The MSc in Public Policy and Management seeks to provide an interdisciplinary training and education that will enable policy-makers, economists, planners, managers and researchers to be fully conversant with current issues of public policy and management, in an international development setting. In doing so the programme will provide participants with the conceptual and analytical tools needed to understand and critically review issues relevant to public policy and public sector reform. While the programme was conceived primarily for those already working in the public sector environment, it has evolved into a highly successful multidisciplinary programme that is appropriate to modern professionals, from a wide variety of backgrounds, who have an interest in issues of public policy.

Aims

By the end of the programme students will:
-Have an understanding of the different conceptual and theoretical perspectives applied to public policy and management, and public sector reform
-Have an understanding of the principles and practices underlying the implementation of public policy processes, and have acquired knowledge of `real world' examples of public policy/sector reform from leading experts
-Have an understanding of the role and importance of institutions for public policy and management
-Have developed skills in initial analysis of development economics, public policy, management and development studies, and in communicating their analysis in the form of clearly written and readable documents
-Have a good command of current theory, policy and practice in relation to some of the following specialist areas; public policy process and methods; public sector economics; development and economic policy; privatisation and public enterprise reform; public sector accounting and organisational change
-Have developed basic research skills through a supervised dissertation research project

Teaching and learning

Part-time students complete the full-time programme over 24 months. There are NO evening or weekend course units available on the part-time programme, therefore if you are considering taking a programme on a part-time basis, you should discuss the requirements with the Programme Director first and seek approval from your employer to have the relevant time off. Timetabling information is normally available from late August from the Programme Administrator and you will have the opportunity to discuss course unit choices during induction week with the Programme Director.

Coursework and assessment

The taught elements of the programme, carrying 120 credits overall is continuously assessed by a variety of methods (project based reports, essays), involving largely individual submissions, but also elements of group work.

Participants must also complete a 12,000-15,000 word dissertation on a topic of their choice approved by the Programme Directors. Students are encouraged to base their dissertations on topics of direct professional concern to themselves.

Career opportunities

The course is intended primarily for those with experience of the public sector and those involved in public policy formulation and implementation. The nature of the course also ensures that graduates are well equipped to pursue careers in the public sector or in public policy and development as researchers, advisers or consultants.

The Global Development Institute (GDI) has a large and diverse postgraduate population, including a large number of students from outside the UK (85% of our students are drawn from outside the UK, particularly from Africa, Asia and Western Europe, but also reaching out to Latin America, the Middle East, North America and the Pacific). Many of our alumni have gone on to prestigious careers in the public service or in the NGO/charitable and private sectors, as policy officers, managers, consultants or development practitioners - while others have pursued further academic study leading to a PhD and academic careers. This MSc aims to educate a new generation of public policymakers and policy analysts, familiarising them with the necessary concepts, theories, methods and principles involved in the formulation and analysis of public policy. The programme draws on many disciplines, including political science, economics, law, public management and public health.

Degree information

Students develop a working knowledge of many aspects of political science theory relevant to understanding how public policies are formulated, implemented and evaluated. They gain a basic understanding of economic approaches to public policy analysis and of the concepts of economic efficiency and equity as societal objectives. Students also learn extensively about research methods which gives them the tools necessary to understand political processes and to analyse important policy issues.

The course’s variety of teaching and learning styles is reflected in the variety of assessment tools employed throughout the course. Within the general principle of mixed mode formative and summative assessment, we use a diversity of assessment instruments: a range of written assignments, such as essays, reports, portfolios, individual or group classroom presentations, and the dissertation.

The MPA dissertation is a 60 credit project that allows students to pursue individual research on a topic of their choice, within the public administration and public policy fields.

Detailed verbal and written feedback is given on all assessments, and significant tutorial support is given during the dissertation, including bespoke dissertation workshops.

The course consists of five taught modules, a work experience placement in a UK public service organisation (two days a week over 15 weeks), and a triple-module dissertation (which may be completed in your home country).

The London Met MPA operated two international franchises in Russia, in conjunction with the Higher School of Economics in Moscow and the Urals Academy of Public Administration in Ekaterinburg. London Met MPA staff are regularly invited to contribute to programmes abroad.

Additionally the International Summer School in Public Administration, delivered by core MPA staff, has run since 2003, attracting students of politics, management and public administration.

Moving to one campus

Between 2016 and 2020 we're investing £125 million in the London Metropolitan University campus, moving all of our activity to our current Holloway campus in Islington, north London. This will mean the teaching location of some courses will change over time.

Whether you will be affected will depend on the duration of your course, when you start and your mode of study. The earliest moves affecting new students will be in September 2017. This may mean you begin your course at one location, but over the duration of the course you are relocated to one of our other campuses. Our intention is that no full-time student will change campus more than once during a course of typical duration.

The world is in the midst of major and rapid transformation: dramatic technological change, instability in the system of globalization, dramatic rise of emerging powers and rebalancing of power, increased presence of systemic risk, climate crisis and urgent sustainability challenges. Course objectives

Public relations courses at the University of Stirling are designed for students from a variety of degree backgrounds to develop the appropriate intellectual skills at Master's level for a management-level career in Public Relations, Communication Management, Corporate Affairs or Public Affairs. The course helps students develop a critical appreciation of the role of public relations in society and to develop key analytical and professional skills.

Our approach is founded on the following principles:
- Public relations contributes to the effectiveness of organisations by improving organisational relationships and facilitating public conversations and debate.
- Public relations has a remit for corporate social responsibility through its issues management function and responsibility for reputation, which necessarily means that it has to help organisations change to meet new agendas of sustainability.
- Teaching strategic public relations can facilitate better public understanding of the occupation, and thus mitigate contemporary cultural stereotypes and prejudice (much fostered by journalists who have an interest in purveying negative images), as well as diffusing core concepts that can benefit Scotland’s private and public sector enterprises: small, medium and large. Improved understanding of this organisational function can aid government and NGOs in political and policy communications.
- In understanding public relations practitioners as being, in some aspects, ‘discourse workers’ it becomes easier to see that the functional role has the potential to contribute to a more enlightened and better-informed society.

Public relations takes place at points of change and moments of transformation in complex contemporary societies. Typically, public relations activity clusters around (i) public policy formation (ii) organisational change and development (iii) public issues such as the environment (iv) major global shifts such as conflict, unstable international environments, globalisation, natural disasters or human disasters such as war or global financial collapse.

Distinctive features

This MSc in Social and Public Policy is one of the few such courses in the UK to be offered by an interdisciplinary School of Social Sciences. As such, the approach to social and public policy offered here is shaped by a strong belief in the value of interdisciplinary social science theory and research and the importance of understanding the relationship between social and public policy and the other social sciences.

Structure

The course can be completed in one year with full-time study or in two years by part-time study.

The MSc in Social and Public Policy is organised around a sequence of up to three 20-credit specialist modules, two 30-credit modules in social science theory and research methods, and one 60-credit supervised dissertation on a social or public policy topic of your choice.

You will conduct your own analysis and present these in written work and oral presentations. In addition to specialist modules which deepen your understandings of social and public policy analysis, you will undertake modules in social science and research methods. Teaching

You will be expected to attend lectures, seminars and tutorials as set out in the timetable for MSc students. These sometimes sit outside the regular pattern of university attendance and may include day, evening and weekend study and on occasion may fall outside the standard semester dates. You will also be expected to undertake independent study in preparation for lectures, seminars and assessments. A 20 credit module comprises 200 hours of study, including about 30 hours of contact time, and the MSc as a whole, 1800 hours of study.

Modules employ a diverse range of teaching including lectures, seminars, group and individual tutorials, and independent guided study.

The programme benefits from being located in an inter-disciplinary environment so that in parts of the course, you will come into contact with staff and students from other subject areas and, in other parts of the course, with staff and students in the same substantive area.

City’s MSc in Health Policy gives you the knowledge and tools you need to understand, analyse and influence the health policy process, and to operate within an increasingly complex policy environment.

You will analyse the social, political and economic factors that affect policy at a local, national and international level. You will explore how and where policy is made, and who the key players are; and learn how to present your ideas clearly and persuasively to a range of influential stakeholders to bring about change.

Placements

You have the opportunity to do a placement, but it is not a formal requirement of the course. We encourage you to create your own. One recent student worked within the refugee camp in Calais alongside the NGO Doctors of the World as part of her dissertation research on refugee access to health care.

​This programme focuses on the application of the key principles of multidisciplinary public health practice to the breadth of 21st Century public health challenges. Our aim is to develop reflective public health practitioners capable of designing, implementing and evaluating community-focussed public health interventions – in Wales, the UK and internationally.

In this programme we will challenge your preconceptions and practice, developing your knowledge, skills and competences, helping you develop as a reflective public health practitioner. We place a strong emphasis on your own area of practice, and encourage you to base your studies on the issues and situations you face in your own field.

The programme has been designed to meet the needs of a wide range of public health practitioners, professionals, community workers and volunteers working to achieve improvements in the wider determinants of health. Our objective is to support you in further developing your public health knowledge and skills in order to improve your current and future practice, and enhance your career options.

The course is designed as a Masters programme but it has exit points at both postgraduate certificate & diploma level. Reflective practice is integrated into the programme: we’ll encourage you to reflect upon your learning as you progress, culminating in an assessed reflective statement demonstrating the integration and development of your learning and practice through the course of your studies. The dissertation also incorporates a reflective practice element. The programme is available on a part-time and full-time basis; you can also apply to study individual modules on a CPD basis.

For the Postgraduate Certificate, you’ll complete the following modules:
- Assessing Health, Wellbeing & Inequity (20 cred​its): Assess, evaluate and communicate information about the health and wellbeing of populations & communities

- Health Risk Perception & Communication (10 credits): Appraise the sociocultural, emotional and psychological factors that influence responses to threats to population health and wellbeing

- Public Health Policy Development (10 credits): Evaluate the political, social and economic framework within which policies influencing health & wellbeing are developed

- Applied Research Methods and Design (20 credits): Develop the qualitative and quantitative research skills necessary to undertake research and evaluate interventions and day-to-day practice.

For the Postgraduate Diploma, you’ll undertake the above modules, plus the following modules:
- Frameworks for Public Health Intervention (30 credits): Explore approaches to intervention for the protection and improvement of health and wellbeing, and integrate learning from across the programme in the development a coherent multidisciplinary intervention on an identified public health issue.

- Health Protection (20 credits): Assess, prevent and manage risks to health arising from the general environment, communicable disease and environmental health hazards.

- Reflective Public Health Practice (10 credits): Reflect on your learning, practice and experiences in order to evidence the development of your professional public health practice.

To obtain the MSc, you will also complete a Dissertation (60 credits): Design, plan and undertake a piece of independent applied research, and present the findings.

Learning & Teaching​

- ​Course Delivery
Attendance for taught modules is usually one evening per week (part time) or two evenings per week (full time). SHS7000 Applied Research Methods & Design is currently delivered as a blended learning module over four contact days, two days in the autumn term (October) and two further days in the spring term (February), supported by e-learning materials and activities. The APH7008 Health Protection module follows a similar approach, being taught via three 2-day short courses spread through the academic year (November, February, April), plus an assessment day in May.
During your dissertation studies, you will attend research project workshops and be allocated individual supervision time. These usually begin in March (of the 2nd year of study for part-time students).

- Learning & Teaching Activities
The teaching and learning strategy for the programme places a strong emphasis on application of theoretical frameworks to real problems and situations, and allows for substantial student input and discussion. During the programme you will engage with a variety of learning & teaching activities, including:

- Lectures
Lectures will be used to provide you with a framework of ideas and theory, into which you can fit material obtained from independent study and tutorials. Whilst lectures are seen as opportunities for imparting key information they are also intended to be interactive, and debate is encouraged.

- Seminars
These will provide you with the opportunity to discuss problems related to specific subjects. Group seminars will enable you to share experiences and discuss, analyse and evaluate possible solutions.

- Workshops
Tasks will be set requiring you to work together to develop problem solving strategies and to analyse issues.

- Student Symposia
Learning activities led by students will form part of the programme. You will be required to develop and present short papers and facilitate discussion relating to specific issues.

- Case Studies
These sessions will present a case for discussion based on previous events, and you’ll be expected to analyse the situation and suggest appropriate public health interventions in response. These studies will be aimed at improving your skills with respect to the analysis of problems and the synthesis and evaluation of solutions.
Preparation for such a case study may include the following:
- Presentation of available data and information about the case.
- Group discussions, tutorial and individual learning to enable you to identify the problem and synthesise possible solutions.
- Discussions and lectures with relevant professionals to understand the rationale behind the adoption of specific solutions.
- Debriefing by way of tutorials and seminars.

- Contact Time and Self-Directed Learning
The direct contact time between student and tutor varies from module to module. Generally, unless otherwise stated on the module guide, 10 credit modules will include up to 18 hours contact time and 20 credit modules will include up to 36 hours contact time. An exception to the above is APH7010 Frameworks for Public Health Intervention, which includes student-led group work supported by keynote lectures.

In addition to direct contact time you are generally expected to undertake a further 3-4 hours of self-directed learning for every 1 hour of contact time.

- Introduction to Academic Skills
Included within the introduction to the programme is an introduction to the academic skills needed to study at Masters level. This includes the provision of specific e-learning material, a formative assignment and access to a Personal Tutor.

- Moodle
You can access programme material both on and off campus via Moodle, the University’s virtual learning environment. This includes access to lecture presentations, recommended and required reading, group forums, e-portfolios and a range of other learning and teaching resources specific to the modules and programme.

- Personal Tutors & Professional Development
In addition to a general open door policy, we encourage you to meet with the Programme Director and tutors regularly throughout the programme to discuss feedback on assignments and the development of academic skills.
You’ll be an allocated a Personal Tutor at the beginning of the programme, who you can work with to develop your academic skills and consider how you can integrate your learning experiences with your own professional development needs and aspirations. Your aspirations for professional development will be discussed during the induction to the programme. Support and guidance will then be tailored throughout the programme to ensure that you are best able to fulfil your chosen professional development needs.

Assessment

To reflect the applied nature of study, the programme contains no unseen written examinations. Instead, teaching and assessment will focus on case studies, exercises & scenarios reflecting contemporary issues in public health practice, often located within your own professional experience and environment. Examples of assessment tasks include: reports, essays, briefings, oral presentations, group work, observed practice scenarios, online tests and posters.

Throughout the programme, the assessment tasks we set will encourage you to select specific topics of study that are relevant to your interests and practice. For example, in the Assessing Health, Wellbeing and Inequity module, you will be asked to assess and evaluate the health and wellbeing of a specified population (in general or focussed on a specific issue/range of issues). You’ll be free to select a population and issue of professional and/or personal interest to you.

The promotion, protection and improvement of public health are key objectives for the Welsh Government, UK Government and at an international level, as exemplified by the WHO Commission on the Social Determinants of Health.

Our programme is closely mapped to Levels 6 & 7 of the Public Health Skills & Knowledge Framework - the recognised competence framework for public health at all levels in the UK. The programme provides the underpinning knowledge to enable you to pursue UK Public Health Practitioner registration (which requires completion of an assessed portfolio through a recognised development scheme, such as that operated by Public Health Wales – see http://www.wales.nhs.uk/sitesplus/888/page/49062 for details). We are also working on a project with Public Health Wales to develop and pilot a scheme to enable recognition of Advanced Practice (Public Health), supported by work-based learning.

Who is this programme for?:

The MSc Global Energy and Climate Policy (GECP) is the first Masters programme to jointly address the issues of climate and energy policy in an interdisciplinary fashion. It tackles policy and regulatory change, the historical and technological evolution of energy sources, energy markets and their participants, the global governance of climate change as well as the challenges associated with transitioning to a low-carbon economy.

The programme specifically addresses the requirements of those wishing to deepen their theoretical and practical understanding of how energy and climate policies are designed, shaped, advocated and implemented and by whom across a multitude of cases drawn from the Global North and South and across multiple levels of political organisation from global to local arenas.

The MSc is designed for those engaged with or planning a career in professional contexts relating to energy and/or climate policy. It prepares for a multitude of careers in public and private contexts, including in public administration and government departments, strategic policy and risk advisory, government relations and public affairs, policy advocacy, think tanks and academia.

Guest speakers on the programme's modules have included Angus Miller (Energy Advisor, UK Foreign Office), Tom Burke (Founding Director, E3G and Environmental Policy Advisor, Rio Tinto), Jonathan Grant (Asst. Director Sustainability and Climate Change, PwC), Kash Burchett (European Energy Analyst, IHS Global Insight), Chris Dodwell (AEA Technology, former Head of International Climate Policy, UK Department of Energy and Climate Change) and Andrew Pendleton (Head of Campaigns, Friends of the Earth).

The programme draws on the teaching and research strengths of CISD and of the SOAS departments of International Politics, Law, Economics and area studies (especially of Asia, Africa and the Middle East) as well as a wide range of languages. In particular, students will be able to benefit from the expertise located at the Centre for Environment, Development and Policy (CEDEP), the Law School's Law, Environment and Development Centre (LEDC), the Centre on the Politics of Energy Security (CEPES), the Centre for Water and Development, and the SOAS Food Studies Centre.

In addition to the three core modules of Global Energy and Climate Policy (1 unit), Applied Energy and Climate Studies (0.5 units) and Global Public Policy (0.5 units) students choose a fourth module to meet their specific professional needs and personal interests.

Students on this course will have the opportunity to participate in CISD's Study Tour of Paris and Brussels.

Programme objectives

- Excellent understanding of the nature and development of global energy and climate policy, drawing on a variety of contributing disciplines

- Excellent knowledge of regulatory challenges and their impact on public and private stakeholders in both the Global South and North

- Ability to critically contribute to contemporary policy debates about reforms of international energy and climate governance architectures and their interaction with national and sub-national policy and regulatory frameworks

- Development of practical skills including policy analysis and policy advocacy, risk analysis, strategic communication and media

We welcome applications from a wide variety of fields and backgrounds. It is not necessary to have a degree in a discipline directly related to global energy and climate policy.

Each application is assessed on its individual merits and entry requirements may be modified in light of relevant professional experience and where the applicant can demonstrate a sustained practical interest in the international field.

Teaching & Learning

The programme may be taken in one year (full time) or in two or three years part time with the schedule designed to allow participation by those in full time employment. Participants may choose a combination of courses to meet their professional needs and personal interests. The programme is convened on a multi-disciplinary basis, and teaching is through lectures, tutorials and workshops conducted by SOAS faculty and visiting specialists.

The Centre endeavours to make as many of the courses for Global Energy and Climate Policy (GECP) accessible to part time students. The majority of CISD lectures are at 18.00 where possible however lecture times will be rotated on a yearly basis for some courses (between evening and daytime slots) so that part time students will have access to as many courses as possible over the duration of their degree. Associated tutorials are repeated in hourly slots with the latest taking place at 20.00. Students sign up for tutorial groups at the start of term and stay in the same group throughout the academic year. There is a minimum of two and a half hours formal teaching a week (lecture and tutorial) for each GECP course taken. Practical exercises may take place at weekends.

Teaching includes:

- Theory and practice of global energy and climate change policy as intertwined global issues

- Practical toolkit including policy analysis and planning, risk analysis, strategic communication, policy advocacy and negotiation skills

- Interaction with policymakers and government officials, energy industry and NGO representatives, and other practitioners

- An elective from a wide range: International Relations, International Law, International Economics, International Security, Multinational Enterprises in a Globalising World or a course offered by other SOAS departments (e.g. Development Studies, Politics, Economics, Law)

Students will develop an understanding of the social, economic and political contexts which underlie the establishment of priorities and the selection and evaluation of policy responses.

Graduates enter careers in epidemiology, health risk assessment, consultancy or policy development as applied to environment and global health.

Objectives

By the end of this stream students should be able to demonstrate ability to apply knowledge of the core disciplines of public health, consisting of statistics; epidemiology; health economics; and social research, to real health problems. In addition, they should be able to:

- describe the principal concerns in environment and health (pollution of air, water, and land; the urban environment; sustainable development; risk perceptions)

- interpret and evaluate risk assessments and risk management strategies as applied to environment and health concerns

- show a theoretical and practical understanding of the design and analysis of studies in environmental epidemiology

- analyse the political and social contexts in which an environment and health policy is made, the factors that lead to policy change, and in particular, the role that research plays in policy change

- show competence in critically evaluating and communicating research evidence in relation to environment and health issues

Part of the assessment of the XMPA course contributes also to professional recognition and Chartered Manager status which course participants can continue on completion.
