The MPA degree prepares students to be effective leaders, managers, and analysts in a wide range of public and nonprofit agencies and is universally recognized by prospective public and nonprofit employers.

Why the UTC MPA degree?

The UTC MPA program offers several strengths:

  • Our courses focus on equipping students with the knowledge and skills that they will need in their careers. This certainly includes learning important theories about different aspects of public administration because these theories are important tools for making sense of the complex tasks faced by public administrators. We are mindful, though, that we are not a “pre-Ph.D.” program. While students interested in pursuing doctorates are well prepared for that path, our primary purpose is preparing students for skillful public service.
  • All of our faculty are qualified both academically and through diverse professional experience as public administration practitioners. None of our courses are taught by graduate students.
  • The Chattanooga region is a great classroom. The area is known for innovations in local government management, a robust nonprofit sector, and creative collaboration among the region’s government, nonprofit, and for-profit sectors. (And Chattanooga is a great place to live, too!)
  • Our MPA students have the opportunity to prepare and test for the Certified Municipal Finance Officer exam, which opens up many opportunities for students interested in local government management.
  • We offer a predictable schedule that meets the needs of students who work traditional 8-5 jobs and enables all of our students to chart a clear path to program completion, whether in two years for our full-time students or longer for our part-time students. Review of completion rates for the 2012 fall semester cohort shows that 38% of students completed the program in two academic years, and 69% graduated within three academic years.
  • Our classes are quite small, generally ranging from 8 to 15 students, giving students access to their professors and cultivating a rich, interactive, supportive learning community.
  • The UTC MPA program is the only NASPAA-accredited program in east Tennessee, providing assurance that the program has met rigorous, globally recognized standards for quality.

Where do our graduates work?

The post-graduate experiences of our alumni demonstrate the wide applicability of the MPA degree. Graduates of UTC’s Master of Public Administration program find careers in a variety of settings, ranging from leadership positions in nonprofit agencies, to city and county management, to health care and insurance organizations, to local and regional planning. Some serve in higher education administration while others go on to doctoral studies and careers in academia. Some have built careers serving with the federal government or in the private sector. 

MPA Curriculum

Class scheduling

The MPA curriculum is delivered through traditional classroom courses, online courses, and hybrid courses (half online, half in classroom). Classes are scheduled to meet the needs of students working during the day. Traditional classroom courses meet once per week, 5:30 – 8:00 p.m., on Mondays, Tuesdays, Wednesdays, or Thursdays; hybrid courses meet on these evenings, but every other week.

Courses are scheduled on a predictable rotation so that full-time students (usually three courses per semester, fall and spring) can complete the degree in two academic years. Part-time students usually complete the program within three or four years.

MPA courses and optional concentrations

MPA students complete eight core courses and four elective courses. Students without previous management experience in a public agency or nonprofit organization also complete a 300-hour internship.

The eight core courses (and their modes of delivery) are:

  • Public Administration Foundations (classroom)
  • Organizational Theory and Administrative Behavior (hybrid)
  • Public Administration Research and Analysis (classroom)
  • Program Planning and Evaluation (hybrid)
  • Budgeting and Finance in Public Agencies (classroom)
  • Human Resources Management in Public Agencies (hybrid)
  • Public Policy (classroom)
  • Applications in Public Administration, our capstone course (hybrid)

Students choose how to make the most of their four elective courses from three options. Students may use the elective courses toward one of two optional concentrations: 

(1) Local Government Management concentration

(2) Nonprofit Management concentration

Or, (3) students pursuing the generalist MPA degree select elective courses to meet their professional development goals in consultation with the MPA program coordinator. In addition to the MPA courses, these elective courses may include options from other UTC graduate programs with permission of their program coordinators.

Accreditation

The UTC MPA program is the only NASPAA-accredited program in east Tennessee. NASPAA is the recognized global accrediting agency for MPA programs. Accreditation requires meeting high standards of public service education recognized across the public administration profession.

There are two tracks in our American Studies MA program. The General Track prepares those students who may wish to go on to a PhD in American Studies or another field through classes in the history, theories, and methods of American Studies and an original research project. The Public Humanities track is designed to ground students in the history, theory and methods of the public humanities, and in a foundation in nonprofit management, and bring it all together with project-based courses, an internship and capstone, preparing students for careers in cultural and community institutions.

Masters General Track Graduation Requirements:

  • Concepts and Interpretations of American Studies (3 credits)
  • Methodological Approaches to American Studies (3 credits)
  • One course in public humanities, chosen in consultation with the program director (3 credits)

To apply, you will need to submit: 

  • A personal statement of up to 1500 words describing your interest in the public humanities, including and especially any personal or professional experience in the field.
  • Writing or Work Sample. Applicants must submit an academic or professional writing sample up to 6,000 words long, or, for those with professional experience in public history or the public humanities, a work sample (such as an exhibit plan, program planning materials, websites, etc) accompanied by a brief cover letter that explains the applicant’s role in its creation.
  • 3 letters of rec and official transcripts. 

The GRE is not required.

We welcome students who are already employed in public history and public humanities into our program. Depending on your professional experience, it may be possible to waive one or both nonprofit management courses and the internship, at the discretion of the program chair and with the support of a faculty advisor.

Policies and Procedures for All MA Students:

A maximum of 12 graduate credits may be transferred from another institution toward the completion of the M.A. degree. Acceptance of these credits will be at the discretion of the Program Director in consultation with the Graduate School and will depend on the field of the student's Master's degree, the appropriateness to American Studies of specific courses taken, and the rules of the Graduate School.

 With the advance approval of the Program Director, the student’s academic advisor, and the course instructors, up to three Rutgers University-Newark undergraduate courses at the 300 or 400 level may be counted toward the completion of the M.A. Degree. No more than one undergraduate course may be taken per semester. To receive graduate credit, the student must have been assigned and successfully completed significant additional work in the undergraduate course.

 With the approval of the Program Director and the student’s academic advisor, up to six credits in directed readings may be counted toward the completion of the M..A. Degree.

Notwithstanding the above options, at least five courses (15 credits) must be taken as master’s seminars.

Students choosing the thesis option must signal their intention and identify a thesis advisor no later than after having completed 18 credits.

Upon admission to the Master’s program, each student will be assigned an academic advisor from the American Studies faculty. Students are free to change advisors at the end of their first year. Every year, however, students must submit to the Program Director a form identifying their advisor.

If you have a passion for public service and a desire to improve your community through professional service in the public or non-profit sector, we invite you to look more closely at what the Department of Public Administration at Binghamton University has to offer. We offer a variety of academic program options, all centered around our Master of Public Administration (MPA) program which is accredited by the Network of Schools of Public Policy, Affairs, and Administration (NASPAA).

The focus of the MPA program at Binghamton University is to prepare people to handle the growing challenges facing local governments and nonprofit organizations in communities near and far. The department brings together the energy and expertise of faculty and staff who have active research agendas, strong records of community service and growing national and international reputations. Our diverse student body includes recent graduates of some of the top undergraduate institutions in the United States, representatives from a variety of other countries, as well as practicing public administrators with many years of professional experience.

The MPA

The MPA Program is a 42 credit hour program, comprised of:
- a core of seven courses (25 credits) where students are introduced to the knowledge and skills they need for professional public service
- a three-course (9 credits) specialization or set of electives
- two courses (3 credits) to practice application of learning
- a culminating experience consisting of two courses (5 credits) to demonstrate competencies.

It typically takes full-time students 2 years to complete our MPA Program.

Letters of recommendation should be from individuals who know the applicant in a professional capacity, such as professors, work supervisors, and professionals from organizations where the applicant has served as a volunteer or in another capacity. When evaluating the letters of recommendation, the admissions committee looks for evidence of academic achievement, community involvement, and personal characteristics that suggests the applicant has the capacity to foster an institutional culture that advances democratic administration and governance.

- Personal statement
The personal statement should be no more than 500 words or two (2) double-spaced, typed pages and should answer the question,"Why do I want an MPA?" You may wish to describe your reasons for pursuing graduate studies in public administration, your career aspirations, your special interests within your field, and any unusual features of your background that might need explanation or be of interest to your program's admissions committee. In the personal statement, the committee assesses the student's commitment to public and/or nonprofit administration as well as his/her ability to communicate in writing.

- Resume or curriculum vitae (max. 2 pages)
Significant work experience (5 or more years in the public and/or nonprofit sectors) can earn applicants a positive adjustment to their admissions scores. However, the lack of work experience does not result in a penalty.

- The GRE is not required.

The Department of Public Policy and Administration offers the Master of Public Administration (M.P.A.). The M.P.A. is a professional degree with areas of concentration in general public administration, human resource management, and nonprofit administration. In addition, graduate certificates, which can be coupled with the M.P.A., are offered in healthcare administration, sport management and athletics, and urban and regional planning.

The degree is designed to equip students with the skills necessary to enhance the field of public service through positions both inside and outside government in the nonprofit and even private sector, e.g., as consultants to governmental organizations or as governmental service providers. The M.P.A. curriculum provides students with a foundation in the practice of public administration. Bringing together the academic strengths of Parsons and other schools and colleges of The New School, this studio-based program trains graduates to become agents of change, working with the communities and institutions that shape urban ecosystems. Guided by internationally recognized urbanists, designers, and activists, students confront urgent problems facing cities and develop new research methodologies, design frameworks, and critical practices, using the city as an urban laboratory.

The 60-credit Master of Science in Design and Urban Ecologies program radically reframes the study of cities and urban design methodologies. By combining research, fieldwork, and participatory action, students gain a broad understanding of the complex forces that influence urban growth and development. In accordance with The New School’s historic commitment to social justice and design, students develop and implement innovative strategic projects that bring about real, transformative urban change.

Transforming Cities

The MA Theories of Urban Practice program is for students who wish to pursue advanced studies in urbanism or careers as urban researchers, designers, teachers, design critics, policy advisors, and leaders of nonprofit organizations, public agencies, and private design and development firms. Students explore design as a vehicle and a catalyst for bringing together government agencies, community-based groups, civic associations, and the nonprofit and private sectors in co-creating and transforming urban and ecological networks. They devise progressive collaboration techniques to empower communities developing socially and ecologically sustainable urban systems including food production and distribution, housing, green spaces, and educational infrastructure.

New Approaches to Urbanism

Recent master’s theses range from a graphic memoir of a Kuwaiti oil town, created to include populations left out of official histories, to a curriculum that engages secondary students in city revitalization through neighborhood-based experiential learning to an interactive exhibition employing interview-based research to promote broader notions of urban diversity.

The 36-credit Master of Arts in Theories of Urban Practice program offers an innovative path for students interested in the critical study of design practices in the context of cities, urban space, and urban ecosystems. The program focuses on design-driven spatial and ecological innovation in relation to social justice, inclusion, and co-production of urban space.

The MPA + MS Nursing Dual-Degree Program prepares students for nursing administrator positions in hospitals, health care facilities and community health agencies. Nurses who advance to administrative positions often find themselves struggling with their new responsibilities related to budgetary, human resources, organizational, policy and management matters. The dual-degree program is designed to ensure that students not only advance their professional nursing credentials, but also develop knowledge and skills for effective management. The dual-degree program is targeted specifically to students in the Community Health Nursing program who have selected the Nurse Administrator role.

By carefully structuring the sequence of courses, recognizing comparable course offerings, and using courses in one program to count as electives in the other, students are often able to complete both degrees in three years of full-time study without compromising the professional standards of either program.

Successful completion of the dual-degree programs results in two degrees: a Master's in Public Administration (MPA) and a Master of Science (MS) in Nursing.

The MPA-MS Nursing Dual Degree Program

The Master of Public Administration (MPA) housed in the College of Community and Public Affairs and Master of Science in Nursing (MS Nursing) housed in the Decker School of Nursing offer a dual MPA-MS Nursing degree program to provide students at Binghamton University with a unique opportunity. By carefully structuring the sequence of courses, recognizing comparable course offerings and using courses in one program to count as electives in the other, the MPA-MS Nursing dual degree program allows students to complete both degrees in three years of full-time study, without compromising the professional standards of either program. The 42-credit hour MPA program and the 48-credit hour MS Nursing program can be completed as part of a 68-credit hour program (rather than 90 credit hours required to complete the two programs without the benefit of the dual degree structure).
The MPA-MS Nursing Dual Degree Program prepares students for nursing administrator positions in hospitals, health care facilities and community health agencies. The dual degree is targeted specifically to students in the Community Health Nursing program who have selected the Nurse Administrator role.
Students must apply and be admitted to both the MPA program and the MS Nursing program. These are separate applications and each requires an application fee to the Graduate School. Students who begin one program and then apply to the other program later will need to meet with the appropriate advisors for both programs to develop a customized program of study; completion within three years may not be possible for students who do not begin the programs in the same semester.

All applicants must submit the following:

- Transcripts from each college/university you have attended
- Two letters of recommendation
- Personal statement (2-3 pages) describing your reasons for pursuing graduate study, your career aspirations, your special interests within your field, and any unusual features of your background that might need explanation or be of interest to your program's admissions committee.

The personal statement should be no more than 500 words or two (2) double-spaced, typed pages and should answer the question,"Why do I want an MPA?" You may wish to describe your reasons for pursuing graduate studies in public administration, your career aspirations, your special interests within your field, and any unusual features of your background that might need explanation or be of interest to your program's admissions committee. In the personal statement, the committee assesses the student's commitment to public and/or nonprofit administration as well as his/her ability to communicate in writing.

- Significant work experience (5 or more years in the public and/or nonprofit sectors) can earn applicants a positive adjustment to their admissions scores. However, the lack of work experience does not result in a penalty.

MS Nursing:
- Undergraduate degree in nursing from a program which is accredited by a nursing accreditation organization
- Previous (successful completion of a) course in descriptive statistics
- A license to practice as a registered professional nurse
- Passing completion of the NCLEX examination (must be completed prior to the start of clinical courses)
