The ICT for Development (ICT4D) specialism is a strand within the established and highly successful MSc Practising Sustainable Development. It is offered jointly by the Politics, Development and Sustainability (PDS) Group and the UNESCO Chair/Centre in ICT4D at Royal Holloway, University of London.

This ICT4D Masters strand takes a global perspective on sustainable development and the role of ICTs; placed at the interface of research and practice, it is designed for those who want to launch or further their careers as development practitioners or scholars. It combines cutting-edge teaching on ICT4D with rigorous training in the broader field of sustainable development, to provide a well-rounded perspective on current and future development challenges. This degree extends knowledge, develops key skills and optimises career prospects.

The course is also offered at Postgraduate Diploma level for those who do not have the academic background necessary to begin an advanced Master’s degree. The structure of the Diploma is identical except that you will not write a dissertation. If you are successful on the Diploma you may transfer to the MSc, subject to academic approval.

The UNESCO Chair/Centre in ICT4D at Royal Holloway is an interdisciplinary centre involving staff in Geography, Management, Computer Science and Earth Sciences. One of the world leaders in its field, with 17 affiliated staff and 18 PhD students, it is a vibrant research community embedded in both the College and the international ICT4D Collective of ICT4D practitioners. The Politics, Development and Sustainability (PDS) group consists of over 20 research-active staff, 35 PhD students and 50 Master’s students on four MSc programmes. The breadth of its members’ research places it in an ideal position to contribute to theoretical and policy debates on key challenges facing Africa, Asia, Latin America and the Caribbean today.

Course content and structure

The course is divided into three compulsory elements; theory, policy and practice; research training; and a dissertation. Students studying for the Postgraduate Diploma do not undertake the dissertation.

Core course units:
Sustainability, Development and Governance
This course will equip students with a detailed understanding of the development of sustainable development as a discourse. Students will explore key sustainability issues such as climate change, globalisation, and human responses with an emphasis on the emergence of environmental governance as a means to pursue sustainability.

Technology and Development
This course provides you with an introduction to the role of technology in development, focusing particularly on mobile phone and computer technologies. The course combines an understanding of key theoretical debates and how technologies have been applied in diverse sectors such as health and education. The course also includes training in the use of GIS (geographical information systems) within a development context.

ICT4D
This course gives you the opportunity to develop deeper understandings of cutting-edge applications of ICT4D research and practice. Topics covered include environmental change and Green ICT, open development and subversive forms of technology use, and logics of inclusion and exclusion in ICT programmes. You will also examine project planning, monitoring and evaluation in the field of ICT4D.

Participatory Research
This course combines detailed understanding of the theoretical underpinnings of participatory research and methods with practical experience of using different participatory research techniques. These include participatory diagramming, participatory video and participatory environmental monitoring.

Research Training
You will be provided with training in a range of methods to enable you to plan, carry out and complete a piece of research. There are three modules in this element:
- Social Research Methods Training - provides a range of social science methods for field research and analysis.
- Quantitative Methods for Graduates - provides basic statistical concepts and procedures used in empirical research.
- Development and Environment Research Training - provides guidance for planning, developing and undertaking research in a development and environment context.

Dissertation (MSc only)
The dissertation is of between 12,000 and 15,000 words, on a topic of your choice which has been approved by the supervisor. It requires both secondary and primary research, and the demonstration of originality in integrating theoretical and practical research methods in tackling a particular problem. You will be encouraged to carry out your dissertation in collaboration with an organisation in the field of development and environment.

Community Volunteer Project
You will undertake an independent volunteer project which will give you practical experience in gaining sustainability related work experience in a non-for profit organisation. The project will enhance your employability whilst and provide an opportunity to gain practical experience of third sector organisational objectives, cultures and practices.

Elective course units:
Sustainability, Development and Society
You will develop a detailed understanding of key social / environmental relationships incorporating contemporary issues in the geographies of sustainability. These will include 'risk society', sustainable cities, and the impacts of corporate sector activities on the environment. You will also understand the challenges to sustainable development at household and community levels, with a focus on community-based approaches to sustainable development.

Business Ethics and Enterprise
The aim of the course is to equip students with the moral frameworks and critical abilities necessary to understand the role of business in society from an ethical perspective. The course will cover different types of business including large publicly traded multinationals, small and medium sized enterprises, social enterprises and family firms. Students will be expected to understand the different issues in these organizational types and to articulate moral arguments from a range of different perspectives.

International Sustainability Management
This course provides participants with an understanding of how Corporate Social Responsibility (CSR) informs sustainability management issues in large, transnational organisations. It will focus on issues such as consumption and sustainability as dichotomised between the apparently incompatible tensions of economic and environmental interests.

On completion of the course graduates will have:
- an understanding at an advanced level of the relationships between, and complexities of, social, economic, political and environmental aspects of sustainable development and ICT4D

The MA in International Security and Development introduces students to issues and debates within International Security. This includes coverage of both ‘traditional’ security issues such as war and conflict and ‘non-traditional’ issues such as economic security, environmental security, health, identity and migration.

Key Features of MA in International Security and Development

Issues of security, violence and conflict have become central to international politics and to development policy and discourse. In order to comprehend the modern world, a full appreciation of the realities of conflict and violence, has become essential.

Drawing on the Department’s expertise in the field of security, International Security and Development students are also provided with an advanced introduction to key approaches in the study of security including realism, securitization theory, feminist approaches, critical theory and poststructuralism.

Students enrolled on the MA in International Security and Development benefit from the College of Arts and Humanities' Graduate Centre. The Graduate Centre fosters and supports individual and collaborative research activity of international excellence and offers a vibrant and supportive environment for students pursuing postgraduate research and taught masters study including those in International Security and Development. The Centre provides postgraduate training to enhance academic and professional development and facilitates participation in seminar programmes, workshops and international conferences.

The full-time International Security and Development course structure is split across the year with three modules taken in each academic semester (a total of six modules) and then a dissertation over the summer. Students study four compulsory modules, the research module and one optional module. The dissertation is written on a specialist research topic of the student's choosing.

The Extended MA (EMA) in International Security and Development is a 240-credit postgraduate qualification that is equivalent to 120 ECTS (European Credit Transfer System) and is thus a recognised Masters qualification throughout the European Union. The EMA is a standard UK MA plus an additional 60 credits (30 ECTS) and this additional coursework is undertaken in one semester at a partner institution overseas. The EMA in International Security and Development is therefore not only an EU recognised postgraduate qualification it also adds a study abroad experience thus enhancing the qualification’s employability credentials.

The module aims to provide a comprehensive and detailed introduction to the contemporary challenges facing developing countries in the coming years. Topics vary from one year to the next, but currently the focus is on issues of poverty and poverty reduction; aid and its effectiveness; debt and debt servicing; governance and transparency; the environmental impact of development; patterns of inequality; the impact of urbanisation; and more generally, on changing economic relations within the world economy following the 2008-9 global crisis and subsequent events. The module also assesses the main developing strategies followed by selected middle and low-income countries, with detailed case studies drawn from Asia, Africa and Latin America. It also examines these topics from a gender perspective.

- Human development in a globalised world
This module focuses initially on the roles and inter-relations between corporations, governments, international agencies, multilateral institutions, corporations and non-governmental organisations in the global economy. It then goes on to examine these inter-relations in relation to the shifting power relations in the global economy. It aims in particular to examine the relations between growth, capacities for improving human capital, infrastructure development, livelihoods improvement and poverty reduction. The conclusions of the module feed into the case studies analysed in the Semester Two Economies in Transition module.

- Research methods for development
A series of lectures introduces students to the main epistemological approaches to research and key research strategies, and focuses on mixed-methods research (MMR). In parallel, students will participate in tutor-led workshops to develop data summary and analysis skills with specific computer-based packages.

- Economies in transition: strategies for industrialisation
The Module Analyses and assesses the main development strategies implemented by developing countries in recent years, focusing on case studies from Africa, Latin America and Asia, outlining their key achievements and problem areas. This analysis then forms the basis for examining the possibilities for and outcomes of different types of industrialisation in the coming years, within a global context. The module combines detailed case study examples from particular types of industrialising economy, including examples from the rural, services, and raw material extractive sectors.

- Forced migration and resettlement
The module introduces the key concepts in Forced Migration and Development and different categories of forced migrants--asylum-seekers, refugees, IDPs, oustees and disaster victims. It examines the multiple and complex nature of Forced Migration, evaluates the responses of the international, inter-governmental, non-governmental and governmental responses to the short-medium and long-term needs of forced migrants and the poor sections of the host population. It critically analyses and evaluates the positive and negative impacts of forced migrants on host commmoduleies. How forced migrants (re)-construct their commmoduleies and livelihoods in countries of asylum and places of destination, as well in countries and places of origin in the context of post-conflict reconstruction are also examined in detail.

Recent and current research by staff includes projects funded by the World Health Organisation, the World Bank, the United Nations Children's Fund, the United Nations Development Programme, the UK Department for International Development, and the Economic and Social Research Council.

In recent years, staff members have conducted research in Bangladesh, Brazil, China, East Timor, Eritrea, Ethiopia, the Gambia, Ghana, India, Indonesia, Kenya, Nigeria, Pakistan, Somalia, Sudan, Uganda and Zambia. Teaching and learning

The MSc Global Economic Governance and Policy is the most recent addition to the Department of Economics’ portfolio of masters programme. Structure

The MSc in Global Economic Governance and Policy is a new masters programme designed for professionals and postgraduate students, with or without a prior background in economics, who wish to gain a focused and in-depth understanding of contemporary economic governance and policy debates.

The MSc is taught through two dedicated core courses. The first, Global Economic Governance 1 deals with issues of Global Economic Policy. This covers international trade and investment relationships between countries, trade and industrial policies, global capital markets, the international monetary and financial system, multinationals, global production networks and labour in the global economy. The second core paper, Global Economic Governance 2 deals with issues of institutions and governance. This includes issues of governance reforms for developing countries, the theory of institutional economics informing these debates, the policy and theoretical debates around property rights reforms, anti-corruption, industrial policy, rents and rent seeking, democratization and related governance issues. In addition, students will choose one, two or three optional courses, depending on the weight of the courses (see the list below), from across a range of SOAS departments plus a 10,000 word dissertation.

Students can, but do not have to, choose a course structure that, in addition to the programme’s focus on policy analysis and training, provides research method training.

- Optional Courses

MSc GEGP students can choose either one (1 unit) course or two (0.5 unit) courses or three (0.33 unit courses) to make up a total of 1 unit from the following list of courses by department. The availability of open option courses in other FL&SS departments from the below list is conditional on the approval of individual course convenors as well as the usual restrictions with regard to pre-requisites, timetable compatibilities and availability of individual courses in any one academic year. Students should note that some courses are capped in terms of student numbers, and that students from home departments will be given priority in case the relevant caps are reached. All law courses are open only for students with an LLB or who take the Law pre-sessional course offered by the School of Law at SOAS.

MSc GEGP students will be eligible to take any of the post-graduate courses offered in the Economics Department, pending permission by the course convenors on the basis of the students’ prior academic qualifications in economics. Teaching & Learning

Courses are taught in lectures and tutorial groups. Degrees are awarded on the basis of assessed coursework, examinations and the dissertation. Courses are generally assessed on the basis of a final examination (70%) and an essay or project-based coursework (30%). MSc degrees are taught over a period of twelve months of full-time study within a structured programme. In the case of part-time study, the degrees will be taught over two or three years.

Rapidly urbanising world

Ours is a rapidly urbanising world: by 2010 over half the world's population lived in cities. Urbanization is fastest in the developing world, where both primary and secondary cities are rapidly expanding. It is predicted that by 2020 more Africans will live in urban than in rural areas, and in China, by 2023. Except in countries emerging from war, urbanisation is closely linked to economic growth, although urban poverty levels continue to rise.

This rapid growth, particularly in the light of its links to the flight from rural poverty and the development of a massive informal sector, has posed immense challenges to all urban systems. In many Asian, Latin American and African cities 30-70% of the population lives in slums and more than 90% of new jobs are in the informal sector. In transition countries, already highly urbanised, the changing political and economic framework has led to widespread poverty. Everywhere, urban roads, utilities, education and health services, and governance processes are heavily strained. While cities experience high levels of investment, it is often uneven.

This context is now widely recognized among all major actors, with policy and programmes targeting the urban sector now a growth area. The challenge for development professionals, whether working in donor agencies, NGOs, governments or private practice, is to understand the broad economic and political context of urbanization, develop analyses of complex urban trends, opportunities and problems, and be able to draw on a range of appropriate interventions. People seeking work or progression in development practice will be moving into a growth area if they can demonstrate familiarity with urban issues and policies in developing countries.

- Urban project
In this module students will develop a project in a developing-country city. In Part One of the project, students work in groups to develop a project background portfolio. In Part Two individual students propose a development plan for part of the project site which will focus on livelihoods, public space, housing, infrastructure, or Community development. Projects will be presented in class, but also uploaded on a website.

- Research methods

The Politics, Development and Sustainability (PDS) group consists of over 20 research-active staff, 35 PhD students and 50 Master’s students on four MSc programmes. Course content and structure

The course is divided into three compulsory elements. Students studying for the Postgraduate Diploma do not undertake the dissertation.

Core course units:
Sustainability, Development and Governance
This course will equip students with a detailed understanding of the development of sustainable development as a discourse. Students will explore key sustainability issues such as climate change, globalisation, and human responses with an emphasis on the emergence of environmental governance as a means to pursue sustainability.

Technology and Development
This course provides you with an introduction to the role of technology in development, focusing particularly on mobile phone and computer technologies. The course combines an understanding of key theoretical debates and how technologies have been applied in diverse sectors such as health and education. The course also includes training in the use of GIS (geographical information systems) within a development context.

Sustainability, Development and Society
You will develop a detailed understanding of key social / environmental relationships incorporating contemporary issues in the geographies of sustainability. These will include \'risk society\', sustainable cities, and the impacts of corporate sector activities on the environment. You will also understand the challenges to sustainable development at household and community levels, with a focus on community-based approaches to sustainable development.

Participatory research
This course combines detailed understanding of the theoretical underpinnings of participatory research and methods with practical experience of using different participatory research techniques. These include participatory diagramming, participatory video and participatory environmental monitoring.

Research Training
You will be provided with training in a range of methods to enable you to plan, carry out and complete a piece of research. There are three modules in this element:
- Social Research Methods Training - provides a range of social science methods for field research and analysis.
- Quantitative Methods for Graduates - provides basic statistical concepts and procedures used in empirical research.
- Development and Environment Research Training - provides guidance for planning, developing and undertaking research in a development and environment context.

Dissertation (MSc only)
The dissertation is of between 12,000 and 15,000 words, on a topic of your choice which has been approved by the supervisor. It requires both secondary and primary research, and the demonstration of originality in integrating theoretical and practical research methods in tackling a particular problem. You will be encouraged to carry out your dissertation in collaboration with an organisation in the field of development and environment.

Community Volunteer Project
You will undertake an independent volunteer project which will give you practical experience in gaining sustainability related work experience in a non-for profit organisation. The project will enhance your employability whilst and provide an opportunity to gain practical experience of third sector organisational objectives, cultures and practices.

Elective course units:
ICT4D
This course gives you the opportunity to develop deeper understandings of cutting-edge applications of ICT4D research and practice. Topics covered include environmental change and Green ICT, open development and subversive forms of technology use, and logics of inclusion and exclusion in ICT programmes. You will also examine project planning, monitoring and evaluation in the field of ICT4D.

Business Ethics and Enterprise
The aim of the course is to equip students with the moral frameworks and critical abilities necessary to understand the role of business in society from an ethical perspective. The course will cover different types of business including large publicly traded multinationals, small and medium sized enterprises, social enterpises and family firms. Students will be expected to understand the different issues in these organizational types and to articulate moral arguments from a range of different perspectives.

International Sustainability Management
This course provides participants with an understanding of how Corporate Social Responsibility (CSR) informs sustainability management issues in large, transnational organisations. It will focus on issues such as consumption and sustainability as dichotomised between the apparently incompatible tensions of economic and environmental interests.

The MA in International Security and Development introduces students to issues and debates within International Security. This includes coverage of both ‘traditional’ security issues such as war and conflict and ‘non-traditional’ issues such as economic security, environmental security, health, identity and migration.

Key Features of MA in International Security and Development

Issues of security, violence and conflict have become central to international politics and to development policy and discourse. In order to comprehend the modern world, a full appreciation of the realities of conflict and violence, has become essential.

Drawing on the Department’s expertise in the field of security, International Security and Development students are also provided with an advanced introduction to key approaches in the study of security including realism, securitization theory, feminist approaches, critical theory and poststructuralism.

Students enrolled on the MA in International Security and Development benefit from the College of Arts and Humanities' Graduate Centre. The Graduate Centre fosters and supports individual and collaborative research activity of international excellence and offers a vibrant and supportive environment for students pursuing postgraduate research and taught masters study including those in International Security and Development. The Centre provides postgraduate training to enhance academic and professional development and facilitates participation in seminar programmes, workshops and international conferences.

The full-time International Security and Development course structure is split across the year with three modules taken in each academic semester (a total of six modules) and then a dissertation over the summer. Students study four compulsory modules, the research module and one optional module. The dissertation is written on a specialist research topic of the student's choosing.

You will develop the knowledge and skills to approach practical and policy challenges in a wide range of contexts by drawing on expertise from development geographers, political scientists, resource economists and development practitioners.
The Politics and Development specialisation
Politics and Development (co-ordinated by the School of Social Sciences, Faculty of Arts) uses social theory to analyse and interpret the geo-political dimensions of development. This specialisation provides students with an understanding of the key conceptual, historical and policy issues surrounding development. It considers the changing role of states, markets, firms, institutions and non-governmental organisations (NGOs) in the process of negotiating and implementing development policy. This specialisation also introduces students to a range of approaches and frameworks employed by policymakers and practitioners in designing, implementing, and evaluating development policy.
You will explore, for example, debates regarding the role of gender in development; the origin and impact of 'good governance' agendas; the politics of aid programming and foreign policy; the historical and contemporary relationship between security and development, particularly in Africa; and the development dimensions of natural resource governance.

The Extended MA (EMA) in Development and Human Rights is a 240-credit postgraduate qualification that is equivalent to 120 ECTS (European Credit Transfer System) and is thus a recognised Masters qualification throughout the European Union. The EMA is a standard UK MA plus an additional 60 credits (30 ECTS) and this additional coursework is undertaken in one semester at a partner institution overseas. The EMA is therefore not only an EU recognised postgraduate qualification it also adds a study abroad experience thus enhancing the qualification’s employability credentials.

The partner institution for EMA Development and Human Rights is the Department of Political Science and the Institute of Human Rights in the College of Law at the University of the Philippines, Diliman (UPD). The Department of Political Science was established in 1915 and is the only Commission on Higher Education (CHEd) Center of Excellence in Political Science in the Philippines. The College of Law admitted its first students in 1911 and a century after it was founded, the College of Law can point to its alumni in the highest positions of the government: Four became President of the Philippines and thirteen served as Chief Justice of the Supreme Court. The University of the Philippines is the country’s national university, with UPD its biggest campus and the physical seat of its Administration. UPD occupies 493 hectares of prime land in Quezon City, it has in excess of 25,000 students and the library resources are the largest in the country.

With increasing recognition of the impact of a world living beyond its means, the commitment to sustainable development in order to meet the needs of present generations without jeopardising those of future generations, has never been more apparent.

The MSc in Leadership for Sustainable Development will be of direct relevance to those who wish to develop the skills to make a difference in building a sustainable society. It is of direct relevance to recent graduates as well as those working in sectors dealing with sustainability.

AIM

This innovative programme has been designed in consultation with employers and academics to provide students with:

• in-depth understanding of the theory and practice of leadership in the context of sustainable development and an ability to identify and critically evaluate the role of leadership for sustainable development within a range of organisational contexts

• knowledge of the principles and core themes associated with sustainable development and an ability to critically evaluate best practice within a range of organisational sectors

• an ability to apply knowledge and skills gained from the programme in order to positively contribute to the sustainable development agenda through research projects

• competence in employability skills that will facilitate a professional approach to the work environment

STRUCTURE AND CONTENT

Course Content
The innovative programme embraces action based learning, facilitated through a series of work placements and group project to foster critical thinking and promote the use of initiative for problem solving and decision making. The course is a full time programme comprising seven modules over twelve months.

The course structure is as follows:

Semester 1:

• Leadership for Sustainable Development: to explore theories and practices of leadership in the context of sustainable development

• Foundations for Sustainable Development:1 to consider core themes underpinning sustainable development

• Foundations for Sustainable Development:2 to consider policies and strategies for sustainable development



Semesters 2 & 3:

• Sustainable Development in NGOs (Placement 1): to provide experiences of sustainable development and leadership in Non Governmental Organisations

• Sustainable Development in Governance (Placement 2): to provide experiences of sustainable development and leadership in Governance

• Sustainable Development in Business (Placement 3): to provide experiences of sustainable development and leadership in Business

• Effective Leadership: Group Project: to engage in a project to promote sustainable development through ‘experiential learning’.
Assessment

A range of assessment methods are used including research projects, group work, presentations, reports and essays, exam and seminar contribution.

CAREERS IN SUSTAINABLE DEVELOPMENT
Graduates from this programme have developed successful careers upon completion of the MSc in Leadership for Sustainable Development. For example, past students have gone on to gain relevant employment with a range of organisations in the public, private and non-governmental organisations sectors. These include the Sustainable Development Commission NI, Action Renewables, the Environment and Heritage Service, Northern Ireland Environment Link, NIE Supply, George Best Belfast City Airport, the United Nations and the Consumer Council in Northern Ireland.

The success of the MSc Leadership for Sustainable Development programme was recently recognised when the course was highly commended in the Higher Education Funding Council for England (HEFCE) Green Gown Awards 2006-7.
