Upon successful completion of the program, a graduate will:

• Describe the machinery of government in Canada, including the roles and responsibilities of executives, legislatures and the judiciary, as well as the relationships between all levels of government.
• Define ethics and values which are key to public administration and explain how they apply at all levels of public administration.
• Explore and compare public administration practices found in industrialized countries, especially member states of the European Union and the United States.

Work Placement

You will gain on-the-job work experience with an eight-week (minimum) work placement within the public sector. With faculty support, you will find placements with an appropriate organization. The foundation for the work placement is established over the winter semester.

The 3.2 million people in the public sector account for almost 20 per cent of all employment. Our accredited Management MSc programme will prepare you for a wide range of careers in management. The Management (Public Services) MSc focuses on developing your understanding of the unique management challenges and political drivers within public services and not-for-profit organisations.

Public services often represent the largest body of employers. Together with non-profit organisations, they employ more than 20% of the workforce in many countries, and that figure is growing every year.

On this course, case studies, live client projects, company visits and the option of paid work experience help prepare you for management by putting the latest academic thinking and business strategies into practice. You will learn about the major functions of management and their integration.

All students on our Management MSc programme complete the same core modules covering the major functions of management until the end of term two, at which point you will be able to tailor the course to your individual strengths and career aspirations through option modules, the option of an additional semester to study abroad, a specialism in one of five areas or a continuation of a more generalist route with our Management MSc.

Course structure

An innovative alternative to a MBA, this one-year, full-time course is designed for graduates of any subject with or without work experience. Case studies, live client projects, company visits and the option of paid work experience help prepare you for management by putting the latest academic thinking and business strategies into practice.

Teaching takes place over three terms, from late September to early June, with breaks after assessments in mid-December to early January and late March to mid-April.

Class attendance averages 14 to 18 hours a week, plus time for group work and independent study, with variations as you progress through the course. There are some special intensive workshops on topics such as leadership, management and research, and a one-week tutor-led international study visit to companies in another European country.

Your final project will take place over the summer after teaching finishes. Your optional work-experience based final project may continue for up to one-year past the end of teaching.

Accreditations

Accredited by the Chartered Management Institute (CMI), this course progresses you towards Chartered Manager status – the highest level that can be achieved in the management profession.

International management and leadership are at the heart of this course. You will work in small, multinational teams to develop international capabilities and build your global network.

Your tutor-led study visit to a European partner organisation will give you an international perspective to your study. Previous students have visited and heard from leaders at Xerox, Mercedes Benz, Carrefour and the European Parliament.

Comparative and international in focus, our programme is suitable both for career professionals and for recent social science graduates. It is built around core modules and options, and collaborative internships are also available to selected students. The core modules, some of which are taught with the MA Public Policy, are: Organisation and Management of the Public Services; Economics of the Public Services; The Policy Process; and Research Methods (quantitative and qualitative). Optional modules relate to specific public service areas, including health and education but also include in-depth modules on Comparative Public Policy; Strategic Management in the Public Services; and People Management and Leadership in the Public Services. You may take options from more than one area. (Some optional modules are provided by other departments. Places on such non-departmental options may be capped.)

There is an emphasis on effective provision of public services (including their evaluation) and on the lessons of the 'new public management'; by comparison, the MA Public Policy emphasises the analysis and understanding of the political process.

Seminars are central to our course and focus on current research and policy implementation. They involve senior policymakers and practitioners including individuals actively involved with current UK government policymaking. There is an active alumni network which organises events during the year, including seminars for current students.

Students are employed in a variety of public sector management and policy-oriented positions and there is an active alumni network. Examples of past student's current occupations include: working in the policy and analysis section of a large London embassy; health service management positions with responsibility for multi-million pound budgets; policy adviser to the chairman of a major transport organisation; senior analyst in the ministry of industry and trade of a developing country; member of a national legislature; policy development for a large NGO; running a policy website. Students have usually progressed to higher level management positions and overseas students typically return home to new fast-track governmental and public service positions which build on their expertise.

They must also be able to offer confident leadership in formulating and implementing appropriate strategies to address them. For more than 40 years the Institute of Local Government Studies has been providing a range of programmes to meet these needs.

Participants choose either the core Public Management Programme or specialist streams in Public Management (Local Policy and Leadership) or Public Management (Health and Social Care).

Pay-as-you-go

Participants may opt for a pay-as-you-go approach rather than apply for a whole programme. Providing you complete the requisite number of core modules, you can develop your programme as you progress through your study – adding flexibility of study with your ability to pay. All requisite modules must be completed within six years.

You can build up a programme by taking the appropriate number of credits for each type of programme: Postgraduate Certificate (60 credits); Postgraduate Diploma (120 credits) or Masters Degree (180 credits).

If you have already completed individual modules as an 'occasional student', these can be counted towards further study.

Taught by experts from our Centre for Research and Innovation Management, you will also complete an advanced study project in innovation management to prepare you for a management role.

On this course, case studies, live client projects, company visits and the option of paid work experience help prepare you for management by putting the latest academic thinking and business strategies into practice. You will learn about the major functions of management and their integration.

All students on our Management MSc programme complete the same core modules covering the major functions of management until the end of term two, at which point you will be able to tailor the course to your individual strengths and career aspirations through option modules, the option of an additional semester to study abroad, a specialism in one of five areas or a continuation of a more generalist route with our Management MSc.

Course structure

An innovative alternative to a MBA, this one-year, full-time course is designed for graduates of any subject with or without work experience. Case studies, live client projects, company visits and the option of paid work experience help prepare you for management by putting the latest academic thinking and business strategies into practice.

Teaching takes place over three terms, from late September to early June, with breaks after assessments in mid-December to early January and late March to mid-April.

Class attendance averages 14 to 18 hours a week, plus time for group work and independent study, with variations as you progress through the course. There are some special intensive workshops on topics such as leadership, management and research, and a one-week tutor-led international study visit to companies in another European country.

Your final project will take place over the summer after teaching finishes. Your optional work-experience based final project may continue for up to one-year past the end of teaching.

Accreditations

Accredited by the Chartered Management Institute (CMI), this course progresses you towards Chartered Manager status – the highest level that can be achieved in the management profession.

Completion of your final project takes place throughout the summer after teaching finishes. You submit your project in October and receive your MSc award in December.

International study visit

International management and leadership are at the heart of this course. You will work in small, multinational teams to develop international capabilities and build your global network.

Your tutor-led study visit to a European partner organisation will give you an international perspective to your study. Previous students have visited and heard from leaders at Xerox, Mercedes Benz, Carrefour and the European Parliament.

Teaching, learning and assessment

You will attend lectures and seminars, work in groups and carry out independent learning. You will be expected to participate in discussions, develop ideas and engage with experiential learning. Assessment methods will include management reports, essays, web-based discussions, reflections on practice and group work with presentations. A central part of the course experience is the regular involvement with industry, through specific visits, guest speakers and events all of which provide valuable insights into practice, contemporary trends and thinking. Class sizes are normally 10-30.

Teaching hours and attendance

Modules studied on campus require you to attend classes and carry out independent work. Attendance requirements at QMU will depend on which module you are studying and whether you are full or part-time. In most instances the taught elements of the full-time course occur on Tuesday, Wednesday (AM) and Thursday. Part-time students have the option to
select different modules each year.

Links with industry/professional bodies

QMU is an approved centre of the Chartered Management Institute (CMI), the only professional body in the UK dedicated to promoting the highest standards in management and leadership excellence. As an approved centre, we are working towards facilitating CMI professional qualifications within our postgraduate awards. The MSc involves a number of guest lecturers from industry and visits to industry across many sectors, for example Diageo, New Lanark Hertitage Centre, Nairn’s and Glenkinchie Distillery.

Semester one, compulsory modules
- ICT for Construction Projects
This module introduces managers to a wide range of tools and technologies appropriate for their role and projects. The module covers a range of topics including project information flows, e-business, database technologies, emerging technologies, building information modelling technologies, groupware and collaborative systems.

- Research and Communication
The aims of this module are to provide the student with an overview of sources of information in construction; to explain to students how to conduct a literature review and introduce students to the principal methods of investigation in construction research; and provide an opportunity for each student to develop professional and academic skills in oral and written communication.

- Principles of Design and Construction
This module teaches students the fundamental principles of managing a project during the design and construction phases. The module develops knowledge and understanding of the role and principles of the estimating, tendering and planning of construction projects and the importance of health and safety in relation to design and construction activities.

- Principles of Project Management
Students will gain an understanding of construction project management principles and theory. Specific areas covered include management responsibility for running construction projects; contemporary issues facing the construction industry; cultural complexity and the impact of behaviour and motivation on performance; and applying appropriate project management techniques for the different project phases.

- Postgraduate Research Project
The aim of this module is to provide the student with experience of the process and methodology of research by defining and studying (on an individual basis) a complex problem in a specialised area relating to Construction Management.

The aim of this module is to enable students to plan, develop and demonstrate progress against a suitable professional development framework, such that they become equipped with a range of transferable management and professional development skills.

- Design Management
This module introduces various Design Management techniques and approaches. These include process mapping techniques for design; ways to analyse and optimise the design process; and students will gain an understanding of the internal workings of a design office and their relationship with the construction team.

- Sustainability in the Built Environment
Students will gain an understanding of sustainability issues that relate to the built environment; ways in which these issues can be managed and effective communication of both strategic and technical information.

- Management of Construction Processes
This module introduces students to cutting edge contemporary management concepts and innovations; complexities of setting up and managing logistics on large construction sites; and essential project management techniques such as risk management.

- Federated 3D Building Information Modelling (BIM)
The creation, deployment and use of aggregated and integrated models are key goals of collaboration through BIM. This module aims to deliver hands-on practical skills on the use of BIM technologies (i.e. design software and collaboration tools) for real-time co-creation and data sharing of federated/aggregated 3D BIM models. The concept of shared situational awareness within design teams/processes will be explored.

- Strategic Management in Construction
The aim of this module is to introduce students to the fundamental concepts of strategic management and the tools for formulating and implementing strategies within the construction sector. The application of strategic management tools to develop appropriate change strategies will be explored and fundamental skills in communication, negotiation and leadership will be developed.

- People and Teams
Students will gain a knowledge and understanding of the key fundamental management principles and theory (such as motivation, teamwork, leadership, task management) and how they can be applied to managing people within the context of the construction project environment. This module aims to develop students understanding of procurement methods, different forms of contract and contract practice. Students will gain a sound understanding of macro, meso and micro economics and types, sources and management of finance relating to construction organisations and projects. Business, ethics and society investigates and activates the role of business as ethical and social leaders. The specialisation equips students with an understanding of the theoretical foundations and practical issues of internal and external ethical and societal forces that businesses face, respond to and activate. Business, ethics and society especially develops students' critical engagement and leadership capabilities to manage diversity, inclusiveness, and work and life. These capacities are developed within a strong context of ethics and corporate responsibility, and the domestic and international environments in that organisations operate. The specialisation prepares students for active managerial roles within organisations in the private, public and not-for-profit sectors.

Commercialisation

Commercialisation is the process or cycle of introducing a new product or production method into the market. The commercialisation process or cycle can be applied in many different contexts, including: art, design, and architecture; arts and humanities; business and economics; education; engineering; information technology; law; medicine, nursing and health sciences; pharmacy and pharmaceutical sciences; and science and technology. The specialisation provides a comprehensive business-focused setting to help students develop the necessary business and entrepreneurial acumen and commercialisation knowledge to succeed. Commercialisation especially develops students' new venture finance, patenting, innovation, and wealth pathways skills and knowledge. The specialisation prepares students, particularly facilitated by the commercialisation project, for commercialisation and entrepreneurial roles within organisations in the private, public and not-for-profit sectors.

Information technology

The information technology discipline allows students to build upon the core program with six units dealing with current practices and emerging strategies for the application of information technology in business management. Students are introduced to management of the creation, storage, recall and dissemination of business records within organisation-wide frameworks and they will gain a high-level of understanding of the processes of project management. Units are taught by the Faculty of Information Technology.

Law and responsible business

The fortunes of a business can quickly turn around if it does not pay proper attention to the laws that regulate its organisation and activities. The law provides the framework for all aspects of business from the internal management of business organisations to their relationships with clients, consumers and the public. The units in this specialisation provide students with an understanding of the legal framework within which business operates and the fundamental laws that regulate business activities and transactions, with particular emphasis on how legal and social responsibility considerations should impact business decision-making.

Managing human capital

Managing human capital is the recognition of people as valuable contributors, and the systems and operations for investing in people to enhance their contributions. The specialisation equips students with an understanding of the theoretical foundations and practical issues of managing and developing people within an international context. The management of risk is an evolving discipline that builds on current knowledge in a diverse range of activities. Competency in project management has become a key part of the skills-set of every construction professional and executive, with many construction project managers functioning in a strategic and co-ordinating role in the delivery of the client’s physical development and investment programme.

Society continues to value and shape the built environment resulting in both public and private investment in construction assets and the successful completion of construction projects. As these projects become more socially and technically complex in a changing world dominated by a concern for sustainability, there has been a growing challenge to develop existing and new skills and expertise in construction project management. This challenge is not only national but global as the need for construction project management skills continues to grow internationally. Indeed, our student cohorts reflect this global challenge with students from across multiple continents.

We have been running programmes in MSc Construction Project Management for nearly 20 years. This arose from the need to extend the managerial remit to those activities that fall outside the construction phase to include areas such as financing, design and hand-over. This module introduces managers to a wide range of tools and technologies appropriate for their role and projects. The module covers a range of topics including project information flows, e-business, database technologies, emerging technologies, building information modelling technologies, groupware and collaborative systems.

- Research and Communication
The aims of this module are to provide the student with an overview of sources of information in construction; to explain to students how to conduct a literature review and introduce students to the principal methods of investigation in construction research; and provide an opportunity for each student to develop professional and academic skills in oral and written communication.

- Principles of Design and Construction
This module teaches students the fundamental principles of managing a project during the design and construction phases. Course structure

An innovative alternative to a MBA, this one-year, full-time course is designed for graduates of any subject with or without work experience. Case studies, live client projects, company visits and the option of paid work experience help prepare you for management by putting the latest academic thinking and business strategies into practice.

Teaching takes place over three terms, from late September to early June, with breaks after assessments in mid-December to early January and late March to mid-April.

Class attendance averages 14 to 18 hours a week, plus time for group work and independent study, with variations as you progress through the course. There are some special intensive workshops on topics such as leadership, management and research, and a one-week tutor-led international study visit to companies in another European country.

Your final project will take place over the summer after teaching finishes. Your optional work-experience based final project may continue for up to one-year past the end of teaching.

Completion of your final project takes place throughout the summer after teaching finishes. You submit your project in October and receive your MSc award in December.

Your tutor-led study visit to a European partner organisation will give you an international perspective to your study. Previous students have visited and heard from leaders at Xerox, Mercedes Benz, Carrefour and the European Parliament.

This degree will prepare you for various careers in international management, consultancy and some areas of functional management. The school also has an industrial placements office that can offer you help in seeking work experience. Those who succeed in obtaining a work placement or internship may undertake a work placement report as the basis of their final project.
