attention for warfare and political violence, i.e. military security, has dominated the study of International Security. They still form the central issues. But especially after the Cold War other concerns occupy the agenda, such as environmental security (about climate change or industrial hazards), societal security (about group identities) and economic security (about welfare and development). These different types of concerns have their own meaning when studying the causes of violent conflict, its prevention and management, and conflict resolution and reconciliation.

Methodologically, the study of International Security has profited from the so-called constructivist turn in International Relations. In addition to traditional analyses new approaches have emerged, most notably Critical Security Studies, the Copenhagen School, and the Risk Society approach.

The chairgroup International Security Studies (ISS) is part of the Department of IRIO. The six permanent staff members and over 10 PhD students all contribute to the Faculty's research theme Conflict Studies. This is done at various levels of abstraction, focusing on various issue-areas and on various political contexts.

At the theoretical level the chairgroup aims to contribute to a better understanding of conceptualizations of security in time and space. How have academic debates in security studies evolved and how do they relate to security policies? This implies a focus on securitization theory, regional security complex theory, strategic studies, critical security studies and peace research.
In terms of issue-areas the group presently studies developments in military & defence policies, terrorism, peace making, peace building &peace keeping - including security sector reform -, societal security in relation to social identities and state formation, and finally securitization in energy, food, and health policies.
In terms of political contexts, the group focuses on institutional and regional settings in which security policies are shaped and implemented. Developments in Intergovernmental Organizations are studied - notably, in the European Union, NATO and the United Nations Security Council, and also in Non-Governmental Organizations in close cooperation with the research projects related to the Network on Humanitarian Action. The chairgroup has regional expertise about security politics in Europe (including Turkey), the Middle East, parts of Sub-Sahara Africa, and China.

Course in depth

The MSc is normally studied over one year full-time or two years part-time.

The course is divided into taught modules of 20 credits and a Master’s project of 60 credits. Students complete 60 credits for Postgraduate Certificate, 120 credits for Postgraduate Diploma and 180 credits for the full MSc. Each credit represents 10 notional hours of student learning and assessment.

A range of assessment methods are employed, assessment criteria being published in each assignment brief. Knowledge and skills are assessed, formatively and summatively, by a number of methods: coursework, examinations (seen and unseen, open and closed-book), presentations, practical assignments, vivas, online forums, podcasts and project work.

The Professional Doctorate in Security Risk Management (D.SyRM) is a structured, four-year, part-time programme targeted towards security professionals in the UK and overseas. It comprises a taught element delivered through a small number of workshops in Portsmouth for the first two years and then two years of supervised research leading to a thesis.

The aim of the course is to provide a framework for security professionals to reflect on and contribute to practice in their area of work. Its emphasis is on developing researching professionals (which is distinct from the more traditional PhD route which aims to develop professional researchers).

What opportunities might it lead to?

The overall aim of the course is to develop security professionals whose work informs, and is informed by, original research in the field. Current research topics include:

Managing complex crises
Securing the oil and gas sector
Security of tax havens

Module Details

A central feature of this programme is that you will be studying with the same cohort of people over the whole four years. The interaction that this provides will give you the opportunity to work, learn and develop together. This avoids the sense of isolation that some PhD students experience.

It is accepted that for many professionals it will not be possible to attend all of the workshops so we also use an online learning environment to make best use of technology to keep in touch.

A professional doctorate at the University of Portsmouth is achieved in two distinct stages with the second stage being divided into two parts.

Stage 1

This stage comprises 180 M level credits which is the direct entry level to Stage 2

Stage 2

This stage comprises Parts 1 and 2.

Part 1 (years 1 and 2)

This is the taught component of the course and lasts for two years. During this part you will earn 120 D level credits in assignment work. The four taught units are delivered in two-day blocks, each assessed through a coursework assignment of 6,000 words. Each student is assigned a personal tutor to support them through this part of the course.

Part 2 (years 3 and 4)

This part comprises the professional research and development, leading to a thesis of 40,000 to 50,000 words. This will earn 240 D level credits and is mainly independent study and research, combined with supervision meetings and opportunities to meet with your peers to review and gain critical comment on your progress.

The doctoral programme aims to develop your research ability in the broad area of security risk management to an advanced level and promote evidence-based practice development. The development of the quality and value of your practice and research will be enhanced through:

Seminars and workshops on critical research and security-related issues specifically focused on the development needs of security professionals

Course detail

The aim of the NGO Management course is to enable students to develop key management competencies and analytical capabilities needed by those in leadership and management positions in international NGOs.

The course has been developed in partnership with leading INGOs and BOND (the UK-NGO network). It is one of the five postgraduate courses offered by Cass’s Business School’s Centre for Charity Effectiveness. This is one of the only centres of excellence in Europe offering a full range of latest research, education, training and consultancy geared to the needs of voluntary sector managers and leaders.

Format

The course is taught on a part-time basis and is taught over a period of twelve months. The Postgraduate Diploma consists of four core modules that all students take and are common to all the Centre’s postgraduate courses. These core modules provide the essential underpinning of management skills for the specialist courses. Upon successful completion of the diploma you can continue to the MSc Programme.

The MSc requires completion of the Research Methods for Managers module. This is followed by either: a further six months of personal, supervised research and the presentation of a 15,000-word research-based dissertation. Or alternatively, you can opt to take a taught Masters which allows you to choose specialist modules from one of the other Charities programmes.
