The Master of Planning (MPlan) degree requires two years of full-time, or the equivalent in part-time, study and entails postgraduate coursework in planning and planning-related subjects, as well as a significant piece of supervised research. There are two streams: one involving a thesis, and the other a research project. The normal admission requirement for both streams is a completed Bachelor's degree in any subject(s) relevant to planning.

A candidate's academic programme is decided at enrolment, and the research topic is determined at the end of the first year of studies. The thesis or the research project must be submitted by the end of the final year of the programme.

The MPlan is a professional qualification, and graduates are employed in local, regional and national government agencies, health boards, industry and planning consultancies in New Zealand and overseas. Some proceed to doctoral studies in preparation for employment in a university or as consultants on policy and planning.

Structure of the Programme

The programme of study shall consist of either:
Seven prescribed papers in planning studies (PLAN 411, PLAN 412, PLAN 435, PLAN 438, PLAN 535, LAWS 515, and one of LAWS 521, LAWS 540, LAWS 577) with a value of 130 points, one planning-related paper worth 20 points, as approved by the Director of the Planning Programme, and a thesis (PLAN 5) with a value of 90 points.
OR
Seven prescribed papers in planning studies (as in (a)(i) above) with a value of 130 points, planning-related papers worth at least 60 points, as approved by the Director of the Planning Programme, and a planning research project (PLAN 590) with a value of 50 points.

-With the approval of the Director of the Planning Programme, one or more papers from relevant subject areas may be substituted for a prescribed paper in planning studies worth up to 20 points.
-A candidate shall, before commencing the investigation to be described in either the planning project or the thesis, secure the approval of the Director of the Planning Programme for the topic, the supervisor(s) and the proposed course of the investigation.
-A candidate shall submit the planning project by 1 October of the year in which the coursework is completed.
-A candidate shall submit the thesis by 1 November of the year following that in which the coursework is completed.
-A candidate may not present a planning project or a thesis which has previously been accepted for another degree.

The master of arts programs in advertising and public relations are intended for those who wish to acquire advanced understanding of and skills in the development of highly effective persuasive communication. The programs focus on prevailing communication theories, current research findings, and advanced practical techniques. The faculty seeks to educate highly competent, focused students who will be recognized for their leadership qualities: the ability to discern issues both in the practice of their profession and in their role in society; the ability to develop and execute successful communication programs; and the ability to lead others effectively.

Two programs are offered: (1) a two-year thesis program with specialization in advertising or public relations (Plan I), and (2) a one-year professional program combining advertising and public relations (Plan II).

Degree Requirements

- Plan I, the Two-Year Research Program -

The two-year master's degree program is intended for students seeking a strong research emphasis in their study of advertising and public relations. The Plan I program focuses on important problems and questions, gathering evidence, and setting standards for inference. The program specifically prepares students in the areas of (a) mastering the body of scholarly knowledge of advertising and public relations, and (b) contributing to the advancement of knowledge in these fields through basic and applied research. Students may decide to continue their studies, pursuing doctorates in advertising or public relations. Students in the Plan I program specialize in either advertising or public relations, learn the concepts and methods involved in productive scholarship, and collaborate with faculty members in conducting research.

Plan I requirements. Plan I is normally a two-year program and requires (a) a minimum of 30 hours of approved graduate courses, (b) demonstration of proficiency in research skills, (c) passing of a comprehensive written examination, and (d) completion and successful defense of a master's thesis. Students admitted to the program with little or no previous coursework in advertising or public relations may be required to take one or more undergraduate courses in the department to supplement their graduate studies.

Plan II, the One-Year Professional Program

The professional program is an intensive, professionally oriented, one-year program that combines advertising and public relations. Recognizing the increasingly close links between the advertising and public relations professions, the Plan II program provides advanced preparation in both disciplines. The program provides intensive training to meet specific objectives. Graduates will be prepared to:

- develop a thorough understanding of the institutions and processes involved in advertising and public relations, through a combined program of study

- use research both to generate communication strategies and to evaluate the success of communication programs

- write idea-driven persuasive communication

- plan, implement, and evaluate media plans for advertising and public relations programs and campaigns

The Plan II program is for recent college graduates who see the advantages of having advanced skills in advertising and public relations. The students will recognize that preparation in the liberal arts, business administration, or communication has provided them with important knowledge but has not sufficiently prepared them in the communication concepts and skills needed to be a leader.

Speaking and writing skills are emphasized in all courses, with frequent papers and presentations. One course each semester emphasizes writing skills involved in the advertising and public relations professions.

Plan II requirements. The one-year Plan II program requires (a) completion of a specific 33-hour program of graduate courses, (b) demonstration of proficiency in research skills, (c) passing of a comprehensive written examination, and (d) completion of a master's project in the course APR 598 Communication Workshop. Students admitted to the program will receive a list of critical readings and will be expected to become familiar with these materials before beginning the program. The program starts with a series of orientation sessions aimed at evaluating each student's grasp of the critical readings and ability to proceed with the program without further background study.

APR 522. Media Planning: Three hours. Development of media objectives, strategies, and budgets and implementation of media plans for advertising and public relations. Each student prepares and presents a media plan.

APR 550. Communication Research Methods: Three hours. A survey of qualitative and quantitative methods in communication research.

APR 551. Seminar in Communication Theory*: Three hours. A study of the development of selected theories of communication as they pertain to interpersonal, public, and mass communication.

APR 570. Contemporary Advertising and Public Relations: Three hours. An advanced survey of the academic and professional literature underlying the contemporary practice of advertising and public relations.

APR 572. Persuasive Communication: Three hours. The practice of creating, writing, editing, and producing persuasive communication for advertising and public relations. Writing skills are exercised extensively in this course.

APR 582. Advertising and Public Relations Management: Three hours. Problems and decision-making processes involved in the management of advertising and public relations programs and organizations.

APR 583. Research Applications in Advertising and Public Relations: Three hours. Prerequisite: MC 550. Application of research methods and procedures for problem solving and impact assessment in advertising and public relations programs.

APR 590. Visual Communication: Three hours. The practice of developing ideas and creative strategies for professional evaluations about design and its application. Each student prepares a portfolio.

APR 592. Integrated Communication Project. A message-oriented course. Students conceptualize and execute integrated communication programs. Topics vary.

APR 596. Independent Study or Research: One to three hours. Prerequisite: consent of the academic adviser and instructor.

597. Communication Campaign Workshop I: Three hours. Research to develop an advertising and public relations campaign for a specific organization. This is the preparation stage for the major case study prepared by the student in APR 598.

598. Communication Campaign Workshop II (Master’s Project): Three hours. Development and presentation of a complete advertising and public relations plan and proposal for the specific organization studied in APR 597. Integration of theory, concepts, and techniques in a complete communication program.

599. Thesis Research: Three hours. Prerequisite: consent of the academic adviser.

Texas A&M at Qatar offers two graduate degrees in chemical engineering: the Master of Science (M.S.), thesis option only, and Master of Engineering (M.Eng.). The M.S. degree program includes a significant research component in addition to graduate course work.

Some research areas available within the program include liquefied natural gas safety, water and environmental management, desalination, gas-to-liquid conversion, applied catalysis, design and simulation of chemical reactors, energy efficiency, process integration and optimization, oil and gas processing, nonlinear modeling, and process dynamics and control. Modern equipment and computational tools are available in numerous laboratories to perform research in these and other areas.

The Master of Science curriculum is designed to develop new understanding through research and creativity.

Degree Plan

The student’s advisory committee, in consultation with the student, will develop the proposed degree plan. The degree plan must be completed and filed with the Office of Graduate and Professional Studies prior to the deadline imposed by the student’s college and no later than 90  days prior to the date of the final oral examination or thesis defense.

A student should submit the degree plan using the online Document Processing Submission System located at ogsdpss.tamu.edu.

A student submitting a proposed degree plan for a Master of Science degree at Texas A&M at Qatar should designate on the official degree plan form the program option “thesis option.”

Additional course work may be added to the approved degree plan by petition if it is deemed necessary by the advisory committee to correct deficiencies in the student’s academic preparation. No changes can be made to the degree plan once the student’s
Request for Final Examination or Request for Final Examination Exemption is approved by the Office of Graduate and Professional Studies.

Credit Requirement

A minimum of 32 semester credit hours of approved courses and research is required for the Master of Science degree.
Ordinarily, the student will devote the major portion of his or her time to work in one or two closely related fields. Other work will be in supporting fields of interest.

Foreign Languages

No specific language requirement exists for the Master of Science degree.

Thesis Proposal

For the thesis option Master of Science degree, the student must prepare a thesis proposal for approval by the advisory committee and the program chair. This proposal must be submitted to the Office of Graduate and Professional Studies at least 20 working days
prior to the submission of the request for the final examination.

- Test Pilot School -

Students that seek credit for Test Pilot School completed through the United States Air Force may send official transcripts from the TPS to the UA Graduate School for transfer credit. The student must receive a grade of at least a B in TPS for the credit to be transferable. Additionally, the transfer of credit from TPS is subject to the restrictions placed on the transfer of credit by the Graduate School and the AEM Department. A maximum of six hours can be transferred. - Transfer Credit -

With approval of the UA Graduate School, a maximum of 12 hours of graduate credit for coursework completed at another institution may be applied toward the 30 credit hour coursework requirement for the MSAEM Plan II degree. The maximum of 12 hours of graduate transfer credit includes the six hours of credit transferred from TPS, if applicable.

All credit toward the MSAEM degree, including transfer credit, must have been earned during the six years (18 fall, spring, and summer semesters) immediately preceding the date on which the MSAEM degree is to be awarded. Students who have earned post-baccalaureate course credit are encouraged to explore transfer credit opportunities. A student holding a Bachelor of Science degree in engineering or a qualified senior during the last semester may apply for admission to graduate studies to work toward the non-thesis degree of Master of Engineering, majoring in his or her particular field of engineering.
The work in the major field will include one or two written reports (not necessarily involving results of research conducted by the candidate).

Degree Plan

The student’s graduate advisor, in consultation with the student, will develop the proposed degree plan. The degree plan must be completed and filed with the Office of Graduate and Professional Studies prior to the deadline imposed by the student’s college, and no later than 90 days prior to the date of the final oral examination. No exceptions are allowed.

This proposed degree plan should be submitted through the online Document Processing Submission System located at ogsdpss.tamu.edu.

Additional course work may be added to the approved degree plan by petition if it is deemed necessary by the graduate advisor to correct deficiencies in the student’s academic preparation. No further changes can be made to the degree plan once the student’s Request for Final Examination or Request for Exemption from Final Examination is approved.

Credit Requirement

A minimum of 30 semester credit hours of approved courses is required for the Master of Engineering degree.

Foreign Languages

No specific language requirement exists for the Master of Engineering degree.

Internship

The final examination is not to be administered until all other requirements for the degree, including any internship, have been substantially completed.

Time Limit

All degree requirements must be completed within a period of seven consecutive years for the degree to be granted. A course will be considered valid until seven years after the end of the semester in which it is taken. Graduate credit for course work that is more than seven calendar years old at the time of the final examination (oral or written) may not be used to satisfy degree requirements.

Plan I (Thesis Option)

The Plan I master’s degree requires a minimum of 30 credit hours — 24 hours of coursework and 6 hours of thesis research (CH 699).

Four lecture courses (12 credit hours) are required for this degree option. At least two of these courses must be in the student’s major area, and at least one must be outside the major area.

In addition to formal coursework, students will generally register for 10 hours of advanced research technique courses in their major area. Students will also take at least 6 hours of thesis research (CH 699).

Students will present a research seminar in their second year prior to the oral defense of their thesis. Students will register for the seminar course (CH 586) in the semester that they give their seminar.

Each student will meet with their thesis committee in the first semester of their third semester (September of the second year for students starting in the fall semester) to present an initial research review (IRR). In the IRR, the student will describe the progress made on the thesis project to his or her committee. The student will also discuss the work remaining to complete the thesis research.

Upon completing their research, the student will prepare a thesis according to the UA Graduate School’s guidelines. The thesis should be distributed to the thesis committee two weeks prior to the oral defense.

The student’s research advisor and thesis committee will read the thesis and meet to hear an oral defense of the thesis. The oral defense will serve as the comprehensive exam for the MS degree.

Plan II (Coursework Option)

The Plan II option requires a minimum of 30 credit hours of coursework.

Six lecture courses (18 hours) are required. Four of these courses will be in the student’s major, and two will be outside the major area of study.

The remaining 12 hours of the program will be made up of the seminar course (CH 586) and research techniques courses in the student’s major area.

Each student in this program will present a seminar on a literature topic not related to his or her research during their second year in the program. This seminar will serve as the comprehensive exam for the Plan II master’s degree.

Students completing a terminal Plan II master’s must have either completed the IRR research review, or hold a short final defense with their graduate committee. The student will complete a short written document and discuss their research with their committee.

Admission Requirements

Applicants for admission to the M.A. program must submit scores from the Graduate Record Examination general test. Additional information is in the “Academic Policies” section of this catalog.

Degree Requirements

Plans I and II. M.A. students may follow either Plan I, requiring 30 semester hours of coursework, a written comprehensive examination, a thesis, and an oral examination in defense of the thesis; or Plan II, requiring 36 hours of coursework and a written comprehensive examination.

Course requirements. Under either plan, students must take courses in three of five fields, including a core seminar in each. The available fields are American politics, comparative politics, international relations, public policy and administration, and political theory. Plan I students take 9 hours in the major field and 6 in each of two minor fields; Plan II students take 12 hours in the major field and 6 in each of two minor fields. The core seminars are PSC 610 Core Seminar in American Politics, PSC 631 Seminar in Comparative Politics, PSC 642 Concepts and Theories of International Relations, PSC 651 Political Theory Seminar, and PSC 565 Survey of Public Administration.

All students must complete PSC 521 Research Design and PSC 522 Quantitative Methods in Political Science I (or approved substitutes).

Comprehensive examination. The written comprehensive examination will cover the student’s major field and will require integration of material across courses in the field.

Thesis. After passing the written examination, a student following Plan I should prepare a thesis prospectus, which should describe the substance and methods of the thesis research, outline the thesis itself, and provide a preliminary bibliography. Once the prospectus has been approved, the chairperson will formally appoint a committee of three faculty members to supervise the thesis. The student must submit four copies of the completed thesis and must take a final oral examination to defend it and show competence in the field in which it lies. Except in unusual circumstances, the final oral examination must be taken during the fall or spring semester and before final course examinations begin. After the examination, the student must deposit two copies of the approved thesis with the Graduate School and two copies with the department.

The French and Spanish options also allow for an applied linguistics track (thesis or nonthesis). Regardless of the option or track, all new graduate teaching assistants must enroll for the Practicum in Applied Linguistics (either FR 512 or SP 502).

Nonthesis track of the master of arts in Romance languages (Plan II). The nonthesis track for the French, Spanish, and Romance languages options incorporates 30 hours of coursework (or 36 hours of coursework for the applied linguistics version). Included in all nonthesis tracks of the master of arts in Romance languages is a core of five courses in the five areas listed below (approximately 50 percent of the major). Thesis track of the master of arts in Romance languages (Plan I). A description of the typical configuration for the various thesis tracks of the master of arts in Romance languages follows.

* Spanish Option, standard version with thesis (Plan I). Curriculum requirements: 24 hours of coursework and a thesis. The curriculum centers on Peninsular and Spanish-American literature. Requirements include success on comprehensive written and oral examinations before granting of the degree. The written examination is based on the coursework. The oral examination is based on the coursework and on a pre-established reading list.

* Spanish Option, applied linguistics track with thesis (Plan I). Curriculum requirements: 30 hours of coursework and a thesis. In addition to the thesis, the applied linguistics track involves three components: language, linguistics, and applied linguistics. The language component consists of 15 hours of course credit in Spanish language, literature, and culture (a minimum of 6 hours must be in Peninsular literature and 6 hours in Spanish-American literature). The linguistics component is comprised of a 3-hour descriptive linguistics course (SP 556). The applied linguistics component consists of 12 hours of coursework in second language acquisition and pedagogy (SP 502, EN 613, and two of the following: SP 581, EN 610, EN 612, CIE 577, or other approved courses; for descriptions of courses bearing the EN prefix, see the Department of English section of this catalog; for a description of CIE 577, see "Curriculum and Instruction Course Descriptions" in the College of Education section). Requirements include success on comprehensive written and oral examinations before granting of the degree. All examinations are based on the coursework.

* Romance Languages Option, with thesis (Plan I). Curriculum requirements: 24-30 hours of coursework and a thesis. The curriculum requires study of French and Spanish, one as the major and one as the minor. The major includes a minimum of 18 hours. The minor includes a minimum of 12 hours. More than the minimum is recommended for both the major and the minor. Graduate courses in Italian studies are also available (see the RL prefix in course listings below). Requirements include success on comprehensive written and oral examinations before granting of the degree. All exams are based on the coursework.

Master of Public Administration

Admission Requirements

The M.P.A. is a professional degree program designed primarily for those who plan a career in federal, state, or local government. Applicants for admission to the M.P.A. program must submit scores from the Graduate Record Examination general test. Scores from the Miller Analogies Test may be submitted as supplementary information, but not as a substitute for the GRE. Additional information is in the “Academic Policies” section of this catalog.

Degree Requirements

Plans I and II. M.P.A. students may follow either Plan I, requiring 30 hours of coursework, a written comprehensive examination, a thesis, and an oral examination in defense of the thesis; or Plan II, requiring 36 hours of coursework and a written comprehensive examination. Students following Plan II may receive up to 6 hours of credit for an internship, and students following Plan I may receive up to 3 hours.

Course requirements. M.P.A. students must complete at least three of the following four courses: PSC 565Survey of Public Administration, PSC 662 Organization Theory, PSC 667 Public Budgeting, and PSC 562 Public Personnel Administration. Including the preceding, at least 18 hours must be taken from the courses listed under “Public Policy and Administration.” Student must also complete PSC 522 Quantitative Methods in Political Science I.

The professional studies program is specifically designed to enable students to create an individualized plan of graduate study tailored to their personal and professional goals. This degree offers students the opportunity to draw on more than 50 graduate programs in order to gain the advanced knowledge and skills necessary to respond successfully to new and emerging career opportunities. The professional studies degree can be completed on campus or online.

For example, students interested in integrating sustainability into their career as a facilities manager might combine courses from the sustainability and facility manangement programs. Educators may be interested in combining courses from the school psychology and secondary education of students who are deaf or hard of hearing programs to improve their knowledge of special learning populations and the social issues students face in today's educational environments. Communication professionals interested in employment in government offices might choose concentrations in communication and media technologies and public policy to enhance their knowledge of media relations, public relations, government operations, and policy formation. There are a wide range of concentrations that can be created based on each student's professional career aspirations.

The degree also includes a capstone project. This applied, hands-on project is directly related to the student’s individualized plan of study.

Plan of study

The program requires the completion of 33 credit hours and can be completed through full or part-time study. Students begin their studies with Contexts and Trends (PROF-705), the program’s foundation course. Throughout this course students explore their personal career objectives and research RIT’s portfolio of graduate programs to identify courses that best match their professional and personal goals.

Students create two or three concentrations that make up their required course work for the degree program. Each concentration is a selection of courses drawn from existing RIT graduate programs and can range from 9 to 15 credit hours. Graduate credits earned in other programs may be used in completing a concentration, upon approval.

Credit hours not required to fulfill a concentration area may be used for electives. All elective and transferred graduate courses need to be integrated into the proposed plan of study. With certain concentrations, the degree may be completed entirely through online learning.

Required courses

Context and Trends (PROF-705)

This course introduces students to interdisciplinary thinking, personal self-assessment, problem solving, goal setting, and research techniques using electronic information resources. Students work toward selecting concentrations and finalizing a plan of study for their graduate program.

The Capstone Project (PROF-775)

This course is a supervised, hands-on experience in which students apply the skills and knowledge developed through their individualized plans of study, concluding with oral and written presentations. Before students can engage in theri capstoe porject, they must first complete the Capstone Proposal Seminar course (PROF-770).

International Students

International applicants whose native language is not English must submit scores from the Test of English as a Foreign Language. Minimum scores of 550 (paper-based) or 79 (Internet-based) are required. Scores from the International English Language Testing System (IELTS) are accepted in place of the TOEFL exam. Minimum acceptable scores will vary; however, the absolute minimum score for an unconditional acceptance is 6.5. The TOEFL requirement is waived for native speakers of English or for those submitting educational transcripts and diplomas from American colleges and universities.
