The MSc Global Economic Governance and Policy is the most recent addition to the Department of Economics’ portfolio of masters programme. The programme builds on the department’s unique combination of expertise – in policy analysis, regional economics and critical theoretical perspectives – to provide students with an in-depth understanding of core policy debates in the area of global economic governance. Specifically, the programme focuses on:

- global economic governance: It offers in-depth specialisation in this area of wider global governance.

- economic policy: It provides high-level training in the understanding and critical evaluation of economic policy issues, design and solutions, their foundation in the evolution of economic theory and methods, as well as critical discussion of the application of policy design to real-world problems, such as issues of implementation and monitoring.

- regional specificities within the global economy: It provides a differentiated analysis of problems of global economic governance from a range of regional perspectives, in advanced as well as developing country regions.

The programme is taught through two dedicated core courses (Global Economic Governance I: Global Economic Policy Debates and Analysis and Global Economic Governance II: Institutional and Governance Debates on Economic Development and Growth). In addition, students can choose from a wide range of optional courses and will write a 10.000 word dissertation.

Structure

The MSc in Global Economic Governance and Policy is a new masters programme designed for professionals and postgraduate students, with or without a prior background in economics, who wish to gain a focused and in-depth understanding of contemporary economic governance and policy debates.

The MSc is taught through two dedicated core courses. The first, Global Economic Governance 1 deals with issues of Global Economic Policy. This covers international trade and investment relationships between countries, trade and industrial policies, global capital markets, the international monetary and financial system, multinationals, global production networks and labour in the global economy. The second core paper, Global Economic Governance 2 deals with issues of institutions and governance. This includes issues of governance reforms for developing countries, the theory of institutional economics informing these debates, the policy and theoretical debates around property rights reforms, anti-corruption, industrial policy, rents and rent seeking, democratization and related governance issues. In addition, students will choose one, two or three optional courses, depending on the weight of the courses (see the list below), from across a range of SOAS departments plus a 10,000 word dissertation.

Students can, but do not have to, choose a course structure that, in addition to the programme’s focus on policy analysis and training, provides research method training.

- Optional Courses

MSc GEGP students can choose either one (1 unit) course or two (0.5 unit) courses or three (0.33 unit courses) to make up a total of 1 unit from the following list of courses by department. The availability of open option courses in other FL&SS departments from the below list is conditional on the approval of individual course convenors as well as the usual restrictions with regard to pre-requisites, timetable compatibilities and availability of individual courses in any one academic year. Students should note that some courses are capped in terms of student numbers, and that students from home departments will be given priority in case the relevant caps are reached. All law courses are open only for students with an LLB or who take the Law pre-sessional course offered by the School of Law at SOAS.

- Economics Department

MSc GEGP students will be eligible to take any of the post-graduate courses offered in the Economics Department, pending permission by the course convenors on the basis of the students’ prior academic qualifications in economics. Economics options with CATS 22.5 (0.5 unit) modules will be made available subject to approval.

SOAS Library is one of the world's most important academic libraries for the study of Africa, Asia and the Middle East, attracting scholars from all over the world. The Library houses over 1.2 million volumes, together with significant archival holdings, special collections and a growing network of electronic resources.

Teaching & Learning

Courses are taught in lectures and tutorial groups. Degrees are awarded on the basis of assessed coursework, examinations and the dissertation. Courses are generally assessed on the basis of a final examination (70%) and an essay or project-based coursework (30%). MSc degrees are taught over a period of twelve months of full-time study within a structured programme. In the case of part-time study, the degrees will be taught over two or three years.

Intellectual (thinking) skills:

- Students will acquire the ability to discriminate between competing economic theories and methods underlying the design of global economic policies, and to critically appraise the policy implications of these differing approaches.

Employment

The MSc Global Economic Governance and Policy is a new programme, starting in 2016/17.

Students enrolling in this programme will return to or pursue careers in a wide range of positions in public, private and non-governmental project management and policy advice, for which a thorough understanding of on-going issues in global economic governance is essential.

This includes, for example, government officials from developing and advanced countries whose remit requires a wider understanding of global economic governance issues; employees of international organisations whose remits are not primarily concerned with economic policy-making, but increasingly require a thorough understanding of global economic governance issue to co-ordinate their approaches with those of other national and international organizations; private sector managers and consultants requiring a systematic understanding of current economic crises and imbalances in the world economy as well as regulatory approaches to this; employees of NGOs working in areas affected by current global economic crises and imbalances and policy responses to these; graduate students wishing to build a career in any of the above, and economics graduates with a special interest in global economic policy debates and design.

Recently the OECD and Worldbank have launched a Green Growth strategy, which looks for ways to combine inclusive economic growth with a non-deteriorating environment. International development agencies, national governments, regional planners, but also internationally operating firms have to deal with the tension between development and growth on the one hand, and responsible use of resources on the other hand.

This has resulted in a wide variety of responses at the firm level, from foreign investments with the aim of securing resources to corporate social responsibility strategies. At the more aggregate level, analysts have been questioning the growth imperative (cf. Occupy Wall Street, Degrowth) - is growth obsolete?

Evaluate policies and firm strategies towards development and sustainable resource use:
In the 'Sustainability and Growth' track, you will learn how to analyze the sources of economic growth in a country or region, the barriers to growth and development they face, and the possible negative consequences of growth. You will be trained to evaluate policies and firm strategies towards development and sustainable resource use.

The track is closely linked to the Tilburg Sustainability Center, a multidisciplinary research and policy advise institute.

In these courses, you will learn how to evaluate people’s willingness to pay for environmental improvements, and how to measure the effectiveness of structural reform policies. You will write policy proposals regarding inequality and growth, educational policies, and innovation strategies. An example of a case you will be analyzing is investment in sustainable production methods in Vietnamese villages.

The programme highlights the importance of Latin American countries as dynamic emerging markets and explains the ways in which Latin American economic development is bound up with social and political processes.

Degree information

Students will gain a broad understanding of different theories of globalisation, key academic debates on economic growth and development, and current policy challenges to sustained and equitable economic growth in Latin America. Dissertation/report
All students write a dissertation of 15,000 words (90 credits) on a research topic of their choice related to globalisation and economic development in Latin America.

Teaching and learning
The programme is delivered through a combination of lectures, independent reading and research, seminar discussions and research skills training. Assessment is through essays, term papers, presentations, analytical exercises and the dissertation.

Fieldwork
Many of our Master’s students undertake fieldwork in order to carry out research for their dissertation projects.
There may be travel costs associated with fieldwork. The institute has limited funds available to students to help towards the costs of fieldwork. These funds are awarded on a competitive basis on the criteria of academic performance to date, the quality of the research proposal and the importance of fieldwork for completing the research.

Careers

Some graduates from the MSc have gone on to PhD studies, while others have put their research skills to good use working in the policy sector. In terms of commercial opportunities, the alternative energy sector has provided employment for our graduates in recent years. The programme situates the study of international education within a complex and changing world where education and education professionals are called upon to play equally complex and challenging roles in promoting economic growth and competition, while at the same time supporting the development of sustainable and cohesive societies and promoting equity and social justice.

Course structure

The course is structured over three trimesters and totals 180 credits (90 ECTS). It is available in campus-based mode, low-residency mode or online-only. You can start in September or February and will study for 60 credits per trimester. In your first trimester you will study the MA Education core module Education: Economics, Politics and Society (30 credits) plus your award core module (30 credits). In the second trimester you will study the core module Social Science Research (30 credits), plus two 15-credit elective modules, one of which may be a shared elective from another MA award. In your first trimester you will study two compulsory core modules totalling 60 credits.
Core Module:
Education: Economics, Politics and Society (30 credits) explores how education can be understood in a complex and globalised world where it is seen by many governments as a significant factor in economic growth and competition. You will learn how to question the policies and organisations involved in defining the purposes, content and outcomes of education.
Award Core Module:
International Education and Globalisation (30 credits) looks at education within a global context and deals with issues such the role of international organisations, anti-globalisation critiques, cultural hegemony and the political economy of education within the global knowledge economy.
Trimester 2
In your second trimester you will study one compulsory core module, and two 15 credit elective modules, one of which may be a shared elective from another MA award. This will total 60 credits.
Compulsory Core Module:
Social Science Research (30 credits) sets educational research within the broader context of the social sciences and introduces a range of qualitative and quantitative methodologies and methods from which you can select the most appropriate for your dissertation.
Elective Modules:
Education and Development (option 15 credits) considers the relationship between education and international economic, social and human development. It focuses on patterns of international investment in education, key aspects of the discourses of education policy and key challenges to ensuring a quality education for all in both developed and developing countries.
Education, Conflict and Peace (option 15 credits) looks at the role of education in violent conflict before moving on to consider humanitarian and development initiatives to deliver education in conflict and emergencies. It explores issues of gender, displacement, children’s experience of conflict, and educational policy for peace and citizenship.
International Higher Education (shared option 15 credits) develops understanding of contemporary international higher education. Specific aspects of policy (widening participation; research, creativity and innovation; New Public Management) are explored through case studies of international Higher Education reform and management.
Trimester 3
In your third trimester you will research and write your Dissertation (60 credits) on a topic relevant to your award.
Dissertation (60 credits) enables you to study and research an aspect of education theory, policy or practice in depth, guided by an expert to arrive at your own synthesis of a topic to take forward into your career.

Teaching methods

For the campus-based mode of study, some lectures and seminars will take place during the day, whilst others may be in the evening or at weekends. For low-residency students the teaching will be concentrated into two 2-week blocks (typically around 6 hours per day). The course also makes extensive use of online teaching, particularly for the low-residency and online only modes. This will include a combination of individual and shared learning using the Bath Spa University virtual learning environment.

His research has addressed the role of the European Union in developing education policy for Higher Education, Early School Leaving and the Knowledge Economy. -Dr. Julia Paulson: Lecturer in Education Studies: Julia’s research interests are in education and conflict and in education and development. She has worked on these issues with NGOs in Latin America, West Africa, the UK and Canada. She has also worked as an education consultant for international organisations like UNICEF, UNESCO and the World Bank. She has published on education and reconciliation, transitional justice, teaching about violent conflict and education in emergencies. She is editor of Education and Reconciliation published by Bloomsbury in 2012 and she completed her doctoral research at the University of Oxford on the role of Peru’s Truth and Reconciliation Commission in educational reform in 2011.

There are no written exams on this course; each module is assessed through coursework. This typically involves an essay of 2,500 words for a 15-credit module or 5,000 words for a 30-credit module. One of the tools our students can use is our Database Developing World (DDW). This database constitutes a unique window to the developing world, making it possible to study important processes on a scale and with a degree of detail that is unique in the world.

The DDW also holds indicators for seven of the eight Millennium Development Goals (MDGs) which range from halving extreme poverty rates to empowering woman and providing universal primary education. The target date of 2015 is fast approaching and although enormous progress has been made, the UN is working with governments, civil society and other partners to carry on with a post-2015 sustainable development agenda. Teaching and learning

The whole course is taught in English using case material from the English-speaking world, primarily the UK. Should you wish, you can also register for one undergraduate foreign language module credit offered at Brookes as part of your tuition fees.

Learning methods include lectures, directed reading, workshops, seminars, and practical and project work.

Teaching is organised on a module-credit basis, each module involves approximately 200 hours of student effort, normally delivered over a 12-week period.

Approach to assessment

Each module is assessed separately, generally on the quality of a combination of written or oral presentation work. Assessment methods may include essays, seminar papers, formal written examinations, case study reports, and individual or group presentations.

Free language courses are available to full-time undergraduate and postgraduate students on many of our courses, and can be taken as a credit on some courses.

The MSc programme in Money, Banking and Central Banking is designed to offer specialised teaching in banking and financial markets which is particularly relevant given all the changes introduced during the last global financial crisis, as well as the changes made by major central banks in the running of their monetary policies since then.

Monetary analysis has been mainly disregarded in the years running up to The Global Financial Crisis and this contributed to high rates of growth of money which ultimately led to unsustainable economic growth and financial instability. Unlike any other degree in the UK ours emphasises the importance of high quality monetary and banking analysis so we can assess those policies compatible with stable economic growth and financial stability over the long term. Expert knowledge of monetary economics and monetary policy, risk management and financial institutions is going to be of crucial important to understand the world after the recent crisis.

The degree will provide the latest research methods and tools to teach students to think analytically and critically, and apply their knowledge to practical problems faced by investment banks and central banks and other financial institutions.

Who is the programme suitable for?

This degree aims to produce graduates with this specialised knowledge and the skills required for a career in central banking and finance (in particular in investment banking), as well as monetary analysis suitable to pursue a career in consultancy businesses, research departments and specialised media. We welcome both recent graduates and those already in employment in these areas who wish to further their careers.

Structure

The bulk of the programme will consist of several modules providing the theoretical and analytical tools for the students to understand central bank operations and policies, as well as banking business, so they can identify how money is created in modern economies and analyse how changes in the amount of money affect overall prices as well as the running of the economy along the cycle. Students will also learn the statistical techniques and use specialised software to gather and analyse macroeconomic and financial data. At the end of the programme students will submit a master’s dissertation.

We offer two entry points, in September and January. We also offer a part-time programme for those professionals already working and looking forward to furthering their education and careers in money and banking.

Professional accreditation in risk management

Students will be offered the option to take an examination and get the Professional Risk Managers’ International Association (PRMIA) accreditation in financial risk management. In particular the students will be able to get the Associate Professional Risk Manager Certificate (Associate PRM Certificate), which is a PRMIA programme offered online for staff entering the risk management industry.

The programme covers fundamental concepts of the risk management profession and has become a well-known benchmark in this market both in the UK and in the rest of the world. The materials for preparing for the exams are fully available on the PRMIA’s website and include scheduled readings and webinars series. In addition, the teaching staff of our master’s programme will offer extra academic support to the students willing to take the exam.
