The Master of Public Administration (MPA) is an internationally recognised professional postgraduate degree, which is a public sector equivalent to the Master of Business Administration (MBA). The course is targeted primarily at public service and third sector professionals. The content is relevant to both international students and those based in the UK.
The aim of the MPA is to enable learners to build on their professional experience by engaging critically with, and reflecting on, key developments in public administration in order to more effectively deliver public service outcomes in a rapidly changing environment.
The course is based on a philosophy of transformational learning and transformational change. Central to this is the role of public services in promoting social justice and equality. International examples will be used to provide thought provoking challenges to the way our public services are designed and delivered. Rather than reflect today’s public services, the state and society, this MPA aims to shape the public service landscape of tomorrow.
This MPA offers an excellent student experience and includes an innovative ‘leadership exchange’ element, working with the Association of Chief Officers of Scottish Voluntary Organisations (ACOSVO), to enable all students to participate in an appropriate exchange within another public service organisation.
The MPA offers options for both full-time and part-time study which will fit with busy working lives. This is a multidisciplinary course, with the purpose of preparing students for professional roles in the public sector. As such the delivery draws on academic expertise from a range of backgrounds such as administrative justice, public management and social policy. The input of research active academics will be complemented with expert guest speakers and visits to key public administration sites such as the Holyrood Parliament in Edinburgh, Houses of Parliament in London, Parlament de Catalunya in Barcelona and the European Parliament in Brussels. A series of academic development workshops are run alongside the taught modules to support stuents with academic writing and research methods.
The amount of contact time will vary depending on whether you are studying on a part-time or full-time basis.
The ‘leadership exchange’ element of the course is delivered in association with the Association of Chief Officers of Scottish Voluntary Organisations (ACOSVO). We are also an institutional member of the Joint University Council’'s Public Administration Committee.
There is a range of core and optional modules from which you will need to complete 120 credits, plus the 60 credit dissertation module in order to complete the MPA. The MA in Translation and Interpreting is a specialised variant, emphasising interpreting skills, of our established MA in Professional Translation.
- Advanced Translation in 1 or 2 language pairs

Part One of Translation and Interpreting – F/t: six 20-credit (10 ECTS) modules in two semesters (p/t in four):
Compulsory: Foundations of Translation and Interpreting, CAT Tools, Advanced Translation (pair 1), Interpreting (1).
Optional: Advanced Translation (pair 2), Interpreting (2), History and Theory of Translation, Translation Technologies, Subtitling/dubbing/audio description, Terminology, Simulated Translation Company, Digital publishing. Study a new language (French, German, Italian, Mandarin or Spanish), or post A-Level language (French, German, or Spanish).
Part Two of Translation and Interpreting – Two elements totalling 120 credits (60 ECTS), taken in either order:
1: A choice of individual project of 60 credits (30 ECTS) (can be done over the summer):
- Two Extended Translations with commentary;
- Dissertation (15,000-20,000 words);
- Internship (13 weeks full time, part time pro rata).
2: 60 further credits (30 ECTS) of Part 1 modules, or a second project.
Unique Part 2 alternative: METS year abroad. Students take 50 credits (25 ECTS) at two partner translation schools, with a 20 credit (10 ECTS) report for Swansea, leading to a double award: Swansea MA plus METS Diploma.

Translation Work Experience for MA Students
"After the internship that I completed through my European Master's in Translation with Language Technology [the original title of the extended MAPT] at a small translation company in Swansea, I took on a sales position with them. After three months as a sales executive, a project management role opened up in the company and I took it. As this role was in the certified translation department, I was able to build on the legal translation knowledge I had gained through my European Master's in TLT. My role involved completing some small translations in-house when time permitted and also reviewing the work of freelance translators and interns. I was also able to complete freelance translation work. After eighteen months, I moved to SDL to start an in-house translation role.
The MA programme gave me a solid basis from which to develop my translation career. I still refer back to notes I made during my degree, particularly from the advanced translation and language technology module. Breaking into the translation industry can be difficult but I feel that I had an advantage over graduates from other universities in that I had completed the translation work experience module, extended translation projects and an internship as part of my European Master's in TLT. Having a focus on CAT tools was useful as I was able to practice applying the skills I had learnt in the language technology module in different translation situations. My knowledge of CAT tools was valuable to the operations management team during my project management role and it is now vital for me as a translator at SDL International. I would recommend this course to anyone looking to enter the translation industry."
eGovernance and the digitalization of the public sector are most likely one of the most important reform trends for the future public sector. That’s why the public sector of the future needs experts who combine knowledge in public administration and public management on the one hand, and information systems and eGovernance on the other hand. The Erasmus Mundus Master of Science in Public Sector Innovation and eGovernance (PIONEER) is a new and unique programme delivering those experts.

A specific focus is placed on the use of case studies; the emphasis is placed on how new problems in the field of public administration and public policy can be solved through the use of (technological) innovations. Moreover, specific courses are built to help you increase your international experience and interdisciplinary expertise. Added value is created by giving attention to the practical challenges of professionals in policy, administrative and consultative functions.
The main objective of the PIONEER programme is to provide students with specialised competencies about public sector innovation and the role of ICT and technological evolutions in the innovation process. This is a joint master programme between 3 universities in Europe aimed at both addressing state-of-the art expertise in Public Administration, Information Systems and eGovernance and building bridges between these fields.
Each university will offer courses with a total workload of 30 ECTS. Students start in the first semester at the KU Leuven with courses on Public Administration and Management, a general introduction in the use of information systems in the public sector and an introduction into eGovernance practices.
In the second semester students will move to the University of Münster where they gain insights into the use of ICT in relevant business processes, ICT projects, new approaches of service delivery and the possibilities of ICT for governance purposes.
In the third semester, students move to Tallinn University of Technology to gain in-depth knowledge on the potential benefits, risks, factors of failure/success of eGovernance, the role of eGovernance towards society and trends in public sector innovation. By this semester students will have received enough expertise on Public Administration and Information Systems to reflect from both fields, in an integrated way, on eGovernance and the use of ICT for public sector innovation.
In the fourth semester the students will concentrate on their master thesis (30 ECTS). The master thesis can have two tracks: students can choose to do an internship in a professional organization being an integral part of their master thesis, or they can conduct research at a research institute. All courses are obligatory.
