That’s why the public sector of the future needs experts who combine knowledge in public administration and public management on the one hand, and information systems and eGovernance on the other hand. The Erasmus Mundus Master of Science in Public Sector Innovation and eGovernance (PIONEER) is a new and unique programme delivering those experts.

What is the Master of Public Sector Innovation and eGovernance all about?

Experience our excellent research-based education in an international student group, providing you all the opportunities for a rich learning experience. A specific focus is placed on the use of case studies; the emphasis is placed on how new problems in the field of public administration and public policy can be solved through the use of (technological) innovations. Moreover, specific courses are built to help you increase your international experience and interdisciplinary expertise. Added value is created by giving attention to the practical challenges of professionals in policy, administrative and consultative functions.

PIONEER is:

  1. new Erasmus Mundus programme, subsidized by the Education, Audiovisual and Culture Executive Agency of the European Commission;
  2. An interdisciplinary programme combining the expertise of the fields of Public Administration, Public Management, Information Systems and eGovernance;
  3. An international initial Master of 120 ECTS, organized jointly by the University of Leuven, the University of Münster and the Tallinn University of Technology. The programme will allow you to study in at least three different countries, starting in Leuven for the 1st semester, continuing in Münster for the 2nd semester and in Tallinn for the 3rd semester. You will dedicate the final semester to your Master Thesis and can decide – according to your desired field of specialization – where to write it.

Structure

The main objective of the PIONEER programme is to provide students with specialised competencies about public sector innovation and the role of ICT and technological evolutions in the innovation process. This is a joint master programme between 3 universities in Europe aimed at both addressing state-of-the art expertise in Public Administration, Information Systems and eGovernance and building bridges between these fields.

Each university will offer courses with a total workload of 30 ECTS. Students start in the first semester at the KU Leuven with courses on Public Administration and Management, a general introduction in the use of information systems in the public sector and an introduction into eGovernance practices.

In the second semester students will move to the University of Münster where they gain insights into the use of ICT in relevant business processes, ICT projects, new approaches of service delivery and the possibilities of ICT for governance purposes.

In the third semester, students move to Tallinn University of Technology to gain in-depth knowledge on the potential benefits, risks, factors of failure/success of eGovernance, the role of eGovernance towards society and trends in public sector innovation. By this semester students will have received enough expertise on Public Administration and Information Systems to reflect from both fields, in an integrated way, on eGovernance and the use of ICT for public sector innovation.

In the fourth semester the students will concentrate on their master thesis (30 ECTS). The master thesis can have two tracks: students can choose to do an internship in a professional organization being an integral part of their master thesis, or they can conduct research at a research institute. All courses are obligatory.

The MSc in Public Policy and Management seeks to provide an interdisciplinary training and education that will enable policy-makers, economists, planners, managers and researchers to be fully conversant with current issues of public policy and management, in an international development setting. In doing so the programme will provide participants with the conceptual and analytical tools needed to understand and critically review issues relevant to public policy and public sector reform. While the programme was conceived primarily for those already working in the public sector environment, it has evolved into a highly successful multidisciplinary programme that is appropriate to modern professionals, from a wide variety of backgrounds, who have an interest in issues of public policy.

Aims

By the end of the programme students will:
-Have an understanding of the different conceptual and theoretical perspectives applied to public policy and management, and public sector reform
-Have an understanding of the principles and practices underlying the implementation of public policy processes, and have acquired knowledge of `real world' examples of public policy/sector reform from leading experts
-Have an understanding of the role and importance of institutions for public policy and management
-Have developed skills in initial analysis of development economics, public policy, management and development studies, and in communicating their analysis in the form of clearly written and readable documents
-Have a good command of current theory, policy and practice in relation to some of the following specialist areas; public policy process and methods; public sector economics; development and economic policy; privatisation and public enterprise reform; public sector accounting and organisational change

Teaching and learning

Part-time students complete the full-time programme over 24 months. There are NO evening or weekend course units available on the part-time programme, therefore if you are considering taking a programme on a part-time basis, you should discuss the requirements with the Programme Director first and seek approval from your employer to have the relevant time off. Timetabling information is normally available from late August from the Programme Administrator and you will have the opportunity to discuss course unit choices during induction week with the Programme Director.

Coursework and assessment

The taught elements of the programme, carrying 120 credits overall is continuously assessed by a variety of methods (project based reports, essays), involving largely individual submissions, but also elements of group work.

Participants must also complete a 12,000-15,000 word dissertation on a topic of their choice approved by the Programme Directors. Students are encouraged to base their dissertations on topics of direct professional concern to themselves.

Career opportunities

The course is intended primarily for those with experience of the public sector and those involved in public policy formulation and implementation. The nature of the course also ensures that graduates are well equipped to pursue careers in the public sector or in public policy and development as researchers, advisers or consultants.

The Global Development Institute (GDI) has a large and diverse postgraduate population, including a large number of students from outside the UK (85% of our students are drawn from outside the UK, particularly from Africa, Asia and Western Europe, but also reaching out to Latin America, the Middle East, North America and the Pacific). Is this the right programme for me? 

To embark on the MEPP programme, you should have a solid background in and knowledge of the institutional developments and political processes in your home country, as well as those at the international and/or European level. In addition, you should show a genuine interest in comparative analysis and in the European integration process. We expect you to be open to diversity in the European context and to have excellent communicative skills in view of group work and academic writing of publications and reports.

The programme aims at developing students with the following profile:

  • As a comparativist, you will have the cognitive capacities and analytical skills to make a comparative study of public sector structures, policymaking and administration within Europe at the sub-state, state and EU level.
  • As a researcher, you will be able to analyse problems, specific to the public sector, with respect to its social and political context. Throughout the programme you will acquire the necessary skills for PhD research in political science and public administration.
  • As a Political/Policy Analyst, you will be able to independently analyse, evaluate and formulate suggestions on the basis of results of scientific research and theoretical insight on policy problems and developments. You will be trained as present-day or future practitioners in political, administrative or consultative functions in the public sector in Europe.

This intensive, one-year MEPP experience is an ideal beginning to a career in European policy. Our graduates go on to pursue any number of interesting careers. These units will provide you with a comprehensive study of core management constructs and the impact they have on decision-making in public sector organisations. Work placement

This programme offers an opportunity to undertake a work-based placement (approximately 8-10 weeks) with a policy organisation. Students undertaking a work placement are required to produce a professional analytical report, based on their placement, which explores an existing public policy problem faced by a real-life public or non-profit sector organisation and your recommendations for a strategy to address it.

Such places are not guaranteed and are dependent on a students overall academic performance as well as the availability of suitable placements. Students not undertaking a work placement will complete an analytical report in which they will be expected to engage with a policy problem, collecting data, and presenting policy recommendations.

Political decisions are increasingly made in complex multi-governance systems. Transnational institutions such as the UN, the EU, the World Bank and the IMF have grown in importance. Policy problems are seldom the remit of a single government, but often involve several layers of government (local, regional, national, transnational) and several types of actors (governments, non-profit organisations, businesses). Moreover, recent reforms in many countries have led to the fragmentation of the public sector.

This fragmentation of the public sector comes at a time when governments face a particularly difficult set of problems. Economic and financial crises threaten the sustainability of what we used to take for granted. Social and demographic changes, such as population ageing, have made existing social policies and public programmes controversial. New technologies have radically changed the risks that we face and how we perceive them. These developments have implications for the training and skills of those who wish to work in the public sector and NGO sector.

- Components
The Master’s specialisation in Comparative Politics, Administration and Society is designed to address these issues and impart the skills necessary for a young professional in contemporary public administration. The one-year programme consists of two components:

An advanced general course that refines the analytical skills necessary for an international and comparative orientation.
Courses that specifically address the issue of the interaction between different levels of administration: international, national, and regional. The courses focus on, for instance, the barriers to and facilitators of reform, Europeanisation and compliance with EU directives, how various countries deal with problems concerning the social welfare state, and the challenges governments face in the 21st century. Teaching

During the MSc Health and Public Service Management course you will be taught through a combination of lectures and seminars. Leaders from the public sector are regularly invited to deliver guest lectures on topics embedded within the course, so you will benefit from their wealth of experience.

Full-time study involves completing the six taught modules and a dissertation over one full academic year. You will have 12 class contact hours over two days each week – Wednesdays and Thursday between 2-8pm.

For part-time students, the taught component is delivered over two academic years, with a commitment of around six hours on one day each week. You can expect to complete the course over three academic years, but the flexible modular structure allows you to progress at your own pace and combine study with work and/or personal commitments. During the first year of the MSc you will study on Wednesdays between 2-8pm. On your second year you will study on Thursday’s between 2-8pm.

Assessment

Our Employability Service will support you in developing your skills, finding a job, interview techniques, work experience or an internship, and will help you assess what you need to do to get the job you want at the end of your course. LSBU offers a comprehensive Employability Service, with a range of initiatives to complement your studies, including:

• Direct engagement from employers who come in to interview and talk to students
• Job Shop and on-campus recruitment agencies to help your job search
