The Postgraduate Certificate in Non-Medical Prescribing aims to prepare nurses, pharmacists and allied health professionals to practice within current non-medical prescribing legislation.

There will be two cohorts per year (subject to sufficient interest and professional body approval), starting in March and September each year. The Spring cohort will run every Wednesday from March to November (No lectures during August) and the Autumn cohort will be taught every Tuesday from September to the following March. The September cohort of this course is approved by the Health and Care Professions Council (HCPC), General Pharmaceutical Council (GPhC) and Nursing and Midwifery Council (NMC). Professional body approval of the March cohort is to be confirmed.

This course is designed to develop the knowledge, skills and competency required to undertake the role of an independent or supplementary non-medical prescriber. The course has been designed for nurses, pharmacists, physiotherapists, radiographers and podiatrists to develop prescribing practice within a clinical setting.

Non-Medical Prescribing Course Structure

The programme comprises one 60 credit module, SHGM21 Non-medical Prescribing. This will be tailored to the relevant professional body requirements (NMC, HCPC and GPhC).

The programme is taught at the St. David’s Park site in Carmarthen. Teaching takes place one day a week over the academic year.

GradCert/PgCert Non-Medical Prescribing

This short professional programme validated by the Nursing Midwifery Council (NMC), General Pharmaceutical Council (GPC) and Health and Care Professions Council (HCPC) prepares qualified nurses, pharmacists, physiotherapists and podiatrists for independent prescribing and radiographers for supplementary prescribing within a specified field of clinical practice.

Conversion Course for Supplementary Prescribers

This short professional course will provide Physiotherapists and Podiatrists who have already completed the Non-Medical Prescribing course and are annotated with the Health Care Professional Council (HCPC) as a Supplementary Prescriber to prepare for annotation as an Independent Prescriber. You will have been practicing as a Supplementary Prescriber in the area for which you intend to prescribe independently for at least six months. The course involves two University based study days followed by two days of self-directed supervised clinical practice with a designated Medical Practitioner (DMP).

The programme is a multi-professional, part-time course which will prepare physiotherapists and podiatrists for their roles as independent prescribers.

In accordance with the requirements identified by the HCPC, the programme comprises 26 theory days, of which some may be attended more flexibly online, and 12 practice days (90 hours equivalent) in clinical practice preparing to be a prescriber.

This 40 credit programme at level 7 comprises two 10 credits modules (one at level 6) and one 20 credit module focusing on the principles which underpin prescribing practice and pharmacology.

On successful completion of the programme you will be able to:
-Consult effectively with patients and carers, assessing their need for medicines, taking account of their wishes and demonstrating understanding of the pathophysiology, signs and symptoms of the presenting complaint, and conduct a relevant physical examination, recognise and manage clinical complexity.
-Demonstrate clarity of reasoning in relation to the relevance of pharmacodynamics and pharmacokinetics and apply the knowledge to your own prescribing practice whilst recognising and evaluating the relationship between pharmacology and prescribing practice at individual, local and national levels.

The Postgraduate Certificate for Non-Medical Prescribing consists of two modules totalling 60 CATS credits:

Advanced History Taking and Assessment (20 level 7 credits) - Semester 1 Mondays, Semester 2 Tuesdays. This is a practice-based module enabling you to develop the skills and knowledge to take a comprehensive patient history and conduct a thorough physical and psychosocial assessment. It will significantly enhance your assessment skills and ability to accurately describe the patient/client’s history and examination findings using appropriate terminology, reporting deviations from normal in a succinct manner to colleagues within the multidisciplinary team. This module must be successfully completed before commencing the Non-Medical Prescribing (v300) module or the Independent and Supplementary Prescribing for AHP's (v300) module.

Non-Medical Prescribing (v300) 40 level 7 credits - Semester 1&2 or Semester 2&3 Thursdays (and Friday week 12). This blended learning course provides a programme of preparation for registered nurses and midwives to prescribe safely and competently as an Independent and Supplementary prescriber. The course introduces pharmacology, legal and ethical prescribing, interpersonal skills and quality assurance aspects of prescribing. These are underpinned by reflection on your own experience, evaluation of your own performance and application of theory to practice. COURSE OUTLINE

The Advanced Certificate Non Medical Prescribing prepares nurses/ midwives, pharmacists and relevant allied health professionals to practice within current non medical prescribing legislation. It is aimed at experienced practitioners who wish to enhance their clinical practice by prescribing as Independent Prescribers from the British National Formulary (BNF) and/or as Supplementary Prescribers using clinical management plans according to relevant professional standards as stipulated by the Nursing and Midwifery Council (NMC), the General Pharmaceutical Council (GPhC) and the Health and Care Professions Council (HCPC). The generic nature of the course enables the student to apply the theory directly to his or her own practice area or speciality.

On successful completion of the course and subsequent registration with the appropriate regulatory body:
-Nurses and midwives will receive the V300 Independent and Supplementary Prescribing entry to the NMC register.
-Pharmacists will receive a ‘Practice Certificate in Independent Prescribing’ which can be used to have their entry in the Register of Pharmaceutical Chemists annotated (GPhC).
-Allied Health Professionals (Physiotherapists) will receive a statement of competence to practice as an Independent and Supplementary prescriber from the HCPC.

All successful candidates will receive an Advanced Certificate Non Medical Prescribing.

This course is offered as a double module and attracts 40 credits at level 6 (NU3023) or 40 credits at level 7 (NU4023). Students may only undertake one of these modules. The course is delivered twice a year, commencing September (normally Thursdays) and January (normally Wednesdays). This course is offered as a combination of taught study days within the university and via directed study using the university’s resources, a Non Medical Prescribing Web Resource and the university’s on-line Learning Environment (Blackboard). It can be taken as a free-standing module or as part of undergraduate or postgraduate programmes.

LEARNING ENVIRONMENT & ASSESSMENT

The course is designed for experienced practitioners and the use of student centred teaching and learning strategies is central to the course design. The sessions are delivered by a very experienced multiprofessional team via a range of approaches including: lectures, group discussions, case studies, seminars, tutorials, on-line Blackboard materials and an interactive elearning Web Resource. In addition, the opportunity afforded by shared multiprofessional learning will enhance your educational experience.

Student support from module supervisors will be ongoing throughout the programme, which includes direct contact and via email and telephone.

Assessment of the course is in four parts, all of which must be passed in order to successfully complete the course. These are the production of a 4000 word portfolio of professional development in prescribing practice, written examination, Observed Structured Clinical Examination (OSCE) and achievement of competence in practice. Students who undertake the level 7 module (NU4023) will also have a viva voce with the OSCE.

Nurses and midwives will be awarded the NMC recorded qualification (V300 Independent and Supplementary Prescribing) and allied health professionals will be awarded an annotation with the HPC as a Supplementary Prescriber.
The leading principle within the Non-Medical Prescribing course is to prepare you to deliver high quality care by equipping you to:

You can expect to study four modules:

•Pharmacology and therapeutics for prescribers (30 credits) will prepare students to understand and apply the principles of pharmacodynamics and pharmacokinetics directly related to prescribing practice. Practitioners will have the opportunity to critically analyse evidence based practice including risk assessment and management and to synthesise information relating to their own area of practice.
•Outline content includes: pharmacodynamics and pharmacokinetics; adverse drug reactions; numeracy; safe principles of prescribing; anatomy and physiology across the life span.
•Professional, legal and ethical issues for prescribers (15 credits) focuses on critically evaluating and synthesising ideas from the evidence in relation to the legal, ethical and professional issues implicit in non-medical prescribing decision making and consultations. Outline content includes: legislation and policies related to prescribing; accountability and responsibility for assessment, diagnosis and prescribing independently and within the multi-disciplinary team; patient safety in supervising, managing and evaluating prescribing decisions; prescribing effectively within a finite prescribing budget.
•Applied prescribing in the clinical context (15 credits) aims to critically evaluate the skills required for a comprehensive consultation for safe effective prescribing. In addition it is designed to promote synthesis of ideas influential in prescribing decision making. Outline content includes: appraisal of self and others regarding consultation skills in achieving medicines adherence; external pressures impacting on prescribing; different management options used to treat patients.
•Prescribing in practice for nurses and midwives / allied health professionals (0 credits) prepares students to prescribe from the British National Formulary as both independent and supplementary prescribers for nurses and midwives or as a supplementary prescriber for allied health professionals. Outline content includes: application of theory to practice; rationale for prescribing decisions; numeracy skills, writing prescriptions; prescribing in a range of scenarios. All practice experiences and practice outcomes for the whole course are based within this module.
Teaching and assessment
Our student-centred and enquiry-based approach to learning incorporates a wide variety of learning and teaching strategies, including; case studies, scenarios, small group work, action learning sets, workshops, pod casts, reflection, student presentations, supervised consultations with service users in practice and clinically focused tutorials. An essential part of the course will take place in practice settings under the guidance of a Designated Medical Practitioner, facilitated by your personal tutor. Students will also be supported by a designated qualified nurse prescriber, lead midwife for education, or supplementary prescriber for allied health, who will take up the role of preceptor at the end of the course.

Expertise
Our course team have a wide range of experience in non-medical prescribing provision. A key strength is that most are, or have been, independent and or supplementary prescribers from primary and secondary care in nursing, midwifery and pharmacy practice. The external examiner is also experienced in non-medical prescribing.

Funding

- Pharmacists in the South West region seeking HESW funded places
In response to specific commissioning requirements from HESW, we have been working in partnership with the University of the West of England (UWE) to develop a new interprofessional Non-Medical Prescribing Programme for a range of the non-medical professions eligible to train as prescribers (including pharmacists, nurses and the allied health profession registrants of the Health and Care Professions Council). This partnership between the University of Bath and UWE is called the South West Non-Medical Prescribing Alliance (http://www1.uwe.ac.uk/whatcanistudy/professionaldevelopment/coursesbysector/health/non-medicalprescribing.aspx).

The first intake of the new interprofessional Non-Medical Prescribing Programme will be in September 2016. Students applying for HESW funded places on this Programme will enrol directly as UWE students.

To apply for a HESW funded place, candidates need to have provided details of their requirement for a place into the ‘demand forecast’ for HESW funded places. The demand forecast process is conducted by UWE. Normally information on the requirement for funded places should be collated and submitted into the demand forecast by the employing organisation, or the local CCG. However, if individuals are in doubt about how to do this (particularly those employed in the General Practice setting), they can contact Emily Haycock at UWE () for more information.

In order to be considered for a HESW funded place, there needs to be a confirmed workforce need from the training organisation (which must be a provider of NHS services/contracted to provide NHS services) for the candidate to become an independent prescriber.

There are additional entry requirements set out by the General Pharmaceutical Council that applicants must meet in order to be considered for a place on the Programme; these can be found in the application documentation. Once candidates have registered their interest for a HESW funded place on the interprofessional Non-Medical Prescribing Programme, UWE will provide them with more information on the application process directly.

This is an exciting programme of study which, on successful completion, allows students to seek to have their qualification recorded by the Nursing and Midwifery Council (NMC) and to practise as an Independent Nurse Prescriber (V300).

Prescribing by nurses has evolved to offer better access to medicines and to optimise the skills and expertise of nurses in the provision of care. Where appropriate, nurses are able to complete episodes of care, whilst also enhancing their role within the team.

Patients evaluate their experience of Nurse Independent prescribing positively.

Students frequently report that the course is probably the most challenging they have undertaken since their pre-registration programme, but also the most rewarding. Students report positively on the organisation of the course and on the support provided for their preparation as prescribers. The programme delivery is designed to provide opportunities for students to receive feedback to support the development of their work throughout the programme. We consider all student feedback and work with this to enhance the student experience and outcomes.

We meet regularly with Non-Medical Prescribing Leads and mentors to ensure that the programme maintains its relevance to the constantly evolving environment of healthcare, thus ensuring that students are ‘fit for practice’ and ‘fit for purpose’. The programme team includes academic staff who continue to work in practice.

Course outline

The programme is a multi-professional, part-time course which will prepare nurses, midwives, health visitors for a role as an Independent Nurse Prescriber (V300).

In accordance with the requirements identified by the NMC, the programme comprises 26 theory days, of which some may be attended more flexibly online, and 12 practice days (90 hours equivalent) in clinical practice preparing to be a prescriber.

This 40 credit programme at level 7 comprises two 10 credits modules (one at level 6) and one 20 credit module focusing on the principles which underpin prescribing practice and pharmacology.

On successful completion of the programme students will be able to:
-Recognise and manage clinical complexity, consult effectively with patients and carers, assessing their need for medicines, taking account of their wishes and conducting, as appropriate, a relevant physical examination.
-Demonstrate clarity of reasoning in relation to the relevance of pharmacodynamics and pharmacokinetics and apply the knowledge to their own prescribing practice.
-Interrogate the benefits and demonstrate how they will prescribe safely, appropriately and cost effectively, justifying the local application of legal and professional frameworks for accountability and responsibility in relation to prescribing.
-Synthesise sources of information, advice and support, explaining how they will use them in prescribing practice, taking into account evidence based practice, national/local guidelines and the roles of others who are involved in prescribing practice.
-Critically debate factors which impact on prescribing in a public health context and which necessitate therapeutic monitoring and modification and practice based change.
-Demonstrate through the interface of theory and practice they can take an appropriate history taking, undertake a clinical assessment and make an appropriate diagnosis having considered the legal, cognitive, emotional and physical differences between children and adults.

Graduate destinations

Non-medical prescribing is offered as stand-alone provision, but can also contribute to a postgraduate award.

For example, you could combine successful completion of the Non-Medical Prescribing award with the 20-credit module HPHG7024 Medicines: Therapeutics and Pharmacology for a Postgraduate Certificate Practice Development with option to transfer the credits into a Postgraduate Diploma or MSc Practice Development.

Other admission requirements

All entry and selection criteria must be met in full prior to programme commencement:
-Evidence of prior successful study at level 6 and within 6 years of the course start date.
-A fully completed application form confirming.

We recommend that applicants have successfully completed at least one academic module at Level 7 prior to applying for this programme at Level 7.

-At least two years' clinical experience in the area in which prescribing will take place.
-Identification of the need to prescribe by the line manager, and access to a prescribing budget on successful completion of the course.
-A Designated Medical Practitioner (DMP) who will act as mentor.
-The DMP mentor must meet the standards required by the Department of Health.
-Clinical governance arrangements agreed by the Non-Medical Prescribing Lead.
-For applicants within Cumbria and Lancashire, evidence of attainment of a minimum mark of 80% in the pre-course numeracy assessment.
-A copy of a satisfactory Enhanced DBS check obtained by the applicant’s employer, and issued within three years of the course start date.

The distinctive features of the Masters programme are its 600 practice hours and its focus on the four pillars of advanced practice. This means that the programme produces practitioners who are able to think at a high level in practice, but who also underpin their practice with a high level of scholarship. The programme therefore provides a first-class opportunity for post-registration learning in practice.

Students will be supported by a medical or clinical mentor over the two taught years, a value-added feature of the advanced clinical practice course that is not available in a traditional master’s course. Further, the development of a practice portfolio over the taught elements of the programme demonstrate the student’s capacity to function at an autonomous level in practice, while also illustrating the ability to consider the complex needs of their patients/clients. This again is generally not a feature of a traditional master’s course, and allows students to review and apply enhanced knowledge in practice as part of their clinical roles.

In order to facilitate this, applicants to the advanced clinical practice course will be required to have a responsible role in practice and to either be working as an autonomous practitioner, or to be able to secure a trainee advanced practitioner role.

The programme team work in partnership with the University Health Board and Wales Ambulance Service Trust to select candidates appropriate for this course interviewing applicants.

Key Course Features

What Will You Study?

Having studied 60 credits in year one, students may exit with a Postgraduate Certificate. Year one comprises Clinical Assessment in Advanced Practice and Non-Medical Prescribing OR Clinical Assessment in Advanced Practice, Clinical Pharmacology for Advanced Practice and a negotiated/optional module (for non-prescribing practitioners) for the Advanced Clinical Practice generic route.

For the Therapies route students will study; Assessment And Intervention, Clinical Evaluation and either Clinical Pharmacology for Advanced Practice or a negotiated/optional module.

Students wishing to exit with a Postgraduate Diploma will have studied 120 credits, and will have completed 60 credits in year one plus 60 credits from year two. All students will have studied Research Methods and Advancing Clinical Practice plus either a negotiated module or an optional module. In this way, students will have a structured approach that meets their professional needs, but which allows shared learning across disciplines to take place. As the students are practitioners working in a multi-professional environment in clinical practice, this framework of common elements with the opportunity for optional modules builds on multi-professional learning, but promotes the development of the students’ professional practice within their own speciality.

In year three all students will study the Dissertation. This is a module that is core to all health masters programmes and which allows a variety of approaches to the final project. Within the advanced practice curriculum, it is expected that students will direct their enquiry to a topic important to them as practitioners, and to which they will bring a level of enquiry that demonstrates, and is related to, their position as an advanced practitioner.

The information listed in this section is an overview of the academic content of the programme that will take the form of either core or option modules. Modules are designated as core or option in accordance with professional body requirements and internal academic framework review, so may be subject to change.

Career Prospects

On successful completion of the Advanced Clinical Practice/Advanced Clinical Practice (Therapies) course, students will be eligible to apply for advanced practice roles in a variety of settings, and in Wales, students will be eligible to use the title ‘Advanced’ on completion of the MSc. As it is validated by the relevant PSRBs, on completion of the Non-Medical Prescribing module, students will be able to record this qualification with their professional body (NMC, HCPC, GPhC).

Other admission requirements

To be accepted on to the programme candidates must:
-Hold current registration with a professional statutory body pertaining to their area of advanced practice.
-Have a minimum of two years full time equivalent post-registration clinical experience.
-Be employed in a clinical role with a high level of autonomy or Be able to secure a placement to the above for a minimum of two days per week or Be in a Trainee Advanced Practitioner role.
-Have a Designated Supervising Medical Practitioner (DSMP) (for those students undertaking Non-Medical Prescribing and Clinical Assessment in Advanced Practice modules) and have mentorship support during their practice placement from their employing organisation.
-Obtain a satisfactory DBS certificate.
-*Candidates without a full honours degree at 2:2 and above will be required to submit a 1,500 word essay on a topic chosen by the admissions team as part of the induction process. This will be assessed using the level 6 academic criteria (Appendix I) and must demonstrate achievement at 50% or above for successful admission to the programme. How You Study

Blended teaching and learning is used wherever possible in recognition that students on this programme are working professionals and students are expected to take responsibility for their own learning.

As a student on the MSc Advanced Clinical Practice you will be allocated a named Personal Tutor who will endeavour to support you throughout the programme.

Students are expected to nominate a named Clinical Supervisor who will act as a critical friend, teacher, mentor and assessor throughout the programme. This is designed to provide you with a framework of stability and support in order to fully contextualise your learning and role within your professional service area.

This individual may, if appropriate, act as the Designated Medical Practitioner should you undertake the Non-Medical Prescribing certificate as part of your overall Award. The University will provide the opportunity for your nominated Clinical Supervisor and/or Designated Medical Practitioner to undertake training, guidance and ongoing support to help fulfil their role.

Due to the nature of this programme weekly contact hours may vary. Postgraduate level study involves a significant proportion of independent study, exploring the material covered in lectures and seminars. As a general guide, for every hour in class students are expected to spend at least two - three hours in independent study. How You Are Assessed

In line with the learning and teaching strategy for the MSc Advanced Clinical Practice, the assessment and feedback strategy is also based upon the pedagogical philosophy of Student as Producer. The work assessed throughout this Award will be topical, current and will endeavour to be relevant to the student’s professional working practices. Assessments have been designed to be robust, innovative and fit for purpose; therefore allowing you the opportunity to demonstrate that you are consistently competent and capable of the role, both academically and in real-life, complex and dynamic service environments.

Assessments will be undertaken by a range of appropriately experienced and competent assessors, including academic staff, medical practitioners and experienced healthcare professionals, and it is through this collaborative and inter-professional assessment process that the University seeks to gain full assurance that the student is fit for practice as an Advanced Practitioner in their clinical service area.

Assessment methods are likely to include, but are not limited to, written assignments, exams, presentations and projects to test theoretical knowledge, Objective Structured Clinical Examinations (OSCEs), case based assessments, direct observation of clinical skills and the development of a clinical competence portfolio. Formative assessments will be conducted whenever possible, aiming to prepare you for the assessment process and to provide developmental feedback to support the learning process. Formative assessment activities are integrated into the programme and focus crucially on developing the autonomy and research capacities of students in line with the Student as Producer ethos. The formative assessment process will promote student engagement and collaboration, to enable peer learning and knowledge discovery and exchange to take place between students, staff and professional colleagues in service areas.

There is now a huge demand for non-medical prescribers and the Medway School of Pharmacy programme was selected by Health Education Kent Surrey Sussex (HEKSS) as a contract provider of this qualification.

The programme covers, over a period of eight to nine contact days, communication and diagnostic skills, the legal, policy, professional and ethical aspects of prescribing, pharmacology, and patient assessment and monitoring. The programme, approved by the appropriate professional/regulatory bodies, provides a distance learning option for qualification as a non-medical prescribing. You can take the programme as a standalone postgraduate certificate in Independent/Supplementary Prescribing, or as one pathway into the Medicines Management programme by studying prescribing as either the first or second year of the Medicines Management postgraduate diploma (please see the Medicines Management programme leaflet and the pathway diagram leaflet both available from the school).

On successful completion, the school will notify the appropriate professional/regulatory body that you have qualified as an independent/supplementary prescriber. We also offer study days and short courses to help new prescribers fulfil their CPD requirements. Nurses have the option to undertake a short course in prescribing (45 credits at level 6).

The aims of the programme are:

- To prepare pharmacists, nurses, midwives, physiotherapists and podiatrists to practise as independent / supplementary prescribers

- To prepare radiographers to practise as supplementary prescribers

- To meet the standards set by the respective professional or regulatory body as required within the legislative framework.

What you'll study

PGCert Independent/Supplementary Prescribing:

- Consultation and decision making (15 credits)
- Putting prescribing into practice (15 credits)

Short Course Programme in Prescribing (Independent and Supplementary) for Nurses – Level 6:

All four courses are compulsory

- Background to non-medical prescribing (10 credits)
- Prescribing safely and effectively (10 credits)
- Embedding prescribing in your consultations (10 credits)
- The practice of prescribing (15 credits)

Assessment

Assessments include: written assignments, case study analysis, multiple choice questions, narrative based on portfolio entries, attendance of period of learning in practice and Practical Assessment of Prescribing Practice (PAPP).

On successful completion, the school will notify the appropriate professional/regulatory body that you have qualified as an independent/supplementary prescriber.
