Postgraduate Diploma in Applied Health Economics

Our online 1 year Postgraduate Diploma in Applied Health Economics will focus on direct application to current topics, case studies and processes relevant to the student’s own remit and country of practice. The course is worth 120 credits and comprises 6 modules of 20 credits each.

On completion of the Applied Health Economics Diploma, you will be able to:
Demonstrate a systematic understanding of the application of Health Economics in healthcare decision making.
Critically evaluate current research in Health Economics for healthcare decision making.
Apply a critical awareness of current issues in Health Economic evaluations.
Implement Health Economic evaluations in clinical practice scenarios.

Course Structure

Our 1 year course consists of 6 modules per year, each of 6 weeks duration.

Assessment

The course puts assessment at the heart of learning by using clinical scenarios to facilitate problem-solving, critical analysis and evidence-based care. The scenarios act as both the focus for learning and assessment thus embedding assessment within the learning process.

Each of the 6 modules has the same assessment format. Due to the online nature of the course, students are expected to login and participate in the course regularly throughout the module (ideally on a daily basis).

Students use the skills gained during the lectures to engage with the different activities (see below).

Teaching Methods

Each module has the same format. Using an online platform and one tutor per 10-15 students, the self-directed distance learning is guided by tutor stimulated discussion based on clinically rich case scenarios. Group projects are undertaken alongside independent projects. Reflective practice is recorded in a reflective portfolio to help students consider how the learning can be translated into everyday work and practice. Teaching starts with 1 day of introductory lectures. Students may attend these lectures in the UK (Glyntaff campus, University of South Wales). The lecture series are delivered by the faculty and tutors, they are a pre-course organiser, giving students the tools required to undertake the online course such as:

Scientific writing.
Levels of evidence.
Harvard referencing.
Reflective writing.

The lectures series give an opportunity to meet face to face with tutors/other students prior to the online course.

MSc Health Economic

The MSc Health Economics course aims to create professionals who can independently access information and use the information to critically assess, evaluate and disseminate the evidence base related to Health Economics medicine. The online masters in Health Economics will enable more health care professionals to have the required knowledge to treat patients. It will develop problem solving and clinical skills together with preparing students to take a leadership role in Health Economics.

Entry to the 1 year MSc in Health Economics will require the successful completion of the Postgraduate Diploma in Health Economics (120 credits) either from the University of South Wales or from another UK University.

Our Health Economics Masters of Science course has been developed for health professionals who are interested in a leadership role within Health Economics including NHS managers, Doctors, Nurses, Allied Health Professionals, CCG's commissioning teams, CCG Pharmacy teams, Pharmaceutical Industry Professionals and Other suitably qualified and interested individuals.

The MSc Health Economics course is the only one of its title that is accessible online, and is not offered by any other institution. On completion of the course, you will be able to demonstrate:

​This programme focuses on the application of the key principles of multidisciplinary public health practice to the breadth of 21st Century public health challenges. Our aim is to develop reflective public health practitioners capable of designing, implementing and evaluating community-focussed public health interventions – in Wales, the UK and internationally.

In this programme we will challenge your preconceptions and practice, developing your knowledge, skills and competences, helping you develop as a reflective public health practitioner. We place a strong emphasis on your own area of practice, and encourage you to base your studies on the issues and situations you face in your own field.

The programme has been designed to meet the needs of a wide range of public health practitioners, professionals, community workers and volunteers working to achieve improvements in the wider determinants of health. Our objective is to support you in further developing your public health knowledge and skills in order to improve your current and future practice, and enhance your career options.

The programme is aimed at anyone with an interest in improving the full range of social, economic and environmental determinants of health: for example, people working in education, health promotion, housing, transport, leisure, environmental health, community development, health & wellbeing partnerships, planning, social services, school nursing, and health visiting (not an exhaustive list!). The course is designed as a Masters programme but it has exit points at both postgraduate certificate & diploma level. Reflective practice is integrated into the programme: we’ll encourage you to reflect upon your learning as you progress, culminating in an assessed reflective statement demonstrating the integration and development of your learning and practice through the course of your studies. The dissertation also incorporates a reflective practice element. The programme is available on a part-time and full-time basis; you can also apply to study individual modules on a CPD basis.

For the Postgraduate Certificate, you’ll complete the following modules:
- Assessing Health, Wellbeing & Inequity (20 cred​its): Assess, evaluate and communicate information about the health and wellbeing of populations & communities

- Health Risk Perception & Communication (10 credits): Appraise the sociocultural, emotional and psychological factors that influence responses to threats to population health and wellbeing

- Public Health Policy Development (10 credits): Evaluate the political, social and economic framework within which policies influencing health & wellbeing are developed

- Applied Research Methods and Design (20 credits): Develop the qualitative and quantitative research skills necessary to undertake research and evaluate interventions and day-to-day practice.

For the Postgraduate Diploma, you’ll undertake the above modules, plus the following modules:
- Frameworks for Public Health Intervention (30 credits): Explore approaches to intervention for the protection and improvement of health and wellbeing, and integrate learning from across the programme in the development a coherent multidisciplinary intervention on an identified public health issue.

- Health Protection (20 credits): Assess, prevent and manage risks to health arising from the general environment, communicable disease and environmental health hazards.

- Reflective Public Health Practice (10 credits): Reflect on your learning, practice and experiences in order to evidence the development of your professional public health practice.

To obtain the MSc, you will also complete a Dissertation (60 credits): Design, plan and undertake a piece of independent applied research, and present the findings.

Learning & Teaching​

- ​Course Delivery
Attendance for taught modules is usually one evening per week (part time) or two evenings per week (full time). SHS7000 Applied Research Methods & Design is currently delivered as a blended learning module over four contact days, two days in the autumn term (October) and two further days in the spring term (February), supported by e-learning materials and activities. The APH7008 Health Protection module follows a similar approach, being taught via three 2-day short courses spread through the academic year (November, February, April), plus an assessment day in May.
During your dissertation studies, you will attend research project workshops and be allocated individual supervision time. These usually begin in March (of the 2nd year of study for part-time students).

- Learning & Teaching Activities
The teaching and learning strategy for the programme places a strong emphasis on application of theoretical frameworks to real problems and situations, and allows for substantial student input and discussion. During the programme you will engage with a variety of learning & teaching activities, including:

- Lectures
Lectures will be used to provide you with a framework of ideas and theory, into which you can fit material obtained from independent study and tutorials. Whilst lectures are seen as opportunities for imparting key information they are also intended to be interactive, and debate is encouraged.

- Seminars
These will provide you with the opportunity to discuss problems related to specific subjects. Group seminars will enable you to share experiences and discuss, analyse and evaluate possible solutions.

- Workshops
Tasks will be set requiring you to work together to develop problem solving strategies and to analyse issues.

- Student Symposia
Learning activities led by students will form part of the programme. You will be required to develop and present short papers and facilitate discussion relating to specific issues.

- Case Studies
These sessions will present a case for discussion based on previous events, and you’ll be expected to analyse the situation and suggest appropriate public health interventions in response. These studies will be aimed at improving your skills with respect to the analysis of problems and the synthesis and evaluation of solutions.
Preparation for such a case study may include the following:
- Presentation of available data and information about the case.
- Group discussions, tutorial and individual learning to enable you to identify the problem and synthesise possible solutions.
- Discussions and lectures with relevant professionals to understand the rationale behind the adoption of specific solutions.
- Debriefing by way of tutorials and seminars.

- Contact Time and Self-Directed Learning
The direct contact time between student and tutor varies from module to module. Generally, unless otherwise stated on the module guide, 10 credit modules will include up to 18 hours contact time and 20 credit modules will include up to 36 hours contact time. An exception to the above is APH7010 Frameworks for Public Health Intervention, which includes student-led group work supported by keynote lectures.

In addition to direct contact time you are generally expected to undertake a further 3-4 hours of self-directed learning for every 1 hour of contact time.

- Introduction to Academic Skills
Included within the introduction to the programme is an introduction to the academic skills needed to study at Masters level. This includes the provision of specific e-learning material, a formative assignment and access to a Personal Tutor.

- Moodle
You can access programme material both on and off campus via Moodle, the University’s virtual learning environment. This includes access to lecture presentations, recommended and required reading, group forums, e-portfolios and a range of other learning and teaching resources specific to the modules and programme.

- Personal Tutors & Professional Development
In addition to a general open door policy, we encourage you to meet with the Programme Director and tutors regularly throughout the programme to discuss feedback on assignments and the development of academic skills.
You’ll be an allocated a Personal Tutor at the beginning of the programme, who you can work with to develop your academic skills and consider how you can integrate your learning experiences with your own professional development needs and aspirations. Your aspirations for professional development will be discussed during the induction to the programme. Support and guidance will then be tailored throughout the programme to ensure that you are best able to fulfil your chosen professional development needs.

Assessment

To reflect the applied nature of study, the programme contains no unseen written examinations. Instead, teaching and assessment will focus on case studies, exercises & scenarios reflecting contemporary issues in public health practice, often located within your own professional experience and environment. Examples of assessment tasks include: reports, essays, briefings, oral presentations, group work, observed practice scenarios, online tests and posters.

Throughout the programme, the assessment tasks we set will encourage you to select specific topics of study that are relevant to your interests and practice. For example, in the Assessing Health, Wellbeing and Inequity module, you will be asked to assess and evaluate the health and wellbeing of a specified population (in general or focussed on a specific issue/range of issues). You’ll be free to select a population and issue of professional and/or personal interest to you.

Employability & Careers​

The promotion, protection and improvement of public health are key objectives for the Welsh Government, UK Government and at an international level, as exemplified by the WHO Commission on the Social Determinants of Health.

Our programme is closely mapped to Levels 6 & 7 of the Public Health Skills & Knowledge Framework - the recognised competence framework for public health at all levels in the UK. The programme provides the underpinning knowledge to enable you to pursue UK Public Health Practitioner registration (which requires completion of an assessed portfolio through a recognised development scheme, such as that operated by Public Health Wales – see http://www.wales.nhs.uk/sitesplus/888/page/49062 for details). We are also working on a project with Public Health Wales to develop and pilot a scheme to enable recognition of Advanced Practice (Public Health), supported by work-based learning.

The MSc Health Policy will develop your understanding of, and critical engagement with, key challenges in health policy. Both state and non-state actors grapple with how best to promote the health of communities and populations, including the most effective strategies for preventing disease, ensuring efficient and high quality health care, and reducing health inequalities.

These challenges extend beyond the traditional domain of the health sector, requiring engagement with economic and social policy and a range of non-state actors including third sector organisations, commercial interests and international agencies.

The MSc in Health Policy is designed for individuals interested in a wide range of health-related roles including government and international agencies, health advocacy, health administration and health care delivery, consultancies, advisory roles, the commercial sector, and health-related research. Within the programme there is scope for you to specialise in either health systems or health inequalities, or to follow a broad policy stream.

The Health Systems stream is ideal for those seeking to work in health care policy, planning or management, in either the public or private sectors. It will expose you to different models of health care financing, purchasing and delivery, equipping them to engage with key contemporary challenges and debates including how to achieve sustainable health care financing, the role of the state in health care, the appropriate mix of public and private provision, and how best to achieve the goals of equity, efficiency and quality in health care delivery.

The Health Inequalities stream is ideal for those seeking to engage with health disparities both between and within countries, particularly those relating to inequities in social structures and power. In this stream you will explore evidence and policy responses to health inequalities across a range of axes, including class/socioeconomic position, ethnicity/race and gender, and will consider how health and its determinants are shaped by a range of influences including social and economic policy, commercial power and political conflict. This stream is particularly suited to those interested in working in policy, advocacy and research settings with a focus on health equity.

You may also elect to follow a broad policy stream within the MSc Health Policy, rather than specialising in health systems or health inequalities. This stream equips you with an understanding of how health policy fits within broader approaches to social and economic policy, and is particularly suitable for individuals wanting to work in public policy, advocacy or research.

Our students come from countries at all levels of economic development and from a wide range of disciplinary backgrounds, with many using the MSc as an investment to develop their careers or move into a more policy-focused role. While the programme has a strong policy focus, it also includes an academic orientation so is good preparation for further research at PhD level.

The MSc programme is situated within the Global Public Health Unit, which is located in University’s School of Social and Political Science rather than a medical school. This reflects our programme’s reach across traditional boundaries, linking policy analysis, public health, social policy, economics, sociology, medicine and epidemiology. The MSc programme offers innovative research-led teaching that draws on academic expertise from all these disciplines, while also benefitting from close links with the Centre for Population Health Sciences in the University's medical college.

We are pleased to announce that after an intensive two year review of the MPH core subject curriculum that we have made some exciting new changes to the MPH core subjects. Within the review we consulted with employers and staff, reviewed graduate student feedback and benchmarked against MPH offerings around the world. As a result of the review we have developed an novel new core subject, ‘Planning and Priortising in Public Health’, that is focused on practical public health workplace skills. We have also made minor changes to other core subjects with the aim of having an increased focus on the drivers of public health problems, the skills required by all public health practitioners, and planning and managing public health projects and programs. These curriculum and structural changes will enable the ability of the School to continue to produce high quality graduates equipped with relevant knowledge and skills for a breadth of careers within the public health workforce.

Students commencing the Master of Public Health in 2017 and beyond will have the opportunity to complete ‘Planning and Prioritising in Public Health’. Existing students will also have the opportunity to take this subject as an elective from 2017 onwards. These changes will increase the breadth of skills and knowledge gained by students within their MPH experience.

The Master of Public Health has three components:

  1. The core component includes up to six subjects that provide students with a rigorous, multidisciplinary foundation in public health theory and practice, that is essential to all aspects of public health practice;
  2. The specialist component offers students the opportunity to focus on one or more key fields in public health and gain the skills and knowledge required for practice in the area. Specialisations are offered in the fields of Ageing, Epidemiology and Biostatistics, Gender and Women’s Health, Global Health, Health Program Evaluation, Health Economics and Economic Evaluation, Health Social Sciences, Indigenous Health, Primary Care, Sexual Health; and

Course Content

The MSc Public Health and Health Promotion has been specially designed to give you up-to-date knowledge and the necessary skills to be able to understand and apply your learning in analysing evidence, assessing need, planning, implementation and the evaluation of public health and health promotion in a range of contexts.

A key focus is the development of a theoretical, conceptual, historical and critical understandings of public health and health promotion.

How you will be taught
Most study and study blocks will be delivered via a combination of lectures, seminars, online resources, peer led learning, group activities and/or practical workshops, with personal study expected throughout. Typically, lecturers set out the key context, which provide underpinning theory, identify issues of debate and point to further evidence, resources and critical debate. Seminars are structured to facilitate discussion, explore further learning and promote critical thinking, including sound, evidence-based reasoning.

Self-study component
You will be expected to increasingly become self-directed in researching topics. This combination ensures that learning requires active engagement from you, in which debates are often illustrated and explored with examples from policy and practice, so that theory is clearly linked in a relevant and meaningful way to learning goals.

This exciting new course embraces the breadth and complexity of global health challenges facing resource limited contexts and equips candidates with the tools and awareness to contribute to innovative solutions. The course aims to develop students':
• knowledge and understanding of the major global health problems in resource limited settings and their potential solutions;

Course Content:
In the first term, the course provides an introduction to the breadth of topics in, and methods applicable to global health. The second term offers options ranging from international development to vaccinology. The third term provides students with the unique opportunity to apply their skills and gain first hand experience in a global health project in a resource limited setting. Students will then produce a 10,000 word dissertation related to their third term project.

The first term will consist of core topics on research methods, an overview of some major global health challenges, and topics related to the research and practice of global health. Core modules include:
1. Paradigms and Tools for Global Health: This module will cover epidemiology, statistics, health economics, social science for health and health policy and systems analysis. Methodological paradigms in the health and social sciences will be introduced and basic tools provided for each. Upon completion of this module, students will be able to critically review published literature covering a wide range of global health topics and can opt to further their application skills through the third term placement project.
2. Challenges and Change in International Health: This module will cover some of the key health challenges found in resource limited contexts. Topics will include: water and sanitation; land use, population and migration; climate change; nutrition; vector borne diseases; vaccine preventable diseases; neglected tropical diseases; maternal and child health; non-communicable diseases; accidents and injuries. Upon completion of this module, students will have a broad awareness of the kinds of factors affecting international health, their challenges, solutions that have worked and current efforts to affect change.
3. Global Health Research and Practice: This module highlights some of the important considerations in the research or practice of global health. Topics covered include global health governance, global health research ethics, challenges to research in global health, data management and governance, health impact evaluation, design of disease prevention and health promotion programmes, health programme evaluation, and outbreak investigation.

In the first term, there will be a series of problem-based learning sessions to integrate the core topics covered and allow students the opportunity to engage in more depth with real global health scenarios.

During the second term, in addition to some continued core content, students can select two of the following six options for further study:
1. Advanced Topics in Tropical Medicine: This option delves deeper into the range of infectious diseases affecting resource limited settings and provides a historical account of efforts to address them, the failures and successes, as well as current developments and advances.
2. Vaccinology: This exciting option is for those with an interest in the application of more basic science. The module will examine the science of vaccine development and the challenge of its application in real world contexts. The content will cover advances at the cutting edge of vaccine development.
3. Reproductive, Maternal, Newborn and Child Health: This option addresses in more depth the persisting challenges faced by mothers, infants and young children in resource limited settings. Topics will engage with the current challenges, discuss viable solutions and address the obstacles to implementation.
4. International Development and Health: This option, offered jointly to MPhil students in Development Studies, aims to introduce students to the important linkages between processes of development (political and economic) and health. The module challenges conventional health thinking and compels a broader consideration of the inter-related factors affecting the health of populations.
5. Health, Environment and Development: This innovative option brings together students (and teachers) from Geography, Development and Global Health to engage with a series of cases illustrating the intersection between processes of development, environmental changes and human health.
6. Case Studies in Field Epidemiology: This option aims to familiarise students with the principles and practice of field epidemiology by lectures and discussions of outbreak investigation case studies.

The third term will involve a funded eight week placement with a global health project in a resource limited setting. Projects represent the range of subjects covered in the course. We have established a series of projects hosted by the Oxford Tropical Network in various geographic regions. Students, with advice from their departmental tutors, may choose from the placements available or propose their own placement (providing it meets course guidelines). The placement project will then form the basis of an independent 10,000 word dissertation to be submitted six weeks after return from placement.

The MSc in Health Systems and Global Policy considers how the principles and practice of effective and fair public health care can inform health policy and health systems in national and local settings, and emphasises the importance of understanding health systems in debates around global health policy. An important focus of the programme will be the theoretical and practical principles of solidarity in health systems. The programme analyses the principles of health systems, and makes global linkages to social, political, economic, and cultural issues in individual countries and themes.

The health systems masters is part of a wider programme of study in global policy and international health. Underpinned by a commitment to the principles of social justice and fairness, these programmes will provide students with an understanding of the significance of the current global challenges for health care and public health, and will offer a multidisciplinary focus on global public health and primary care in a time of increasing health inequalities.

Prof Trish Greenhalgh is one of the international stars of general practice, a leading educationalist in international primary health and enormously influential in primary health research. In the first semester modules develop the key concepts and research methods and analysis for studying global health and health systems. Health policy affects and is affected by all of these factors. It aims to meet the growing challenges facing health systems by providing answers to such questions as:

  • How can we tackle inequalities in health and access to care?

City’s MSc in Health Policy gives you the knowledge and tools you need to understand, analyse and influence the health policy process, and to operate within an increasingly complex policy environment.

You will analyse the social, political and economic factors that affect policy at a local, national and international level. You will explore how and where policy is made, and who the key players are; and learn how to present your ideas clearly and persuasively to a range of influential stakeholders to bring about change.

Placements

You will have the opportunity to do a placement, but it is not a formal requirement of the course. We encourage you to create your own. One recent student worked within the refugee camp in Calais alongside the NGO Doctors of the World as part of her dissertation research on refugee access to health care.

You will learn through a mix of lectures, class discussions and seminars, student presentations, case study analysis, interactive computer-based exercises, a virtual learning environment (Moodle) and self-directed reading.

Participants are typically drawn from a broad range of backgrounds, including physicians, nurses, health ministries and the NGO sector.

Teaching, learning and assessment

Teaching is comprised of a combination of lectures, seminars, tutorials, case studies, simulation exercises and projects. Assessment is continuous and incorporates assignments, action plans, projects and examinations. For their dissertation projects, students can chose to collect desk-based studies, or conduct primary data collection in collaboration with national or international organisations working in health and development.

Teaching hours and attendance

Each module which you study on campus will require you to attend classes and carry out independent work. Your exact attendance requirements at QMU will depend on which module you are studying and whether you are studying full or part time. Modules typically run over five weeks and involve two sessions of three hours in class each week. In addition, for each module students spend around 10-12 hours of each week on preparatory class work independently and with colleagues, including readings and exercises available on dedicated web-based learning platforms.

Modules

Students study core modules totalling 60 credits addressing such subjects as Global Health and Social Policy; Researching Global Health and Development; Global Public Health; and Health Systems. A further 60 credits are then selected from the broad range of classes available within the Institute or from other QMU programmes recognised as of relevance. The former includes modules such as Qualitative Research Methods, Gender Health and Development, Sexual and Reproductive Health, Social Development Policy and Practice and a range of elective classes available subject to student demand. The latter includes modules related to leadership, research, advocacy and specialised fields of study such as nutrition and epidemiology.

For the MSc award you will then complete a dissertation on an approved topic related to global heath and development (60 credits).

As a graduate you will be well equipped for employment as a global health practitioner, senior health manager or policy maker working in, or advising regarding, a developing country or one in economic transition. Graduates have attained positions as: health programme manager; humanitarian co-ordinator; civil society programme manager; research and advocacy officer; donor agency health advisor and a variety of advanced positions within home ministries and educational institutions.

The Institute for Global Health and Development (IGHD) offers a range of awards through the Master’s Programme in Global Health and Development. These include the MSc Global Health, on which the majority of our students enroll, and provides the broadest range of choice. Our MSc Sexual and Reproductive Health, and MSc Social Development and Health, are our two more specialised awards reflecting focused pathways through the programme. Students should apply for the master’s award that best suits their career needs, but are able to revise their choice – subject to having studied appropriate modules – before progressing to the dissertation stage. Recent years have seen increased attention on the field of global health as a major driver of development, international co-operation and diplomacy. Global health is a multidisciplinary field of study that takes a global perspective on the state of people’s health, and enhances knowledge and implementation of effective intervention strategies through a systematic examination of health problems and their determinants.

This course is particularly suited to individuals working, or planning to work, in enhancing population health in middle or low-income countries, within governmental (eg Ministry of Health), non-governmental or intergovernmental organisations (eg WHO or UN agencies). It is aimed at those who plan a career in management from high-, middle- and low-income countries.

Graduates from this stream go on to a range of management positions in ministries of health around the world, the UK National Health Service, non-governmental organisations and management consultancies.

An additional requirement for the MSc Public Health (all streams) is some evidence of ability in mathematics, post-16 year education. Preference will also be given to applicants with relevant work experience.

- critically assess and apply a range of key management concepts and functions in a range of health care settings
