As the industry expands and evolves, there is increasing demand for skilled health care and public administration professionals to manage business operations and ensure high-quality care.

The Department of Health Care and Public Administration offers undergraduates and graduate degree programs that prepare you for in-demand leadership positions in hospitals and nursing homes, county, city, town, village government offices, school districts, and federal and state agencies.

Instructed by dedicated faculty, our programs stress leadership, problem-solving skills, ethical concerns, legal regulations, and cutting-edge information technology and computer-based management systems. Our M.P.A. in Public Administration is the only program on Long Island accredited by the National Association of Schools of Public Affairs and Administration. The master’s and dual-degree programs offer advanced training in many essential functions in the management of health care and public service operations, including budgeting and finance, regulatory and legal compliance, policy, and human resources administration.

M.P.A. in Health Care Administration

The 42-credit Master of Public Administration degree in Health Care Administration provides the comprehensive curriculum needed to succeed in a highly complex, competitive and ever-changing health care environment. Courses examine both practical and theoretical problems in the field and provide an understanding of a wide range of topics including organizational structures, administrative techniques, policy analysis and program management.

Your plan of study is comprised of 18 credits of foundation courses, including: "Principles of Public Administration," "Organizational Theory and Behavior in the Public Sector," "Economic Environment and the Public Sector," "Analytical Methods," "Computer-based Management Systems" and "The Policy Process in Health Care Administration."

Health Care Management Course Structure

Lectures are interactive with students encouraged to contribute their own experience of working in health care and related settings. In addition to lectures course modules include workshops, group discussions, team exercises and student led presentations.

Full-time students will study for 13 months, attending taught modules from October to Easter (part one). Part two is undertaken through the completion of a dissertation which must be submitted by 30th September of the same year.

Part-time students will study the part one modules one day a week over two years (Typically in year one students attend October to Easter on Tuesdays and in year two October to December on Thursdays. Year two January to Easter is modular and the day of attendance will depend on the module selected.), Dissertations must be submitted by 30th September of the third year.

The MSc Health Care Management comprises two parts.

Part one is taught through five compulsory modules and a choice of two optional modules.

Part two requires completion of a dissertation - This independent directed module can only be taken on successful completion of all of the taught modules.

The MSc Health Policy will develop your understanding of, and critical engagement with, key challenges in health policy. Both state and non-state actors grapple with how best to promote the health of communities and populations, including the most effective strategies for preventing disease, ensuring efficient and high quality health care, and reducing health inequalities.

These challenges extend beyond the traditional domain of the health sector, requiring engagement with economic and social policy and a range of non-state actors including third sector organisations, commercial interests and international agencies.

The MSc in Health Policy is designed for individuals interested in a wide range of health-related roles including government and international agencies, health advocacy, health administration and health care delivery, consultancies, advisory roles, the commercial sector, and health-related research. Within the programme there is scope for you to specialise in either health systems or health inequalities, or to follow a broad policy stream.

The Health Systems stream is ideal for those seeking to work in health care policy, planning or management, in either the public or private sectors. It will expose you to different models of health care financing, purchasing and delivery, equipping them to engage with key contemporary challenges and debates including how to achieve sustainable health care financing, the role of the state in health care, the appropriate mix of public and private provision, and how best to achieve the goals of equity, efficiency and quality in health care delivery.

The Health Inequalities stream is ideal for those seeking to engage with health disparities both between and within countries, particularly those relating to inequities in social structures and power. In this stream you will explore evidence and policy responses to health inequalities across a range of axes, including class/socioeconomic position, ethnicity/race and gender, and will consider how health and its determinants are shaped by a range of influences including social and economic policy, commercial power and political conflict. This stream is particularly suited to those interested in working in policy, advocacy and research settings with a focus on health equity.

You may also elect to follow a broad policy stream within the MSc Health Policy, rather than specialising in health systems or health inequalities. This stream equips you with an understanding of how health policy fits within broader approaches to social and economic policy, and is particularly suitable for individuals wanting to work in public policy, advocacy or research.

Our students come from countries at all levels of economic development and from a wide range of disciplinary backgrounds, with many using the MSc as an investment to develop their careers or move into a more policy-focused role. While the programme has a strong policy focus, it also includes an academic orientation so is good preparation for further research at PhD level.

The MSc programme is situated within the Global Public Health Unit, which is located in University’s School of Social and Political Science rather than a medical school. This reflects our programme’s reach across traditional boundaries, linking policy analysis, public health, social policy, economics, sociology, medicine and epidemiology. The MSc programme offers innovative research-led teaching that draws on academic expertise from all these disciplines, while also benefitting from close links with the Centre for Population Health Sciences in the University's medical college.

Health and health care policy are at the top of the political agenda around the world. People are living longer, consumers are expecting more from their health services and chronic illnesses are becoming prevalent. Medical technology is advancing rapidly, creating ever-increasing demand for the latest treatments.

Health policy affects and is affected by all of these factors. It aims to meet the growing challenges facing health systems by providing answers to such questions as:

  • How can we best meet people’s changing health needs?
  • How can we control spiralling health costs, while maintaining high quality and comprehensive health services?
  • What is the most effective way of organising and paying for health care?
  • How can we tackle inequalities in health and access to care?
  • How can we measure and improve the performance of health systems?

City’s MSc in Health Policy gives you the knowledge and tools you need to understand, analyse and influence the health policy process, and to operate within an increasingly complex policy environment.

You will analyse the social, political and economic factors that affect policy at a local, national and international level. You will explore how and where policy is made, and who the key players are; and learn how to present your ideas clearly and persuasively to a range of influential stakeholders to bring about change.

Placements

You will have the opportunity to do a placement, but it is not a formal requirement of the course. We encourage you to create your own. One recent student worked within the refugee camp in Calais alongside the NGO Doctors of the World as part of her dissertation research on refugee access to health care.

Teaching and learning

You will learn through a mix of lectures, class discussions and seminars, student presentations, case study analysis, interactive computer-based exercises, a virtual learning environment (Moodle) and self-directed reading.

The master of science in health systems administration provides strategic skills for today’s health care management professionals. Now, as never before, health care is rapidly transforming. The pace of technology and innovation are changing how, when, and where healthcare is provided, and who is providing it. Concurrently, health care consumers have high expectations for quality and responsiveness to their needs—delivered in a cost-effective manner. To provide these strategic skills, this post-graduate degree builds on a foundation of courses in policy and law formation, healthcare economics, finance, insurance reform, innovation, information technology, systems, operations and leadership. The course work is built on a foundation of skills and knowledge sets identified and endorsed by national health care leadership organizations. Graduates of the program are prepared to assume clinical and business leadership roles across the diverse healthcare industry.

The health care industry is changing rapidly due to healthcare reform and the Affordable Care Act. The MS degree encompasses course work that provides the graduate with a breadth of knowledge in areas key required for effective management of healthcare organizations: research, governance and economics, finance, health insurance, process improvement, project management and informatics. The curriculum also provides graduates a broad view of health care issues that administrators and leaders must be prepared to deal with effectively: change and innovation, leadership theory and application, bioethics, and human resources. Finally, the curriculum prepares the graduate to develop and implement plans designed to create and steer health care organizations of the future. Graduates will not only lead today’s healthcare organizations, they will create patient-centered facilities of the future.

Plan of study

The program requires 39 credit hours at the graduate level and can be completed in two years or less. Students may complete the program on a part-time basis. Students must maintain a 3.0 grade point average. Toward the end of their program of study, students complete a capstone project consisting of a community research experience. All credentials must be submitted and reviewed by faculty prior to the completion of 12 credit hours of graduate work in the program.

Tallinn University of Technology is the first university to start teaching Health Care Technology in this all-inclusive form. The University of Haifa’s International Master’s Program in Global Health Leadership and Administration is dedicated to providing students with a strong foundation from which to critically examine current global health challenges. The next generation of health care leaders will require a comprehensive understanding of society’s many facets and how they each relate to public health issues. They will also need to have sophisticated leadership skills in order to serve an ever more complex society, and to manage cross-cutting, multi-sectoral, top-down and bottom-up comprehensive programs, within and beyond the health services. In an increasingly integrated world marked by growing disparity, public health leaders will also need to be aware of how global and national forces affect health within and between national borders.

Faculty

Manfred Green, MD, PhD, MPH is currently the director of the Global Health Leadership and Administration MPH program and previously served as head of the University of Haifa School of Public Health, where he is a professor in the Department of Epidemiology. He also serves as an adjunct professor at the University of Georgia, College of Public Health in the United States. He received his medical degree at the University of Cape Town in South Africa, his MPH and PhD at the University of North Carolina, Chapel Hill, and his BSc in mathematical statistics at the University of Witwatersrand. He previously served as head of the public health branch for the Israel Defense Forces, as well as founding director of the Israel Center for Disease Control.

Our students come from a variety of careers in the health and social care sector; including emergency practitioners, health care managers and podiatrists. Students also come on to the course directly from undergraduate degree courses.

Objectives

The MSc in Advanced Practice in Health and Social Care programme is a scholarly Masters degree with a strong theoretical focus.

We believe that to be effective, you need a future-proofed qualification; one which explores practice from a wider, research-based perspective.

Designed in consultation with users and carers, the Health and Social Care Masters course takes account of the user experience and has been developed around their expectations of professionals within the healthcare sector.

The MSc will challenge practices within the current healthcare sector and ask questions such as:

Teaching and learning

Assessment

You may be assessed by coursework, examinations, portfolios, mini labs, case studies, reports, seminar presentations and skills schedules depending on your choice of elective modules. You may also be expected to take part in formative assessment activities in addition to the summative assessments.

Modules

Most students will study two core modules in the first or second term; Critical approaches to advanced practice and introduction to research methods and Applied data analysis . From this point onwards, you direct your programme of study choosing five elective modules from a wide range on offer within the School of Health Sciences.

Our expert lecturers will be able to advise you on the best elective modules to tailor the course to your own needs and interests. Full-time students can complete the course in a year, but most students undertake the taught modules in a year and conduct their dissertation in the second year. There is also the opportunity to complete the dissertation remotely.

The course constitutes 45 credits for the core modules, 75 credits for the elective modules and 60 credits for the dissertation. When it comes to the dissertation, you can choose your own area of interest and format, opting to submit a traditional research project where you source data and analyse it, or a literature review where you conduct a critical review of current practice.

The normal duration for a Masters degree is one year's taught programme for full-time students (plus up to one year for dissertation) or two years' taught programme for part-time students (plus up to one year for the dissertation).

The normal duration for a Postgraduate Diploma is one years' taught programme for full-time students or two years' taught programme for part-time students. Full-time students must complete their Postgraduate Diploma in three years and part-time students in five years.

Postgraduate Certificates in health and social care are not offered on a full-time basis.

Alternatively, students can take modules from this Masters degree as standalone Continuing Personal and Professional Development (CPPD) courses. In this case, course costs might vary.

Elective modules

Students have the opportunity to complete an additional five modules of 15 credits offered across the School of Health Sciences CPPD portfolio. Students completing the two core modules plus one optional module totalling 60 credits can exit with a Postgraduate Certificate. On successful completion of seven modules (120 credits) students can exit with a Postgraduate Diploma. The completion of the dissertation leads to an MSc (180 credits).

Career prospects

Graduates from the Advanced Practice in Health and Social Care Masters course go into management consultant positions, teaching and research. Many work for the NHS or local authorities, but there are opportunities to work in other health areas. The course also qualifies you to apply for research posts and to conduct independent research.

Public health covers three key domains. The first is health improvement, which includes monitoring specific diseases, risk factors and inequalities. Study Program

The two-year master’s program with 120 ECTS-credits consists of core courses, offered during the first three semesters, and major courses starting in the second semester. The core courses include different modules: human functioning sciences, health systems and services, research design, and quantitative/qualitative research methods. Other core courses include scientific and professional skills development. Starting in the second semester, students can choose a major, according to their interest. After the first year, students will be required to do an internship and start a research project, while the fourth (final) semester will be dedicated to completing the master thesis.
