City’s MSc Health Policy is the ideal route for graduates looking to start, change or develop their career within the health policy field. It combines an international focus and academic rigour with the development of practical, transferable skills that can be applied in a wide range of real-world health policy, planning and management settings.

We welcome applications from graduates (UK or international) from any academic discipline. The course is also suitable for established professionals from a wide range of backgrounds, including:

Objectives

Health and health care policy are at the top of the political agenda around the world. People are living longer, consumers are expecting more from their health services and chronic illnesses are becoming prevalent. Medical technology is advancing rapidly, creating ever-increasing demand for the latest treatments.

Health policy affects and is affected by all of these factors. It aims to meet the growing challenges facing health systems by providing answers to such questions as:
-How can we best meet people’s changing health needs?
-How can we control spiralling health costs, while maintaining high quality and comprehensive health services?
-What is the most effective way of organising and paying for health care?
-How can we tackle inequalities in health and access to care?
-How can we measure and improve the performance of health systems?

City’s MSc in Health Policy gives you the knowledge and tools you need to understand, analyse and influence the health policy process, and to operate within an increasingly complex policy environment.

You will analyse the social, political and economic factors that affect policy at a local, national and international level. You will explore how and where policy is made, and who the key players are; and learn how to present your ideas clearly and persuasively to a range of influential stakeholders to bring about change.

Placements

You have the opportunity to do a placement, but it is not a formal requirement of the course. We encourage you to create your own. One recent student worked within the refugee camp in Calais alongside the NGO Doctors of the World as part of her dissertation research on refugee access to health care.

Teaching and learning

You will learn through a mix of lectures, class discussions and seminars, student presentations, case study analysis, interactive computer-based exercises, a virtual learning environment (Moodle) and self-directed reading.

City has an international reputation for academic excellence in the areas of health and food policy, health services research, health management, health economics and executive leadership across a broad range of professional disciplines. You will learn from and alongside colleagues who aim to influence health policy and lead health-related initiatives.

**A maximum of one public health module (PHM001 or PHM003) may be chosen as an elective.

†A maximum of two health management (HMM) modules may be chosen as electives. Depending on module capacity, it may only be possible to take one HMM module.

Dissertation - you will also write a final health policy-related dissertation, on a topic of your choice, of between 12,000 and 15,000 words.

Three of the core four teaching staff are Environmental Health Practitioners who bring many combined years of experience gained working across local government, public health, health promotion, private consultancy, advocacy and specialist divisions of the Health Protection Agency (Chemical Hazards and Poisons Division and health emergency planning) to equip you with specialist knowledge and skills that are at the forefront of the subject.

Research

If you take this option, you will be assigned to our Geography and Environmental Studies Research Group. There is every possibility that you may contribute to published research and therefore you may be named as part of the research team, which would be a great start to a research career.

Study Abroad

We have exchange agreements with universities all over the world, including partners in Europe, Asia, the Americas and Oceania. If you take the Study Abroad option you will spend a semester at one of these partners, continuing your studies in English but in a new cultural and learning environment. Please note that this option may require you to obtain a visa for study in the other country.

Our dynamic MSc Public Health Practice with SCPHN (Health Visiting) programme enables registered nurses to develop the academic and professional skills needed to qualify as a Health Visitor.

Graduates are equipped to practice in the fast-changing and complex area of public healthcare, deploying advanced critical analysis skills and leading on innovation and change.

Programme overview

Our MSc Public Health Practice with SCPHN (Health Visiting) programme will enable you to obtain an academic award and, through completing a specified period of practice, to register on the Nursing and Midwifery Council register.

Health Visitors are at the forefront of current government public health policy and our programme is responsive to the dynamic and evolving nature of healthcare.

It also has strong links with practice, encourages shared learning, draws upon an innovative research base and will guide you in displaying the values required in modern healthcare; such as compassion, advocacy, good communication and teamwork skills, and respect for patients’ privacy, dignity and individuality.

The programme challenges students to understand the complex forces that shape health worldwide, by developing their understanding of the principles underlying research, policy and practice in global health, fostering critical thinking, and building transferable skills.

This fully online (international onshore students are required to study the course on-campus), multidisciplinary degree is designed for health professionals seeking to develop their skills and knowledge in public health, while continuing to work. If you already work in public health, or want to move into this field, this course can prepare you for advancement in your organisation or field, providing you with practical skills and helping you to broaden your knowledge and skill set.

You will gain a thorough grounding in the major areas of public health and also have the opportunity to specialise in your area of interest. In your first year you will undertake a number of core units including epidemiology and biostatistics, health promotion, health policy, public health nutrition and climate change. In your second year you will choose one of the following streams to specialise in:

-Applied epidemiology and biostatistics: epidemiology, geographic information systems, epidemiology of infectious diseases and advanced applied biostatistics

In your second year you will also have the opportunity to carry out research under the guidance of an academic supervisor. You can choose between two research pathways. The second pathway is more research intensive and comprises a 100-credit research dissertation related to your employment or area of interest.

Master of Public Health students come from a variety of fields, including medicine, nursing, psychology, physiotherapy, pharmacy, dentistry, biomedical and lab-based sciences, nutrition, occupational therapy, occupational health, environmental health, health promotion, statistics and management, among others. 



As a graduate, you may work in a number of fields, including health administration, health protection and health promotion. You may work in the public sector or with non-government organisations, such as the Heart Foundation, the Cancer Council, Red Cross, research institutes, universities and with international bodies like the World Health Organization.

Credit for previous study

Applications for credit for recognised learning (CRL) are assessed on an individual basis.

Applicants who have completed the Graduate Certificate in Public Health or Postgraduate Diploma in Public Health or equivalent may apply for CRL.

Applicants with at least two years’ post-bachelor work experience may apply for up to one semester (100 credits) of CRL.

Recent years have seen increased attention on the field of global health as a major driver of development, international co-operation and diplomacy. Global health is a multidisciplinary field of study that takes a global perspective on the state of people’s health, and enhances knowledge and implementation of effective intervention strategies through a systematic examination of health problems and their determinants.

This course is particularly suited to individuals working, or planning to work, in enhancing population health in middle or low-income countries, within governmental (eg Ministry of Health), non-governmental or intergovernmental organisations (eg WHO or UN agencies). It will equip you to work effectively at a senior level to promote the health and social wellbeing of populations through the development of effective and responsive health systems. It will orient you to issues in which staff at the Institute are recognised to have made world-leading research contributions, such as supporting health systems strengthening in fragile and conflict-affected states, and mental health and psychosocial support for vulnerable populations. Participants are typically drawn from a broad range of backgrounds, including physicians, nurses, health ministries and the NGO sector.

Teaching, learning and assessment

Teaching is comprised of a combination of lectures, seminars, tutorials, case studies, simulation exercises and projects. Assessment is  continuous and incorporates assignments, action plans, projects and examinations. For their dissertation projects, students can chose to collect desk-based studies, or conduct primary data collection in collaboration with national or international organisations working in health and development.

Teaching hours and attendance

Each module which you study on campus will require you to attend classes and carry out independent work. Your exact attendance  requirements at QMU will depend on which module you are studying and whether you are studying full or part time. Modules typically run over five weeks and involve two sessions of three hours in class each week. In addition, for each module students spend around 10-12 hours of each week on preparatory class work independently and with colleagues, including readings and exercises available on dedicated web-based learning platforms.

Modules

Students study core modules totalling 60 credits addressing such subjects as Global Health and Social Policy; Researching Global Health and Development; Global Public Health; and Health Systems. A further 60 credits are then selected from the broad range of classes available within the Institute or from other QMU programmes recognised as of relevance. The former includes modules such as Qualitative Research Methods, Gender Health and Development, Sexual and Reproductive Health, Social Development Policy and Practice and a range of elective classes available subject to student demand.

The latter includes modules related to leadership, research, advocacy and specialised fields of study such as nutrition and epidemiology.

For the MSc award you will then complete a dissertation on an approved topic related to global heath and development (60 credits).

As a graduate you will be well equipped for employment as a global health practitioner, senior health manager or policy maker working in, or advising regarding, a developing country or one in economic transition. The aim of this new MSc programme is to meet the needs of relevant graduates wishing to develop a career in the field of public health nutrition. Graduate students will be provided with the knowledge in nutrition and public health, the skills and networks to develop a career in this growing industry.

A public health nutritionist understands how diet influences the health of different groups within the wider population. This requires an understanding of the scientific principles that underpin nutritional requirements, as well as an interdisciplinary understanding of the complex factors that influence food choices and eating behaviours of a population, and how such concepts can be applied to public health. Public health nutritionists are expected to find themselves in health promotion advisory and policy/advocacy roles as well as engaged in research in the UK and internationally.

In essence, the programme will provide the theoretical knowledge and practical skills required to perform as an effective employee in the multi-faceted field of human nutrition.

Staff from the teaching team include members of professional bodies such as the Nutrition Society and British Dietic Association (including active involvement in committee work) and have successfully secured internal and external research funding; and regularly present at national and international conferences. Staff are involved in a range of collaborative research activities with universities within the UK and internationally; work with international organisations such as the World Health Organization, and national bodies such as the National Institute of Health Research, Department of Health and the National Institute for Health and Care Excellence (NICE). One of two specialised master’s pathways within our global health and development programme, this award is relevant for those who want to mark their focused interest and expertise in aspects of sexual heath and reproductive health. The course will equip you to work at a senior level to promote the sexual and reproductive health and social wellbeing of people, especially those living in low and middle income countries, through the development of effective, contextualised  sexual and reproductive health policies, services and interventions.

The award has been designed in response to the increasing need for personnel of governments, global health institutions and non-governmental organisations to be trained to support development in this key area. This award focuses on the social and political issues influencing sexual and reproductive health, with a special focus on low and middle income countries. It focuses on integration of theory and practice and enables you to draw on your experience, develop critical thinking skills and widen your perspective on current and historical sexual and reproductive health issues.

Teaching, learning and assessment

Teaching is comprised of a combination of lectures, seminars, tutorials, case studies, simulation exercises and projects. Assessment is continuous and incorporates assignments, action plans, projects and examinations. For their dissertation projects, students can chose to collect desk-based studies, or conduct primary data collection in collaboration with national or international organisations working in health and development.

Teaching hours and attendance

Each module which you study on campus will require you to attend classes and carry out independent work. Your exact attendance  requirements at QMU will depend on which module you are studying and whether you are studying full or part time. Modules typically run over five weeks and involve two sessions of three hours in class each week. In addition, for each module students spend around 10-12 hours of each week on preparatory class work independently and with colleagues, including readings and exercises available on dedicated web-based learning platforms.

Modules

Students study core modules totalling 105 credits. This includes foundational study of global heath and development, through such subjects as Global Health and Social Policy; Researching Global Health and Development; Global Public Health; and Health Systems; and then extends through more focused study of subjects such as Sexual and Reproductive Health and Gender, Health and Development. You will also choose one 15 credit elective class from classes available within the Institute or from other QMU programmes recognised as of relevance.

For the MSc award the culmination of your study will be completion of a dissertation involving desk study or fieldwork on an approved topic related to sexual and reproductive health and development (60 credits).

Careers

As a graduate you will be well equipped for employment as a global health practitioner with a particular focus on sexual and reproductive health issues.

Graduates have secured technical, advocacy and leadership positions with national and global programmes, addressing such issues as safe motherhood, adolescent friendly health services, health of sexual minorities, HIV treatment and prevention, and FGM.

This course aims to develop critical analysis of issues within health policy, planning and financing and to enable students to devise appropriate health policy responses. Students come from a wide range of backgrounds. This is a joint programme provided by the School and the London School of Economics & Political Science (LSE). The course provides training relevant to countries at all levels of development, although participants are able to specialise.

Graduates enter careers in global health and national health policy and planning, research, advisory or advocacy roles in governments and international agencies.

Additional Requirements

Additionally for the MSc Health Policy, Planning & Financing, applicants should ideally have prior work experience in areas relating to health, policy, planning and financing. Preference will be given to such candidates given the competitive nature of this course. A minimum of one year’s experience in health policy or public health related work is recommended.

Any prospective student who does not meet the above minimum entry requirement, but who has relevant professional experience, may still be eligible for admission. Please contact the course directors if you are not sure whether this is the right course for you.

Objectives

By the end of this course students should be able to:

- demonstrate knowledge and understanding of a diverse range of global and national health policies, including current and emerging trends and also of disciplines relevant to the study of health policy, planning and financing (epidemiology, health economics and other social sciences)

- apply their knowledge and skills using a multidisciplinary approach to formulate, implement and evaluate health policies and plans

- demonstrate written and verbal competence in communicating empirical evidence and in consolidating and critically appraising
debates relevant to issues of health policy and health financing

- demonstrate competence in key research and presentation skills, such as undertaking a literature search, a critical review of published literature or to evaluate research findings

Structure

Term 1:
All students take compulsory modules as follows:

- Financing Health Care (LSE)
- Health Services OR Health Policy Planning and Financing

Students must then take one additional module from each institution:
- LSE: Health Economics; Pharmaceutical Economics; Foundations of Health Policy
- LSHTM: Health Policy, Process and Power; Basic Epidemiology; Issues in Public Health

Term 2:
Students take four modules from LSE and the School:

- For modules to be taken at LSE, any restrictions will be included in the programme specification, and may be adjusted by LSE

- For modules to be taken at the School, any restrictions will be included in the programme specification, and may be adjusted by the School

It will not normally be possible to take other School modules except as a 'special case' choice requiring formal approval by the Course Director and Departmental Taught Course Director. Students may make a maximum of one such choice within the degree.

In all cases, each student's full set of module choices must be approved by the Course Directors at LSE and the School in order to confirm that students' choices fit with their stated career aims and form a coherent set of modules for the MSc. Students must also meet the entrance requirements for each particular module. Guidance will be provided in the course handbook, to outline the key differences between recommended modules and provide comments where relevant on optional modules - to help both students and tutors differentiate between and make module choices most appropriately.

Project Report:
During the summer months (July - August), students complete a written research project on a topic selected in consultation with their tutor, for submission by early September.
