Humber’s Public Administration graduate certificate program is the first of its kind in Canada and provides all of the knowledge, skills and experience graduates need to become successful public service employees. Designed and taught by public administration professionals, this program is your key to succeeding quickly in a public sector job. You will receive advanced training in communications, policy analysis, project management, information technology, public finance, governance, leadership and human resources management. Experienced faculty, most of whom currently work in the public sector, will guide you through the core of the curriculum, with guest speakers addressing specific topical issues. As well, Humber is a proud member of the Canadian Association of Programs in Public Administration. The practical, skills-based curriculum provides the foundation for long-term career success by exposing you to the primary public administration activities and by providing networking opportunities with civil servants from across the public sector.

Course detail

Upon successful completion of the program, a graduate will:

• Describe the machinery of government in Canada, including the roles and responsibilities of executives, legislatures and the judiciary, as well as the relationships between all levels of government.
• Define ethics and values which are key to public administration and explain how they apply at all levels of public administration.
• Explore and compare public administration practices found in industrialized countries, especially member states of the European Union and the United States.
• Discuss current issues affecting Canadian public administration and examine how those issues are managed from a public management perspective.
• Discuss key elements of strategic planning processes and examine how these apply to public administration.
• Understand and relate to governments from two perspectives: as business entities with strategic plans, budgets, and core businesses; and as organizations composed of complex human behaviour.
• Explain key economic and finance concepts such as externalities, public and private goods, deficit financing, debt repayment, and fiscal federalism.

Work Placement

You will gain on-the-job work experience with an eight-week (minimum) work placement within the public sector. With faculty support, you will find placements with an appropriate organization. The foundation for the work placement is established over the winter semester.

Course objectives

Public relations courses at the University of Stirling are designed for students from a variety of degree backgrounds to develop the appropriate intellectual skills at Master's level for a management-level career in Public Relations, Communication Management, Corporate Affairs or Public Affairs. The course helps students develop a critical appreciation of the role of public relations in society and to develop key analytical and professional skills.

Our approach is founded on the following principles:
- Public relations contributes to the effectiveness of organisations by improving organisational relationships and facilitating public conversations and debate.
- Public relations has a remit for corporate social responsibility through its issues management function and responsibility for reputation, which necessarily means that it has to help organisations change to meet new agendas of sustainability.
- Teaching strategic public relations can facilitate better public understanding of the occupation, and thus mitigate contemporary cultural stereotypes and prejudice (much fostered by journalists who have an interest in purveying negative images), as well as diffusing core concepts that can benefit Scotland’s private and public sector enterprises: small, medium and large. Improved understanding of this organisational function can aid government and NGOs in political and policy communications.
- In understanding public relations practitioners as being, in some aspects, ‘discourse workers’ it becomes easier to see that the functional role has the potential to contribute to a more enlightened and better-informed society.

Public relations takes place at points of change and moments of transformation in complex contemporary societies. Typically, public relations activity clusters around (i) public policy formation (ii) organisational change and development (iii) public issues such as the environment (iv) major global shifts such as conflict, unstable international environments, globalisation, natural disasters or human disasters such as war or global financial collapse.
Bearing all this in mind, public relations education is necessarily embedded in the contemporary issues of the day in a very wide range of environments (political, economic, technological, socio-cultural, regulatory/legal) and contexts (sports, health, religion, tourism, development, regeneration).
Our courses are regularly restructured to improve their effectiveness and efficiency in meeting both academic and professional requirements. Modules relate to the Public Relations Education and Training Matrix developed with, and endorsed by, the Chartered Institute of Public Relations and the Public Relations Consultants Association.

The course’s variety of teaching and learning styles is reflected in the variety of assessment tools employed throughout the course. Within the general principle of mixed mode formative and summative assessment, we use a diversity of assessment instruments: a range of written assignments, such as essays, reports, portfolios, individual or group classroom presentations, and the dissertation.

The MPA dissertation is a 60 credit project that allows students to pursue individual research on a topic of their choice, within the public administration and public policy fields.

Detailed verbal and written feedback is given on all assessments, and significant tutorial support is given during the dissertation, including bespoke dissertation workshops.

Modular structure

The course consists of five taught modules, a work experience placement in a UK public service organisation (two days a week over 15 weeks), and a triple-module dissertation (which may be completed in your home country).

The London Met MPA operated two international franchises in Russia, in conjunction with the Higher School of Economics in Moscow and the Urals Academy of Public Administration in Ekaterinburg. London Met MPA staff are regularly invited to contribute to programmes abroad.

Additionally the International Summer School in Public Administration, delivered by core MPA staff, has run since 2003, attracting students of politics, management and public administration.

Moving to one campus

Between 2016 and 2020 we're investing £125 million in the London Metropolitan University campus, moving all of our activity to our current Holloway campus in Islington, north London. This will mean the teaching location of some courses will change over time.

Whether you will be affected will depend on the duration of your course, when you start and your mode of study. The earliest moves affecting new students will be in September 2017. This may mean you begin your course at one location, but over the duration of the course you are relocated to one of our other campuses. Our intention is that no full-time student will change campus more than once during a course of typical duration.

Our aim is to develop reflective public health practitioners capable of designing, implementing and evaluating community-focussed public health interventions – in Wales, the UK and internationally.

In this programme we will challenge your preconceptions and practice, developing your knowledge, skills and competences, helping you develop as a reflective public health practitioner. We place a strong emphasis on your own area of practice, and encourage you to base your studies on the issues and situations you face in your own field.

The course is designed as a Masters programme but it has exit points at both postgraduate certificate & diploma level. Reflective practice is integrated into the programme: we’ll encourage you to reflect upon your learning as you progress, culminating in an assessed reflective statement demonstrating the integration and development of your learning and practice through the course of your studies. The dissertation also incorporates a reflective practice element. The programme is available on a part-time and full-time basis; you can also apply to study individual modules on a CPD basis.

For the Postgraduate Certificate, you’ll complete the following modules:
- Assessing Health, Wellbeing & Inequity (20 cred​its): Assess, evaluate and communicate information about the health and wellbeing of populations & communities

- Health Risk Perception & Communication (10 credits): Appraise the sociocultural, emotional and psychological factors that influence responses to threats to population health and wellbeing

- Public Health Policy Development (10 credits): Evaluate the political, social and economic framework within which policies influencing health & wellbeing are developed

Learning & Teaching​

- ​Course Delivery
Attendance for taught modules is usually one evening per week (part time) or two evenings per week (full time). SHS7000 Applied Research Methods & Design is currently delivered as a blended learning module over four contact days, two days in the autumn term (October) and two further days in the spring term (February), supported by e-learning materials and activities. The APH7008 Health Protection module follows a similar approach, being taught via three 2-day short courses spread through the academic year (November, February, April), plus an assessment day in May.
During your dissertation studies, you will attend research project workshops and be allocated individual supervision time. These usually begin in March (of the 2nd year of study for part-time students).

- Learning & Teaching Activities
The teaching and learning strategy for the programme places a strong emphasis on application of theoretical frameworks to real problems and situations, and allows for substantial student input and discussion. During the programme you will engage with a variety of learning & teaching activities, including:

- Lectures
Lectures will be used to provide you with a framework of ideas and theory, into which you can fit material obtained from independent study and tutorials. Whilst lectures are seen as opportunities for imparting key information they are also intended to be interactive, and debate is encouraged.

- Seminars
These will provide you with the opportunity to discuss problems related to specific subjects. Group seminars will enable you to share experiences and discuss, analyse and evaluate possible solutions.

- Workshops
Tasks will be set requiring you to work together to develop problem solving strategies and to analyse issues.

- Student Symposia
Learning activities led by students will form part of the programme. You will be required to develop and present short papers and facilitate discussion relating to specific issues.

- Case Studies
These sessions will present a case for discussion based on previous events, and you’ll be expected to analyse the situation and suggest appropriate public health interventions in response. These studies will be aimed at improving your skills with respect to the analysis of problems and the synthesis and evaluation of solutions.
Preparation for such a case study may include the following:
- Presentation of available data and information about the case.
- Group discussions, tutorial and individual learning to enable you to identify the problem and synthesise possible solutions.
- Discussions and lectures with relevant professionals to understand the rationale behind the adoption of specific solutions.
- Debriefing by way of tutorials and seminars.

- Contact Time and Self-Directed Learning
The direct contact time between student and tutor varies from module to module. Generally, unless otherwise stated on the module guide, 10 credit modules will include up to 18 hours contact time and 20 credit modules will include up to 36 hours contact time. An exception to the above is APH7010 Frameworks for Public Health Intervention, which includes student-led group work supported by keynote lectures.

In addition to direct contact time you are generally expected to undertake a further 3-4 hours of self-directed learning for every 1 hour of contact time.

- Introduction to Academic Skills
Included within the introduction to the programme is an introduction to the academic skills needed to study at Masters level. This includes the provision of specific e-learning material, a formative assignment and access to a Personal Tutor.

- Moodle
You can access programme material both on and off campus via Moodle, the University’s virtual learning environment. This includes access to lecture presentations, recommended and required reading, group forums, e-portfolios and a range of other learning and teaching resources specific to the modules and programme.

- Personal Tutors & Professional Development
In addition to a general open door policy, we encourage you to meet with the Programme Director and tutors regularly throughout the programme to discuss feedback on assignments and the development of academic skills.
You’ll be an allocated a Personal Tutor at the beginning of the programme, who you can work with to develop your academic skills and consider how you can integrate your learning experiences with your own professional development needs and aspirations. Your aspirations for professional development will be discussed during the induction to the programme. Support and guidance will then be tailored throughout the programme to ensure that you are best able to fulfil your chosen professional development needs.

Assessment

To reflect the applied nature of study, the programme contains no unseen written examinations. Instead, teaching and assessment will focus on case studies, exercises & scenarios reflecting contemporary issues in public health practice, often located within your own professional experience and environment. Examples of assessment tasks include: reports, essays, briefings, oral presentations, group work, observed practice scenarios, online tests and posters.

Throughout the programme, the assessment tasks we set will encourage you to select specific topics of study that are relevant to your interests and practice. For example, in the Assessing Health, Wellbeing and Inequity module, you will be asked to assess and evaluate the health and wellbeing of a specified population (in general or focussed on a specific issue/range of issues). You’ll be free to select a population and issue of professional and/or personal interest to you.

The promotion, protection and improvement of public health are key objectives for the Welsh Government, UK Government and at an international level, as exemplified by the WHO Commission on the Social Determinants of Health.

Our programme is closely mapped to Levels 6 & 7 of the Public Health Skills & Knowledge Framework - the recognised competence framework for public health at all levels in the UK. The programme provides the underpinning knowledge to enable you to pursue UK Public Health Practitioner registration (which requires completion of an assessed portfolio through a recognised development scheme, such as that operated by Public Health Wales – see http://www.wales.nhs.uk/sitesplus/888/page/49062 for details). We are also working on a project with Public Health Wales to develop and pilot a scheme to enable recognition of Advanced Practice (Public Health), supported by work-based learning.

The MA in Public Policy is designed to provide a high level training in the study of public policy and policy making at international, national and sub-state levels.

Key Features of MA in Public Policy

The MA in Public Policy provides a solid grounding in the key theoretical approaches to the study of public policy, and seeks to develop the knowledge and skills of those wishing to engage in further academic study. At the same time, the Public Policy MA focuses on the necessary skills involved in working in a public policy landscape now increasingly characterised by change and interdependence. Consequently, it will also develop the knowledge and skills of those wishing to, or already, pursuing a career in public policy research, policy advice, lobbying, public sector management or journalism.

The full-time Public Policy course structure is split across the year with three modules taken in each academic semester (a total of six modules) and then a dissertation over the summer. Students study four compulsory modules and two optional modules. The dissertation is written on a specialist research topic of the student's choosing.

The Swansea programme in Public Policy is uniquely placed to offer students a comprehensive knowledge of public policy in multi-level and comparative settings, with staff well-versed in the theoretical, empirical and methodological understanding of public policy, with specialisms including European Union policy, multi-level governance, political economy, development studies and British and regional politics.

The Extended MA (EMA) in Public Policy is a 240-credit postgraduate qualification that is equivalent to 120 ECTS (European Credit Transfer System) and is thus a recognised Masters qualification throughout the European Union. The EMA is a standard UK MA plus an additional 60 credits (30 ECTS) and this additional coursework is undertaken in one semester at a partner institution overseas. The EMA is therefore not only an EU recognised postgraduate qualification it also adds a study abroad experience thus enhancing the qualification’s employability credentials.

The CIPR Public Affairs Diploma is designed for public relations or public affairs practitioners who want to develop relevant theoretical knowledge and to strengthen their practical skills in order to become more effective and better placed to take on more senior roles. The course focuses on the role communication expertise plays in public policy processes as they are approached in the context of strategic communications and reputation management that underpin the public affairs function. The qualification is firmly rooted in practice - with regular contributions from senior practitioners - as well as clear in its interdisciplinary theoretical basis. Public Affairs Diploma students receive 20 hours of face-to-face tuition between January and May, individual supervision for the research project (course assessment), as well as extensive online resources developed to support individual study.

Teaching, learning and assessment

Twenty hours of on campus teaching comprises a variety of approaches including lectures, workshops, group work and input from senior practitioners and QMU academics. Work is set and contact maintained between teaching blocks through online discussions. Students also receive supervision support with their assignment. CIPR Public Affairs Diploma students learn alongside and MSc Strategic Communications and Public Relations students ensuring that you benefit from sharing experiences and developing a network of colleagues. Assessment is through submission of a 6,000 word research project. Support is offered with research project preparation. Students on the course are eligible for student membership of the Chartered Institute of Public Relations (CIPR) and, on graduation, can upgrade their membership to full or associate status depending on professional experience.

Entry requirements:

You must have ONE of the following requirements:
- The CIPR Advanced Certificate in Public Relations;
- The CIPR Internal Communication Certificate plus one year'’s full-time employment in PR;
- A postgraduate professional qualification in a related discipline (eg CIM Diploma), plus one year’'s full-time employment (or equivalent part-time employment) in PR;
- A degree in business/marketing/management/communication studies, plus one year’'s full-time employment in PR;
- Any other UK degree plus two years full -time employment in PR;
- NCTJ Diploma plus either five years’ journalism experience or three years’ full -time employment in PR;
- Two years’ full-time employment in PR, and the CAM Advanced Diploma in Marketing Communication;
- LCCIEB 5 3rd Level subjects, including PR, Marketing, Advertising, Principles & Practice of Management, plus two
years’ experience in PR;
- Four years’ full-time employment in PR and five GCSE passes, one of which must be in English Language.

International: Those whose first language is not English must be able to demonstrate proficiency in the language - spoken and written - to an International Language Testing System (IELTS) band score of 6.5 or equivalent.

The master of arts programs in advertising and public relations are intended for those who wish to acquire advanced understanding of and skills in the development of highly effective persuasive communication. The programs focus on prevailing communication theories, current research findings, and advanced practical techniques. The faculty seeks to educate highly competent, focused students who will be recognized for their leadership qualities: the ability to discern issues both in the practice of their profession and in their role in society; the ability to develop and execute successful communication programs; and the ability to lead others effectively.

Two programs are offered: (1) a two-year thesis program with specialization in advertising or public relations (Plan I), and (2) a one-year professional program combining advertising and public relations (Plan II).

Degree Requirements

- Plan I, the Two-Year Research Program -

The two-year master's degree program is intended for students seeking a strong research emphasis in their study of advertising and public relations. The Plan I program focuses on important problems and questions, gathering evidence, and setting standards for inference. The program specifically prepares students in the areas of (a) mastering the body of scholarly knowledge of advertising and public relations, and (b) contributing to the advancement of knowledge in these fields through basic and applied research. Students may decide to continue their studies, pursuing doctorates in advertising or public relations. Students in the Plan I program specialize in either advertising or public relations, learn the concepts and methods involved in productive scholarship, and collaborate with faculty members in conducting research.

Plan I requirements. Plan I is normally a two-year program and requires (a) a minimum of 30 hours of approved graduate courses, (b) demonstration of proficiency in research skills, (c) passing of a comprehensive written examination, and (d) completion and successful defense of a master's thesis.
