Course summary

This programme will explore the key debates in national and international education policy. You will engage with a critical analysis of the different concepts underlying the evolving landscape of educational policy globally, such as new forms of funding and delivery, privatisation, evaluation and inspection.

Students will examine key education policies in the UK and other countries, with a particular focus on social justice, and consider the possibilities for more socially fair and democratic policy enactments. You will also explore a range of identities including, but not limited to, social class, gender and ‘race’/ethnicity, and how these aspects of identity shape the policy formation and enactment process in the UK and internationally.

This course has a particular focus on social justice within education, and allows participants to reflect on the varied and linked aspects of education in a contemporary domestic, and globalised, world. You will benefit from our relationships with international organisations and contacts such as UNESCO, which open up educational study and employment opportunities.

While providing an introduction to the key theories and concepts in the fields of education policy and social justice, this course will offer students an understanding of the established techniques of research and enquiry, and how these are used to create and interpret knowledge. With these skills, you will be well placed to be able to critically evaluate research and advanced scholarship, in order to understand the basis of educational policy nationally and internationally. 

You will develop the confidence and knowledge to become a professional practitioner, researcher or developer in the field of education policy. With the necessary skills and understanding for reflecting on your own and others’ practice, you will be able contribute to improving educational processes and outcomes. As such, the course is well-suited to current teachers and school leaders, professionals working in policy related areas, and national and international recent graduates.

Content

Students will undertake a study of the recent history of Education policy, studying the key parliamentary acts from 1988 to the present time. Students will evaluate these policies in relation to social justice, looking critically at how inclusive or exclusive they have been, and from there consider the possibilities for more socially just policy enactment. Other modules will broaden this understanding, as students investigate global theoretical perspectives on education policy, and the different models and policy schemes in use, and the outcomes and implications of these policy choices in different contexts. Further, students will explore how discourses on teaching vary over time and across national contexts, and analyse the effects of education policies on the teaching profession, including looking at teachers’ contribution to social change.

Students can also explore the way in which policy is enacted and governance undertaken across the world. Particular modules will look at the new actors (philanthropists, social entrepreneurs, edu-businesses, community organisations, etc.) that have served as the driving force for recent political change, and study four conceptual principles underlying the concept of ‘network governance’.

Other modules will focus on developing your critical perspective on the political nature of education as well as offering chances to engage with new methods and tools to perform policy analysis. Especially, you will strengthen your ability to undertake and evaluate research, and you will be able to study a variety of theoretical concepts underlying social and educational research, carrying out a research project of your own.

The focus of the program is on preparing graduate students to work as educators, practitioners and policy-makers in student affairs, student services and higher education. The program will help students comprehend, analyze and meet the changing needs and wants of the current college student. Students will learn how to use interpersonal skills and strategic interventions, especially as they relate to issues of equity and access, which lead to success for ALL students. Employing an Action Research Methodology, graduates of this program will be prepared to analyze current higher education practices and policies and create programs, services and interventions that generate positive impact and student success. Students will have an opportunity to complete two internships in the field.

The program is aligned with the CAS (Council on the Advancement of Standards in Higher Education) Standards and the ACPA/NASPA Professional Competencies.

Course Structure and Content

The program is a 42-credit program that can be completed in 2 years. Students have the option of earning a certificate in either Sustainability or Educational Technology as part of the HEPSA Program.

Students will have two internship classes and opportunities totaling 500 hours in the field. Internship 1 will focus on developing the interpersonal, listening and referral skills necessary for work in the field of higher education and student affairs. Internship 2 will focus on developing an understanding of strategic planning and institutional structure as well as planning for and creating policy changes.

All students in their first semester will take a course on Critical Action Research where they will have an opportunity to pose a question about student affairs/higher education that they would like to understand. Throughout their program they will answer that question through their course work. The capstone project will result in a publishable thesis answering that question. This process will help to position students as experts on their topic of interest as they move in to a professional or new role.

The Policy Studies in Education MA will introduce students to ways of critically analysing education policy within a broad social, economic and political context, considering contemporary developments in education policy in institutional, local, national and global contexts. It will enable them to explore existing policy issues and practices, and apply the insights provided to their own experiences.

Degree information

Students have the opportunity to engage with a broad range of perspectives and develop a comprehensive theoretical understanding of education policy. Students will study major and topical themes within social science (such as globalisation, markets and managerialism) with a particular emphasis on their effects on and relevance to education.

Students undertake modules to the value of 180 credits.

It probes the influence of global policy agendas on education and the contribution that education makes to social justice, economic growth and sustainable development. In line with the sustainable development agenda, development is treated as an international issue and the pathway considers case studies from countries around the world as well as from within Bristol. It includes study of formal and informal education through diverse institutions and organisations, including schools, universities and community organisations.

The pathway takes a critical look at ideas about social development, such as human rights, the capability approach and peace building, and their implications for education policy and practice. The Department of Education offers a one-year (12 month) taught full time MA in Science Education. This programme will be attractive to all those who have an interest in science education, whether as teachers, researchers or policy makers. Applications are welcomed from both home and international students.

Applicants are strongly advised to ensure that they submit applications no later than 1st September if they wish to begin a course of study beginning in the same year. No guarantee can be offered that applications received after this date will be processed for a September start date.

The Department also welcomes applications from people interested in studying for a PhD in science education in its areas of expertise (see below).

Our school science programmes such as Science: the Salters Approach, Salters Advanced Chemistry, Salters Horners Advanced Physics and, most recently, Salters Nuffield Advanced Biology and 21st Century Science are widely used in this country, and have received international acclaim. All hold major grants for research and development in science education.

Areas of expertise include assessment, attitudes to science, the use of context-based approaches to the teaching of science, curriculum development (including international collaboration on projects), evaluation of curriculum interventions, gender issues in science education, practical work in science, scientific literacy, systematic reviews of research literature, and the transition from primary to secondary school. Current international work includes involvement in the PISA (Programme for International Student Assessment) project and a number of initiatives in Southern Africa.

The reputation of the University of York Science Education Group was a major contributory factor in York being chosen as the home of the new National Science Learning Centre, which opened in September 2005 and offers a programme of professional development courses for science teachers.

Globalisation is perhaps the key driving force of modern education systems. Schools (and other educational enterprises in universities, businesses and communities) are part of a global network. This programme explores important issues about what it means to be a citizen in a global world - what could and should be done by educators to respond to the needs of individuals and groups in nation states and the new global society. We discuss issues about rights and duties and communities in the UK, Europe and globally and explore learning, teaching and assessment methods in schools and beyond.

This programme will be attractive to all those who have an interest in social studies education. This includes political and ideological education, moral education and education for diversity. This is a broad field that includes global education, comparative education, international education, intercultural understanding and citizenship education. In particular, the programme explores how to help people understand society and develop the skills to take part in it. This includes investigations of European citizenship and global citizenship education and focusing on learning and teaching methods. The programme will be of interest to those who see themselves as current or future teachers, researchers or policy makers. Applications are welcomed from both home and international students. Examples of what our graduates have done include PhD research in Australia; becoming and academic in a university in Japan; being an international student advisor at a university in the USA; working in business and in higher education in China.

Dissertation/report
All students undertake an independent research project in primary education (policy and practice). The project culminates in a dissertation of 20,000 words or a report of 10,000 words on a topic agreed with their tutor.

Teaching and learning
A range of learning and teaching approaches is employed across the programme, including lectures, student presentations, group discussion, directed reading/writing tasks and contributions to the Virtual Learning Environment, designed to promote active engagement and capitalise on participants' diverse backgrounds. Student performance is assessed through coursework assignments and the dissertation/report.

Graduates of this programme are currently working in a broad range of careers, both nationally and internationally. MA Education:
The MA Education is our most popular degree and allows you the greatest flexibility in choice of units and dissertation topic (with the exception of those opting to take the International Baccalaureate Educator Certificates who are required to take specific units).

MA Education (International Education):
This pathway is designed for those who wish to develop knowledge and an understanding of issues relating to education beyond the national context. Depending upon your interests, you can focus on issues relating to educational practices in different national systems, on international schools and/or on other issues cutting across national contexts.

MA Education (Learning and Teaching):
If you wish to develop the practice and your understanding of Learning and Teaching then this is the pathway for you. Core units draw on theory of learning and teaching processes (with children and adults) and the role of technology.

MA Education (Educational Leadership and Management):
This pathway is designed to meet the needs of experienced educational professionals who wish to inform their work as leaders and managers, or who aspire to a leadership role, through an in-depth understanding of current educational management practice, theory, research and policy.

If you wish, you can complete the programme entirely though distance learning, however we recommend you try to attend at least one face-to-face unit as it is valuable to spent time in a study environment with tutors and other students.

Programme structure

For the 90 credits required for the MA Education, you acquire 60 credits through taught units and 30 credits by completing a dissertation. Typically, you complete five 12 credit taught units. One of the taught units must be the Research Methods in Education which is worth 12 credits, another of the taught units must be Understanding Learners and Learning or Education and Society (your choice may depend on which pathway you choose).

- Distance learning study commences at two fixed points in the year, 1st March and 1st September.
- Units taught at Summer School start in July
- Units are taught at Study Centres throughout the year.
- You can study units in any order, but you must complete each unit within six months.
- 175 study hours is expected for each unit.
- You can study up to two units at any one time and you have between two and five years to complete the programme.

Learning and teaching

Our programmes are modular, consisting of self-contained units, taught and assessed by assignment and dissertation. As you progress through the units and successfully pass the assignments, you will receive feedback and grades, thus providing you with a clear indication of your academic progress.

Teaching methods at Summer Schools and Study Centres include; lectures, student-led seminars, workshops, group work, tutorials, Moodle (virtual learning environment), and other electronic communications.

If there are less than six students enrolled on a unit scheduled at Summer School, the unit will still run, but it may be taught on a Directed Tutorial basis. You will be provided with resources to help your study and individual or group tutorials will be timetabled in order to make sure your learning needs are fully met.

Distance Learning takes place online; enabling you to study independently with the support of a tutor. The Wiki environment offers you a number of alternatives for working flexibly with your learning materials. In addition, there are opportunities to link up with other students and leave feedback about your experience.

Methods of assessment

Assessment consists of a written 5000 word assignment for each unit of study, together with a 15,000 word Dissertation.

Accreditation of Prior Learning (APL)

If you have studied, but not completed or received an award, for postgraduate Masters level units in education from another institution, you may be eligible to transfer credit for this prior learning.

- Depending on the programme of study, you may transfer up to 40% of the total credits required for the MA/Postgraduate Certificate/Postgraduate Diploma in Education.

- Credit must have been obtained recently (less than 8 years ago at the time of the award of the qualification to which it contributes).

- Claims for APL will be considered on a case-by-case basis.

- If you obtain APL you will still be required to study Research Methods in Education and either Education and Society or Understanding Learners and Learning (unless your previous study has sufficient overlap with any of the units, in which case exemption may be considered).

- Use of APL credit may affect your options when selecting a study pathway.

Course overview

The PGCE (PCET) is a professional teacher education programme that will qualify you to teach in the post-compulsory education and training sector which includes sixth form colleges, further education colleges, vocational training and adult education.

The PGCE (PCET) is popular with graduates whose degree subjects are not widely taught in secondary schools, such as sports science, health and social care, psychology and dance. Our course equips you to educate adults and young people, sharing your knowledge and helping others fulfil their potential.

The full-time pre-service PGCE (PCET) is a robust, stable and popular provision with a great reputation. The programme benefits from its direct link to SUNCETT, one of the only 10 Centres for Excellence in this Sector. The programme is directly informed by both the national and international education research and development work of the team.

This pre-service course is for graduates who don’t have previous experience of teaching. If you are already employed in the PCET sector, we also offer an in-service part-time PGCE (PCET). The University, through its dedicated Placement Office, will help to arrange a minimum of 100-hours teaching practice placement in the Learning and Skills sector. This is a valuable opportunity to design, deliver, assess and evaluate teaching and learning in the sector, under the guidance of a mentor in your subject specialist area.

Please note you will be expected to pay travel and subsistence costs relating to placements.

The course is based at the Forster Building on City Campus, just a few minutes from the main Murray Library and close to Sunderland city centre. It’s a very vibrant and supportive environment with excellent resources for teaching and learning.

We’ve got thousands of books and e-books on education topics, with many more titles available through the inter-library loan service. We also subscribe to a comprehensive range of print and electronic journals so you can access the most reliable and up-to-date academic and industry articles. Some of the most important sources for your course include:
-EBSCO Professional Development Collection, which is a specialised collection of over 500 education journals, including full-text education journals dating back to 1965
-British Education Index, which contains information on research, policy and practice in education and training in the UK
-Australian Education Index, which covers more than 130,000 documents relating to educational research, policy and practice
-Educational Resources Information Centre (ERIC), which is a comprehensive, searchable bibliographic and full-text database of research and information. Over 650 journals are indexed
-JSTOR (short for ‘Journal Storage’), which provides access to important journals across the humanities, social sciences and sciences
-Lexis, which provides access to legal information as well as full-text newspaper articles

IT provision
When it comes to IT provision you can take your pick from hundreds of PCs as well as Apple Macs in the David Goldman Informatics Centre and St Peter’s library. There are also free WiFi zones throughout the campus. If you have any problems, just ask the friendly helpdesk team.

Employment & careers

On successful completion of the course you will have a PGCE PCET, the full award for teaching in the post-compulsory education and training sector. Your new qualification can open employment prospects throughout the post-compulsory sector. Previous graduates of this course have been employed in the following areas:

Following successful completion of the course, and once in a teaching post, you will be able to apply to the Society for Education and Training (SET) who provide the recognition route to Qualified Teacher Learning and Skills (QTLS) status through their professional formation process.

Welfare states everywhere face enormous challenges from population ageing, changes in family life and work-patterns, migration and the economic crisis. In a globalised and interdependent world, these issues can only be understood from an international perspective which accounts for these common pressures and processes, but which also recognises and engages with the diversity of national traditions and institutions for delivering welfare.

The International Social Policy programme takes a policy analytic approach to provide you with an advanced understanding of current debates, theories and concepts relevant to international social policy. You learn about the common features of social policy arrangements internationally and the variety and differences that characterise welfare across the countries and regions of the world. Drawing on the research-based expertise available at SSPSSR which relates to countries ranging from China, South Korea and Singapore in South East Asia to the UK, Germany and Sweden in Western Europe, you are equipped to understand how national and global forces interact to shape trajectories of welfare system development.

The programme enables you to apply theories and methods of social policy in exploring enduring cross cutting themes in social policy, including the prioritisation of equality and capabilities, as well as to drill down to how and why policy unfolds in key welfare fields. You develop policy analytic skills in relation to such areas as health, migration, pensions, education, social care, and children & family related policy. You acquire expertise in the use of primary and secondary data collection in areas pertaining to all these aspects of social policy, and are thus equipped to think critically about the development of social welfare systems in a global age across the full range of national contexts and policy situations.

We place considerable emphasis on structured, interactive seminars with a high degree of student participation. You also join the staff/graduate seminars which allow MA and research students to become involved in a professional research culture.

The programme gives you a clear and confident grasp of social policy in developed and developing countries. You gain an advanced understanding of the relevant debates, theories and concepts of international issues alongside skills in research design and data collection.
