City’s MSc in Health Policy gives you the knowledge and tools you need to understand, analyse and influence the health policy process, and to operate within an increasingly complex policy environment.

You will analyse the social, political and economic factors that affect policy at a local, national and international level. You will explore how and where policy is made, and who the key players are; and learn how to present your ideas clearly and persuasively to a range of influential stakeholders to bring about change.

Placements

You have the opportunity to do a placement, but it is not a formal requirement of the course. We encourage you to create your own. One recent student worked within the refugee camp in Calais alongside the NGO Doctors of the World as part of her dissertation research on refugee access to health care.

Work Placement

You will gain on-the-job work experience with an eight-week (minimum) work placement within the public sector. With faculty support, you will find placements with an appropriate organization. The foundation for the work placement is established over the winter semester.

Your Career

The federal government is the largest single employer in Canada. The provincial governments are a close second, and municipal governments employ hundreds of thousands across the country. The 3.2 million people in the public sector account for almost 20 per cent of all employment. The MSc Health Policy will develop your understanding of, and critical engagement with, key challenges in health policy. Both state and non-state actors grapple with how best to promote the health of communities and populations, including the most effective strategies for preventing disease, ensuring efficient and high quality health care, and reducing health inequalities.

These challenges extend beyond the traditional domain of the health sector, requiring engagement with economic and social policy and a range of non-state actors including third sector organisations, commercial interests and international agencies.

The MSc in Health Policy is designed for individuals interested in a wide range of health-related roles including government and international agencies, health advocacy, health administration and health care delivery, consultancies, advisory roles, the commercial sector, and health-related research. Within the programme there is scope for you to specialise in either health systems or health inequalities, or to follow a broad policy stream.

The Health Systems stream is ideal for those seeking to work in health care policy, planning or management, in either the public or private sectors. It will expose you to different models of health care financing, purchasing and delivery, equipping them to engage with key contemporary challenges and debates including how to achieve sustainable health care financing, the role of the state in health care, the appropriate mix of public and private provision, and how best to achieve the goals of equity, efficiency and quality in health care delivery.

The Health Inequalities stream is ideal for those seeking to engage with health disparities both between and within countries, particularly those relating to inequities in social structures and power. In this stream you will explore evidence and policy responses to health inequalities across a range of axes, including class/socioeconomic position, ethnicity/race and gender, and will consider how health and its determinants are shaped by a range of influences including social and economic policy, commercial power and political conflict. This stream is particularly suited to those interested in working in policy, advocacy and research settings with a focus on health equity.

You may also elect to follow a broad policy stream within the MSc Health Policy, rather than specialising in health systems or health inequalities. This stream equips you with an understanding of how health policy fits within broader approaches to social and economic policy, and is particularly suitable for individuals wanting to work in public policy, advocacy or research.

Our students come from countries at all levels of economic development and from a wide range of disciplinary backgrounds, with many using the MSc as an investment to develop their careers or move into a more policy-focused role. While the programme has a strong policy focus, it also includes an academic orientation so is good preparation for further research at PhD level.

The MSc programme is situated within the Global Public Health Unit, which is located in University’s School of Social and Political Science rather than a medical school. This reflects our programme’s reach across traditional boundaries, linking policy analysis, public health, social policy, economics, sociology, medicine and epidemiology. The MSc programme offers innovative research-led teaching that draws on academic expertise from all these disciplines, while also benefitting from close links with the Centre for Population Health Sciences in the University's medical college.

The course’s variety of teaching and learning styles is reflected in the variety of assessment tools employed throughout the course. Within the general principle of mixed mode formative and summative assessment, we use a diversity of assessment instruments: a range of written assignments, such as essays, reports, portfolios, individual or group classroom presentations, and the dissertation.

The MPA dissertation is a 60 credit project that allows students to pursue individual research on a topic of their choice, within the public administration and public policy fields.

Detailed verbal and written feedback is given on all assessments, and significant tutorial support is given during the dissertation, including bespoke dissertation workshops.

Modular structure

The course consists of five taught modules, a work experience placement in a UK public service organisation (two days a week over 15 weeks), and a triple-module dissertation (which may be completed in your home country).

The network of employers that offer work placements for our students include: the London Boroughs of Hackney, Harrow, Havering, Islington, Redbridge, Tower Hamlets, Westminster; government bodies such as the Department of Work and Pensions, and voluntary sector organisations such as Thames Reach, amongst others. The London Met MPA operated two international franchises in Russia, in conjunction with the Higher School of Economics in Moscow and the Urals Academy of Public Administration in Ekaterinburg. London Met MPA staff are regularly invited to contribute to programmes abroad.

Additionally the International Summer School in Public Administration, delivered by core MPA staff, has run since 2003, attracting students of politics, management and public administration.

Moving to one campus

Between 2016 and 2020 we're investing £125 million in the London Metropolitan University campus, moving all of our activity to our current Holloway campus in Islington, north London. This will mean the teaching location of some courses will change over time.

Whether you will be affected will depend on the duration of your course, when you start and your mode of study. The earliest moves affecting new students will be in September 2017. This may mean you begin your course at one location, but over the duration of the course you are relocated to one of our other campuses. Our intention is that no full-time student will change campus more than once during a course of typical duration.

All students will benefit from our move to one campus, which will allow us to develop state-of-the-art facilities, flexible teaching areas and stunning social spaces.

You will gain a thorough grounding in the major areas of public health and also have the opportunity to specialise in your area of interest. As a graduate, you may work in a number of fields, including health administration, health protection and health promotion. Credit for previous study

Applications for credit for recognised learning (CRL) are assessed on an individual basis.

Applicants who have completed the Graduate Certificate in Public Health or Postgraduate Diploma in Public Health or equivalent may apply for CRL.

Applicants with at least two years’ post-bachelor work experience may apply for up to one semester (100 credits) of CRL.

WHY A MASTER’S IN HEALTH SERVICES ADMINISTRATION AT IUP?

The role of a health services administrator includes the specialized application of employment relations knowledge, the improvement of individual and public health, and the enhancement of health delivery systems. This program provides students with an effective balance of coursework in health services, employee relations, and research methodology that will enable them to excel in this role.

A one-of-a-kind program; our program is not a health policy nor a health care administration program, but rather it offers a unique combination of health policy, health care administration, and employment relations all in a single program.

Flexible delivery—our courses are offered part-time, weekday evenings, and online to accommodate working professionals.

GAIN ACADEMIC EXPERTISE FROM TWO DEPARTMENTS

The Master of Science in Health Services Administration degree consists of 36 credits. The Department of Nursing and Allied Health Professions will offer 18 credits and the Department of Employment and Labor Relations will offer 15.

Students choose one three-credit elective from IUP courses that are appropriate for their needs and interests and meet the program objectives. Courses offered by the Employment and Labor Relations, Sociology, and Psychology departments might be of particular interest to students for this elective.

Students that anticipate continuing their education in a doctoral program could choose to complete a thesis instead of an elective course. The thesis would require six credit hours, bringing their degree total to 39 credits.

Health Care Management Course Structure

Lectures are interactive with students encouraged to contribute their own experience of working in health care and related settings. In addition to lectures course modules include workshops, group discussions, team exercises and student led presentations.

Full-time students will study for 13 months, attending taught modules from October to Easter (part one). Part two is undertaken through the completion of a dissertation which must be submitted by 30th September of the same year.

Part-time students will study the part one modules one day a week over two years (Typically in year one students attend October to Easter on Tuesdays and in year two October to December on Thursdays. Year two January to Easter is modular and the day of attendance will depend on the module selected.), Dissertations must be submitted by 30th September of the third year.

The MSc Health Care Management comprises two parts.

Part one is taught through five compulsory modules and a choice of two optional modules.

Part two requires completion of a dissertation - This independent directed module can only be taken on successful completion of all of the taught modules.
