Railway risk and safety management, are both vitally important worldwide, for not only the ongoing operation of existing railways but also for the design and the development of new systems. Much work is being done by companies involved in both mainline and urban transportation systems to improve safety, for the public, their passengers and their workforce. In the last two years alone there have been around 60 railway crashes and incidents reported worldwide. The prevention of the associated loss of life and livelihood are high priorities for all organisations involved.

This programme in Railway Risk and Safety Management (RRSM) is the first of its kind in the UK and is jointly delivered by the Universities of Birmingham and York. You will benefit from the expertise of two leading UK universities and spend around half of your time with the Birmingham Centre for Rail Research and Education (BCRRE) and half at the High Integrity Systems Engineering Group (HISE) in York.

The programme will give you a deep and robust understanding of the approaches to managing safety and risk in transport systems and related projects. The York modules are highly structured around the general topics of risk and safety management, while the Birmingham portion of the programme focuses on railway systems and the application of risk management principles in this sector. Although different transport sectors and modes have their own specific features, this course will give you a thorough education of knowledge which can take you into many areas of engineering and business management.

Subjects reflect areas of professional practice and are designed to provide students with an understanding of the management of Health, Safety and Risk. They also take a strategic view of this, and of related areas such as Corporate Social Responsibility, Ethics and the Environment. In addition to the legal perspectives students will be encouraged to consider the management, human and psychological factors essential to the successful implementation of Health, Safety and Risk strategy.

Programme Background

Risk has become a key concept in modern society. Growing concern about the environment and a number of disasters have served to focus attention on the hazards and risks involved in a wide range of activities from offshore oil production to rail and air transport; from the design of football stadia to the operation of chemical plants and environmental protection. Today there is a wide range of techniques available to assess risk and reliability, both in relation to safety and in the wider sense. These techniques now underpin new legislation on safety and have relevance over a broad spectrum of activities, including environmental and other systems, where risk and reliability are key concerns.

The MSc/PG Diploma programme in Safety, Risk and Reliability Engineering is designed to give a thorough understanding of these techniques and experience of their application to a variety of real-world problems. It aims to provide students with an understanding of safety, risk and reliability engineering in both a qualitative and quantitative manner, and to develop the skills to apply this understanding. The programme will also introduce students to recent developments in analytical techniques, e.g. computer modelling of risk, reliability and safety problems.

Professional Recognition

This MSc degree is accredited as meeting the requirements for Further Learning for a Chartered Engineer (CEng) for candidates who have already acquired an Accredited CEng (Partial) BEng (Hons) undergraduate first degree. See http://www.jbm.org.ukfor further information.

Programme Content

The MSc/Postgraduate Diploma in Safety, Risk and Reliability Engineering is only available by attendance-free distance learning. The programme comprises eight courses. All courses have written examinations and some have compulsory coursework elements. MSc students are also required to complete an individual project (dissertation). This programme has a stronger engineering bias and you should only attempt this if you have done some University level mathematics or equivalent. Otherwise the Safety and Risk Management course might be more appropriate.

For the project component of the programme distance learners are likely to develop something based in their country of residence with advice and supervision from staff in the School. This may well include work with a local company or may involve independent study. Individual arrangements will be set up with each student.

• Risk Assessment and Safety Management
This course aims to give students an appreciation of risk from individual and societal perspectives as well as understanding the basic principles of risk assessment and modelling and how safety management works in practice.

• Systems Reliability
Gives an understanding of the qualitative and quantitative techniques that are used in the reliability, availability and maintainability analysis of all types of engineering systems.

• Learning from Disasters
Provides students with an in depth understanding of some of the classic disasters and their consequences by using a range of practical accident investigation techniques. Students will learn to analyse complex histories in order to find the underlying root cause.

• Safety, Risk and Reliability
Leads to an understanding of the principles of structural reliability theory and its application to risk and reliability engineering.

• Fire Safety, Explosions and Process Safety
Introduces students to the basic principles of fire safety science and engineering, and develops skills in associated modelling leading to an understanding of principal fire/explosion related issues in process safety.

• Data Analysis and Simulation
Develops knowledge of statistical data analysis and its application in engineering and science and introduces the concepts of using simulation techniques for analysis of complex systems. It also teaches linear optimisation techniques and the ability to apply them to solve simple problems.

• Human Factors Methods
This course will equip students from academic and/or industrial backgrounds with knowledge on, and the means to deploy, a wide range of specialist human factors techniques. The emphasis is on method selection, application, combination and integration within existing business practices. Students will develop a critical awareness of what methods exist, how to apply them in practice and their principle benefits and limitations.

•Environmental Impact Assessment
Provides the candidate with the knowledge and understanding of the principles and processes of the Environmental Impact Assessment. By the end of the course, the student should be familiar with the European EIA legislation and its translation into the Scottish planning system, and be able to demonstrate an understanding of the EIA process, the tools and the agents involved in an EIA and the possible problems with using EIA as a decision making tool. It is also intended that the student will be able to appreciate the purpose of the EIA process from a number of perspectives; that of a developer, an EIA practitioner and a policy maker.

Current and applied research is essential underpinning for a high quality postgraduate programme. Our academic staff are involved in a broad range of risk-related and business-focused research and publication.

Students will receive feedback on all assessments as well as responses to specific queries raised during their study of any particular Module. Receipt of any communication will generally be acknowledged within 7 working days and written feedback will be supplied.

Assessment

Professional Affiliations

Holders of the MSc Risk Management are entitled to a standard award of 60 non unit specific credits at Advanced Diploma level from the Chartered Insurance Institute (CII).

Graduates holding the MSc Risk Management from GCU are also entitled to be granted substantial exemptions from the examination requirements of the Institute of Risk Management (IRM).

Career Opportunities

The focus of the degree is on equipping the professional ‘risk manager’. This role neither sets strategy nor runs operations - the professional risk manager (whether in private manufacturing or service industries, local government, healthcare, or non-profit sector) facilitates the risk management process, educates, informs and motivates others to manage risk, and provides expert advice and input on the tools of modern risk management. Current and applied research is essential underpinning for a high quality postgraduate programme. Our academic staff are involved in a broad range of risk-related and business-focused research and publication.

Recent research projects carried out by staff include a government funded study into risk assessment relating to private finance initiatives in the construction industry, a survey on employment risks in conjunction with Marsh UK Ltd , a report on the risks associated with e-commerce, for the Association of British Insurers, and a series of reports and briefings for the Association of Local Authority Risk Managers.

Programme summary

Wageningen University is one of the few universities in Europe able to offer education and research in all fields of food safety. This does not only include technical disciplines such as microbiology and toxicology, but also the legal, economic and communication aspects. The Food Safety programme at Wageningen University is one of the most modern and innovative in the world. Started in 2000 as the first of its kind, it is still the only two-year, full-time Master Food Safety programme offered in Europe and the only programme offering Food Safety Law. The programme prepares graduates for careers in the food industry, government or consumer organisations; the three key players in international food safety management.

The food industry is increasingly confronted with farm-to-table food safety measures, regulations, legislation and guidelines aimed at controlling food hazards. As a result, there is an increasing demand for managers with expertise in food safety evaluation who are able to survey and monitor the chemical, microbiological and physical parameters of product composition and product safety. Food safety experts are able to understand and analyse the variation in quality and safety of products. Food regulations are getting more and more complex, creating the need for regulatory affairs specialists in industry or in lobbying organisations. The programme is the only programme offering Food Safety Law for students with either a technical or a legal degree, thereby, fulfilling the need in society for such positions.

Specialisations

The programme offers three specialisations. All three specialisations have the courses on Food Safety Management and Food Law in common.

Applied Food Safety
This specialisation deals with the more technical (microbiology, toxicology, risk assessment) part of food safety. Food Safety Economics is also part of the programme. Thesis topics are also in these fields and graduates generally work in industry, universities and research institutes.

Food Safety Law
This specialisation is open for students with a technical or legal background. Courses focus on (international) food law, intellectual property rights and management. Theses are on food law. Graduates generally work as regulatory affairs specialists in industry.

Supply Chain Safety
This specialisation deals with safe food and ingredient supply. Globalisation leads to serious risks of contamination. In tropical countries, companies also face wars and political problems. Courses thus focus on Food Security, Risk Management in Food Chains and logistics, in addition to Microbiology and Food Law.

Your future career

The employment market is promising and all recent graduates found jobs with relative ease. The demand for university-trained professionals in this field is currently higher than the number of graduates available. Most recent graduates found jobs in the private sector, at universities or at food safety research institutes. Many graduates enter careers in government and go on to managerial positions. Due to the increased efforts of the EU in the development of national food safety organisations, there will be many more job opportunities in various European countries, both for technical as well as regulatory specialists.

Admission to the programme is determined by both academic and work experience criteria to reflect the non-traditional routes into the health and safety profession.

Applicants holding a recognised University degree and a level 3 Health and Safety Qualification (NEBOSH Certificate or equivalent) will be eligible to join the Safety and Risk Management Programme at Postgraduate Certificate level.

Applicants who do not satisfy the above will be assessed for admission on the basis of their portfolio of courses undertaken and relevant work experience.

The Occupational Health and Safety master’s program, a concentration in Engineering Technology, offers mostly evening classes to accommodate working adults attending school part-time. Occupational health and safety specialists analyze workplaces to help prevent disease and injury to workers and damage to the environment related to biological, chemical, ergonomic, and physical factors. They may inspect work environments for potential hazards, design new programs and procedures, and enforce public health and safety regulations. MTSU’s graduate degree includes both thesis and non-thesis options. Courses cover a range of topics such as industrial hygiene, fire safety, federal and state safety and environmental laws, safety psychology, ergonomics, toxicology, industrial safety, and safety planning. Faculty members have strong academic backgrounds and practical work experience in engineering, industrial management, vocational education, safety, and industrial hygiene. Graduate assistantships are available to qualified students. Also there may be internships, short-term work experiences, and cooperative education experiences available.

Degrees

Occupational Health and Safety is a concentration leading to the Master of Science (M.S.) degree at MTSU under the Engineering Technology major. In addition, there is also an Engineering Technology concentration. Thesis and non-thesis options are available for both programs.

To be admitted, applicants must have:

taken the Graduate Record Exam (GRE)—typically a GRE quantitative score of 148 and a verbal score of 143 for successful applications
a bachelor’s degree

Application deadlines: April 15 for those wishing to be considered for graduate assistantships and admission in the Summer or Fall; Oct. 1 for admission in the Spring. Applications will be accepted after these dates, but admission consideration is not guaranteed.

​The safety and quality of food is a major concern to consumers, retailers, manufactures and regulators. High profile incidents have highlighted the need for the effective management systems and regulatory frameworks for food safety at the local, national and international levels.

Increasingly, professionals within this field require specialised knowledge and skills to help them identify and effectively manage risks. In response to these challenges, this PgCert/PgDip/MSc has been designed to meet the development needs of UK and international food safety specialists working in commerce and industry and enforcement agencies.

The aims of the programme are to:
- Enable students to evaluate international, national and sector specific frameworks for the prevention and management of and crisis response to food safety risks

- Provide opportunities for students to develop academic and subject specific knowledge and skills of relevance to employment in the field of food safety

- Support the development of reflective practitioners who have the knowledge and skills to appraise, develop and evaluate responses to food safety risks​.

The programme utilises theoretical frameworks and practical case studies to enable students to identify potential hazards, assess risk and to develop and monitor risk management strategies. Learning & Teaching​

​The teaching and learning strategy for the Programme places a strong emphasis on application of theoretical frameworks to real problems and situations. Teaching and assessment focuses on case studies and exercises and scenarios reflecting contemporary issues in food safety management.

The Learning and Teaching strategies adopted, encourages substantial input from students. Whilst lectures are seen as opportunities for imparting key information and pointing students in a particular direction for further study, they are also intended to be interactive and debate is encouraged.
Lectures are complemented by seminar sessions designed to encourage a more detailed examination of issues. In addition to enhancing understanding, these sessions are seen to be important as a means of helping students to develop analytical and critical appraisal skills.

Finally, case study and role-play sessions are scheduled. During these sessions, there is further opportunity not only to develop those skills appropriate for the achievement of learning outcomes but also to develop skills that will enhance performance within a workplace setting.

The Learning and Teaching Strategy emphasises the value of evaluating ones performance and developing approaches to maximize learning and the application of skills and knowledge. Assumptions underpinning the analysis of information and response options are explored and alternative interpretations (that are often based upon cultural orientations) are examined. It is the intention that students graduating from the programme will operate as reflective practitioners.​

Assessment

Students' performance is assessed via a course work of a variety of forms including essays and reports. Tutors will offer advice in relation to the development of assignments; each student is allocated a personal supervisor to support their dissertation phase of studies.

Focus is directed to workplace regulations of the U.S. Occupational Safety and Health Administration (OSHA). The purpose, history, structure, jurisdiction, and operations of the agency are presented. Major health and safety standards that have been promulgated by OSHA are considered in some detail. Students learn how their organization can prepare for and respond to OSHA inspections effectively.

- HES 516- Practical Statistics for Safety Professionals

This course provides students with an introduction to basic research methods and statistical analysis for safety managers. Students will be introduced to foundational concepts of problem statement development, variables, hypothesis testing, and research design. Additionally, relevant descriptive and inferential statistic used in the field of Occupational Health and Safety will be covered with an emphasis on the interpretation of results. Students will learn a variety of descriptive and inferential statistical techniques. The inferential techniques include an emphasis on statistical inference that is commonly used in safety management (e.g., t-tests and correlation). The course is designed to provide the student with an understanding of the basic research methods and statistical concepts required by safety managers to identify and mitigate risks using quantitative measures.

- HES 518 - Environmental Law

This course will provide students with a framework understanding of key federal environmental statutes and regulatory requirements that are likely to impact upon the day-to-day operation of a business or industrial facility that a company's Safety and Health Manager should be familiar with, including the Resource Conservation and Recovery Act (RCRA), Emergency Planning and Community Right to Know Act (EPCRA), Underground Storage Tank (UST) program, Clean Air Act (CAA), Clean Water Act (CWA), Oil Pollution Act (OPA), Toxic Substances Control Act (TSCA) and Federal Insecticide, Fungicide and Rodenticide Act (FIFRA).

- CSM 537- Developing the Leader Within

This course takes an in-depth look at leadership theories, principles, qualities, styles, and models with a focus on developing leadership skills and potential within the individual students. Designed to assist students in identifying leadership styles, traits, strengths, and opportunities for improvement, this course will use self-assessment exercises, journaling, individual case studies, group case studies, active and collaborative learning exercises, and a field experience to explore the topic of leadership in depth. Each student will create a personal and individually-tailored plan for development of leadership skills in a field experience that will be helpful in preparing for future endeavors.

Human Gross Anatomy (5 ECTS)
The cell, basic tissues, nervous system, nerves and muscle, bone and cartilage, blood, cardiovascular system, respiratory system, gastrointestinal tract, nutrition, genital system, urinary system, eye and vision, ear, hearing and balance, upper limb – hand, lower limb – foot, back and vertebral column, embryology, teratology, anthropometrics; static and dynamic anthropometrics data, anthropometric dimensions, clearance and reach and range of movement, method of limits, mathematics modelling.

Human Body Function (5 ECTS)

Hazards to Health, Surveys, Noise and Vibrations, Ionizing radiations, Non-Ionizing Radiations, Thermal Environments, Chemical hazards, Airborne Monitoring, Control of Contaminants, Ventilation, Management of Occupational Hygiene.

Medical Informatics (5 ECTS)
Bio statistics, Distributions, Hypothesis testing. Chi-square, Mann-Whitney, T-tests, ANOVA, regression. Critical Appraisal of Literature, screening and audit. Patient and Medical records, Coding, Hospital Information Systems, Decision support systems. Ethical consideration in Research.
