This programme provides students with a conceptual understanding of the core principles of public financial management, and with the development of capabilities and skills to apply theoretical and domain knowledge to problems encountered in the financial management of public sector organisations. It is aimed at students who wish to pursue a rigorous, scientifically based course of study in the theories underpinning how public finances are managed; how public managers make sound financial decisions; what kind of techniques and tools are used in the financial management of public sector organisations; and how the financial management of public sector organisations is reported to the public.

Graduates will have a solid understanding of public financial management that should place them in a good position to pursue a career, or advance their career, in the civil service, local government, NGOs, and super-national organisations.

Structure

The MSc Public Financial Management has three components:

1. Five core courses to the value of 2.5 units
2. An elective course to the value of 0.5 unit
3. Dissertation of 10,000 words on an approved topic (1 unit)

The 10,000-word dissertation is worth 25% of your final mark. During term 2 you will submit your dissertation proposal and select an academic supervisor. Over the ensuing months you should meet with your supervisor at least three times before the end of term 3 for guidance. The bulk of your dissertation will be written over the summer to meet the mid-September deadline.

Not all elective courses are offered every year; please check your preferences with the Programme Convenor.

Faculty of Law and Social Sciences (L&SS)

Welcome to the Faculty of Law and Social Sciences at SOAS. The faculty is the largest in the School in terms of student and staff numbers and consists of the departments of Development Studies, Economics, Financial and Management Studies, Politics and International Studies and the School of Law, as well as the Asia-Pacific Centre for Social Sciences, the Centre for Gender Studies, the Centre for International Studies and Diplomacy, the Centre of Taiwan Studies and a number of department-specific centres. All five departments offer undergraduate programmes, and all but Finance and International Management offer joint undergraduate degrees which can be combined with other disciplines from across the School. This programme will provide you with skills and knowledge in the field of public finance. It ranges across all applications, whether in budgeting, revenue policy, financial reporting and audit, compliance or where financial matters take a central position in policy, such as in public-private partnerships or fiscal decentralisation.

Teaching & Learning

The MSc is made up of eight modules. Each module is studied in eight-week sessions. You can only take one module at a time, but each module is typically available in at least two of the year's study sessions. This gives you the flexibility to plan how you study during the year, enabling you to fit your study in with your professional, family and personal commitments.

You will be individually assigned an online academic tutor for the duration of each module with whom you can discuss academic queries at regular intervals during the study session. You will also have a named administrator providing you with help and advice throughout your studies.

Before the start of each module you have enrolled on, you will be sent a package containing all of the study materials that you need to complete the module – the core text, textbooks, a collection of key articles, and any module related software. 

To make your experience as a distance learning student more complete and rewarding, we provide access to the Virtual Learning Environment, which is a web-accessed learning environment. Via the VLE, you can communicate with your assigned academic tutor, administrators and other students on the module using discussion forums. The VLE also provides access to the module Study Guide and assignments, as well as a selection of electronic journals available on the University of London Online Library.

For each module, you will sit a three-hour examination, held on a specified date in September/October, and complete two assignments during the module study session. Assignments are submitted and feedback given online. Examinations and assignments are weighted 70:30.

This degree is suitable for people working in central Financial Ministries, or in financial management roles in line Ministries, sub-national governments or financial scrutiny functions in Parliaments or Supreme Audit Institutions. The Advanced Engineering Management Programme (AEMP) is delivered jointly by Birmingham Business School (BBS) and the College of Engineering and Physical Sciences (EPS), combining the expertise and strengths of both schools to offer a high quality, distinctive and flexible course.

The programme introduces students to core management concepts in semester one before selecting one of four specialist pathways in semester two. Students also have the opportunity to choose a mixed pathway route, tailoring the course to their requirements.

The Construction Management pathway provides advanced training to graduates to develop their construction management skills enabling them to play leading roles in a professional capacity in both the civil engineering and building industries. The skills gained will provide them with ability to respond to changing requirements of the construction industry in both the UK and overseas. The programme includes lectures, tutorials, workshops, industrial seminars, site visits and individual projects.

Course details

This programme addresses management in the construction industry in its widest sense. The purpose is to provide advanced training to graduates aspiring to higher or middle management positions in the civil engineering and building industries. It addresses the working of those organisations, as well as disciplines and techniques of practical use in the management and implementation of all stages of construction and civil engineering projects. This opens up a wide range of career opportunities, as many of the techniques are applicable both within and outside the construction industry. 

The programme includes lectures, tutorials, workshops, industrial seminars, site visits and an individual project.

Semester one modules are taken by all students to develop a firm base of general knowledge and techniques for further specialised management study. Delivered by leading academics in Birmingham Business School (BBS), the management content is research led, drawing on the expertise and reputation of BBS to help deliver a high quality experience for students. Topics include strategy, innovation, marketing, organisational behaviour and financial management. 

Semester two sees students move into a pathway of their choice, where the key management concepts tackled in the first semester will be complemented by the exploration of practical management applications by academics from the School of Engineering, drawing upon its wealth of research experience and industrial links. 

This new structure will allow us to present the core principles in semester one and then to demonstrate their application in semester two before you progress into the summer and the opportunity to investigate and develop a contemporary Engineering Management topic via a 60 credit research project.

Study part-time

The Advanced Engineering Management Programmes can be studied on a part-time basis over the duration of up to five years. Modules will be studied over a two-week period, therefore you can undertake one module per term or complete more if you would like to finish the course sooner. Module dates and times are yet to be confirmed, but if you have any queries about studying part-time you can contact .

Learning and teachment

Construction Management provides a ground in the main disciplines and techniques and to develop personal skills of practical use in the management and implementation of construction and civil engineering projects.

The programme addresses the management of technical (engineering) techniques, the development of personal, interpersonal and project management skills, and provides a fundamental understanding of the social, economic, resource management and legal frameworks within which the construction project takes place. Generally, The purpose of the course is to prepare the student to make an effective contribution to the project management of the whole enterprise and environment in which she/he will work.

The content of the programme takes into account the dominant position of the engineer at every stage in the development of a civil engineering project. Since the engineer is normally chosen to fill a position with responsibility for technical, financial and contractual decisions and for the overall management and administration of a project, the programme is directed to satisfying these needs.

The home of Birmingham Business School is University House, conveniently situated on the edge of the main campus opposite the main gate of the University. Public relations courses at the University of Stirling are designed for students from a variety of degree backgrounds to develop the appropriate intellectual skills at Master's level for a management-level career in Public Relations, Communication Management, Corporate Affairs or Public Affairs. Public relations takes place at points of change and moments of transformation in complex contemporary societies. Dissertation

In order to graduate with an MSc Accounting and Financial Management, a dissertation or an Applied Company Research (ACR) project needs to be completed. Both the dissertation and the ACR project are worth 60 credits. The pass mark is 50%.

Teaching & Assessment

The Course Director is responsible for running the programme and will provide the main source of support for students. The modules will be taught by delivery of lectures supplemented by tutorial classes, and where appropriate by workshops.

Within Keele Management School, our postgraduate courses include both core and optional modules, so students can tailor the content of the programme to more closely fit individual interests and aspirations.

Taught modules are usually assessed by a combination of unseen two hour examination and coursework which may include essays, assignments, presentations, mini projects and tests. During the summer students can either choose to undertake a dissertation or an ACR project.

Additional Costs

These courses have 24 hours of structured class time, which are broken up into three separate days of six hours each. There are also six hours of structured class work, which may be delivered face-to-face or online.

Intensive format

These courses have a minimum of 24 hours' class time. They are delivered over four consecutive days, or two blocks of two consecutive days with about six weeks in between. Attendance is required on all course days.

Weekly format

Weekly courses take place during the standard university trimester periods. These courses are held weekly in the evening.

If you are studying fulltime you can expect a workload of 40–45 hours a week for much of the year. Part-time students doing two courses per trimester will need to do around 20–25 hours of work a week. Make sure you take this into account if you are working full-time.

What you will study

Learning and assessment

Teaching involves a combination of formal lectures, group discussions, seminars and directed reading.

The programme integrates applied and theoretical knowledge with assessment processes that test both knowledge of the disciplines plus their application and limitations.

Each module represents approximately 100 hours' study time of which typically 24 hours is contact time with the module tutor(s) and the remaining 76 hours is made up of pre-reading, directed reading, preparatory work and assessment.

Methods of assessment are varied and linked to learning requirements. They may include open and closed book examination, essays, coursework assignments and case studies.

Facilities

The Bradford Trading Room enables our students to gain experience in real life financial and economic markets using software such as Bloomberg Professional.

Bloomberg Professional is an industry standard market information software package that is used by a majority of organisations engaged in finance, banking and macroeconomic analysis. It offers a feature rich environment with a wide range of data classes, giving access to data used in decision making in areas such as macroeconomic policy making and central banking, portfolio management, equities, insurance, and risk analysis.

Career prospects

On completion of this qualification, you may go on to work in an economics, finance policy or management capacity in government, the private sector, in development agencies (e.g. regional or national development banks) or in the third sector in a capacity relating to economics and finance (e.g. microfinance or enterprise support and development).

Study abroad

As part of our exchange agreement with Toulouse Business School (France), students have the opportunity to study a module in ‘Financial Risk Management in European Banking’ in Toulouse each year.

This is a very popular option, allowing participants to broaden their knowledge and experience a different business culture.

Teaching and Assessment

Teaching and learning methods typically comprise weekly lecture/workshops with the use of PowerPoint slides and other audio-visual teaching aids. The virtual learning environment provides access to the module guides, teaching and learning materials, and other resources. There will be opportunities for active-learning and formative feedback.
The dissertation is a self-directed activity guided by a supervisor. Assessment is based on the project report. Most of the accounting modules are assessed solely by examination, as this is a requirement for potential exemption from the professional examinations. Other modules are assessed by coursework and examination.
