This programme provides students with a conceptual understanding of the core principles of public financial management, and with the development of capabilities and skills to apply theoretical and domain knowledge to problems encountered in the financial management of public sector organisations. It is aimed at students who wish to pursue a rigorous, scientifically based course of study in the theories underpinning how public finances are managed; how public managers make sound financial decisions; what kind of techniques and tools are used in the financial management of public sector organisations; and how the financial management of public sector organisations is reported to the public.

Graduates will have a solid understanding of public financial management that should place them in a good position to pursue a career, or advance their career, in the civil service, local government, NGOs, and super-national organisations.

Structure

The MSc Public Financial Management has three components:

1. Five core courses to the value of 2.5 units
2. An elective course to the value of 0.5 unit
3. Dissertation of 10,000 words on an approved topic (1 unit)

The 10,000-word dissertation is worth 25% of your final mark. During term 2 you will submit your dissertation proposal and select an academic supervisor. Over the ensuing months you should meet with your supervisor at least three times before the end of term 3 for guidance. The bulk of your dissertation will be written over the summer to meet the mid-September deadline.

Not all elective courses are offered every year; please check your preferences with the Programme Convenor.

- Part-time Study

Part-time students are required to complete three of the core courses during their first year, then two core and one elective courses plus the dissertation during the second year.

Employment

Building on the distance learning version of the programme, the Department of Financial and Management Studies (DeFiMS) maintains close links with employers in both the United Kingdom and abroad. We expect that many of our graduates will be employed as civil servants in central government administrations, governmental agencies, local governments, NGOs, super-national organisations, and consulting firms.

Faculty of Law and Social Sciences (L&SS)

Welcome to the Faculty of Law and Social Sciences at SOAS. The faculty is the largest in the School in terms of student and staff numbers and consists of the departments of Development Studies, Economics, Financial and Management Studies, Politics and International Studies and the School of Law, as well as the Asia-Pacific Centre for Social Sciences, the Centre for Gender Studies, the Centre for International Studies and Diplomacy, the Centre of Taiwan Studies and a number of department-specific centres. All five departments offer undergraduate programmes, and all but Finance and International Management offer joint undergraduate degrees which can be combined with other disciplines from across the School. Course objectives

Public relations courses at the University of Stirling are designed for students from a variety of degree backgrounds to develop the appropriate intellectual skills at Master's level for a management-level career in Public Relations, Communication Management, Corporate Affairs or Public Affairs. The course helps students develop a critical appreciation of the role of public relations in society and to develop key analytical and professional skills.

Our approach is founded on the following principles:
- Public relations contributes to the effectiveness of organisations by improving organisational relationships and facilitating public conversations and debate.
- Public relations has a remit for corporate social responsibility through its issues management function and responsibility for reputation, which necessarily means that it has to help organisations change to meet new agendas of sustainability.
- Teaching strategic public relations can facilitate better public understanding of the occupation, and thus mitigate contemporary cultural stereotypes and prejudice (much fostered by journalists who have an interest in purveying negative images), as well as diffusing core concepts that can benefit Scotland’s private and public sector enterprises: small, medium and large. Improved understanding of this organisational function can aid government and NGOs in political and policy communications.
- In understanding public relations practitioners as being, in some aspects, ‘discourse workers’ it becomes easier to see that the functional role has the potential to contribute to a more enlightened and better-informed society.

Public relations takes place at points of change and moments of transformation in complex contemporary societies. Typically, public relations activity clusters around (i) public policy formation (ii) organisational change and development (iii) public issues such as the environment (iv) major global shifts such as conflict, unstable international environments, globalisation, natural disasters or human disasters such as war or global financial collapse.
Bearing all this in mind, public relations education is necessarily embedded in the contemporary issues of the day in a very wide range of environments (political, economic, technological, socio-cultural, regulatory/legal) and contexts (sports, health, religion, tourism, development, regeneration).
Our courses are regularly restructured to improve their effectiveness and efficiency in meeting both academic and professional requirements. Work Placement

You will gain on-the-job work experience with an eight-week (minimum) work placement within the public sector. With faculty support, you will find placements with an appropriate organization. The foundation for the work placement is established over the winter semester.

Dissertation

In order to graduate with an MSc Accounting and Financial Management, a dissertation needs to be completed. The dissertation is worth 60 credits and therefore represents approximately 600 hours of study. The pass mark is 50%.

Teaching & Assessment

The Course Director is responsible for running the programme and will provide the main source of support for students. The modules will be taught by delivery of lectures supplemented by tutorial classes, and where appropriate by workshops.

Within Keele Management School, our postgraduate courses include both core and optional modules, so the students can tailor the content of his/her course to more closely fit his/her interests and aspirations.

Taught modules are usually assessed by a combination of unseen two hour examination and coursework which may include essays, assignments, mini projects and tests. During the summer guidance is provided on the choice of dissertation topics and each student will be assigned a supervisor who will guide the student through to completion.

Additional Costs

Our objective is to develop your accounting and financial management skills and provide you with the global capabilities required for business success.

New Venture Creation: This module examines the advantages and disadvantages of the various routes to business start-up, including new venture creation, or establishing a business based on your own expertise, experience and ideas; buying an established business; purchasing a franchise; and succession through a family firm, an increasingly common way of becoming involved in entrepreneurial activity.

Islamic Finance: This module provides an insight into topical issues relating to Islamic financial instruments and related risk management issues. The first part of the module examines issues relating to financial contracting, instruments and various intermediation issues. Financial Analysis: This module analyses the techniques that are used to evaluate a company’s financial position and performance. Finance for Managers: This module is designed for those who aim to achieve a basic understanding of financial management and control, and who require an understanding of finance in order to manage an organisation effectively. Financial planning and control are central themes, as well as the appraisal techniques of investment projects.

New Venture Creation: This module examines the advantages and disadvantages of the various routes to business start-up, including new venture creation, or establishing a business based on your own expertise, experience and ideas; buying an established business; purchasing a franchise; and succession through a family firm, an increasingly common way of becoming involved in entrepreneurial activity.

European Business: This module examines the opportunities and constraints faced by businesses that operate on a pan-European basis. Emphasis is placed on the multi-dimensional characteristics of an economic and social space that is subject to a unique system of supra-national governance.

Public Sector Management: This module identifies the distinctive characteristics of the public sector in a competitive market-driven environment. Islamic Finance: This module provides an insight into topical issues relating to Islamic financial instruments and related risk management issues. The first part of the module examines issues relating to financial contracting, instruments and various intermediation issues. The second part focuses on the role of the capital market in providing Islamic financing, and highlights financial engineering and risk management features of this type of business.

Financial Modelling: This module develops a combined theoretical and practical approach to mathematical modelling for specialists in finance. The module emphasises numerical methods and other analytic approaches to financial modelling.

Financial Institutions Strategic Management: This module examines the main theoretical and practical issues concerning banking business. You will develop a critical awareness of the theory of the banking firm, the motives for international banking, and regulatory and structural issues impacting on bank behaviour.

Financial Crises and Bank Regulation: This module examines why banks and financial markets are inherently vulnerable to crises, and analyses the role of policy makers and institutions. The roles of monetary policy, bank supervision and regulation, corporate governance and ratings agencies in mitigating or exacerbating crises are considered.

Islamic Banking*: This module provides an insight into the key features of Islamic banking business.
