What you'll study

The MEGov will give you the skills and knowledge to manage transformational government ICT projects, using real-life examples from New Zealand and overseas. Your studies will include:

  1. Up to eight core courses depending on your previous work and study experience—you'll learn about the theories, concepts, frameworks and strategies that underpin the management of public service ICT. You'll also find out how e-Government relates to good government and examine the risks and benefits of using ICT to enable public engagement.
  2. A research project–you'll research and report on a specific topic in e-Government or apply your knowledge to the design and management of a transformational e-Government project.
  3. Four other courses–choose from a wide variety of courses depending on your career goals, looking at issues in public policy, public management and information management in government and the private sector.

How you'll learn

Courses are delivered in a Block, Intensive or Weekly format. Whatever format your course is delivered, you need to attend all of the classes to pass and to get the most out of your study.

Block

Most MEGov courses are delivered on-campus in a block format, which means that you'll need to attend classes on three full days each semester. These classes are separated by about six weeks.

Weekly

Some of your core classes are delivered in a weekly format, with classes taking place in the evening during the standard university trimesters.

Intensive

Depending on the courses you take, you may have a class that's delivered in an intensive format. Intensive courses are structured as one-off blocks of four days, or two blocks of two days separated by six weeks.

Workload

If you are studying full-time you can expect a workload of 40–45 hours a week for much of the year. Part-time students doing two courses per trimester will need to do around 20–23 hours of work a week. Make sure you take this into account if you are working full-time.

You can estimate your workload by adding up the number of points you'll be doing. One point is roughly equal to 10–12 hours work.

Duration

The MEGov can be completed in two years part-time, or one year of full-time study.

Community

Postgraduate study at Victoria will help you build valuable relationships and networks with peers, university staff and future colleagues.

You’ll get an orientation to introduce you to the people you’ll work with, a working space with desk, computer and storage, and use of a common room or kitchen when you want to take a break or mingle.

You'll also have opportunities to attend events, workshops, social functions and seminars such as the Student Learning Postgraduate Research skills sessions.

MSc Management and Information Systems: Change and Development aims to train 'hybrid managers' capable of understanding both the job of management in its organisational setting, and the role, management and jargon of information, information systems and information technology.

The course intends to help close the gap of knowledge, skills, culture and language that exists between functional managers and information systems professionals - a gap that results in the majority of information systems, including e-government, e-commerce, and e-development systems, under-performing or becoming failures.

You'll therefore graduate in a strong position to lead the successful development and implementation of new information systems in a wide range of organisations. By the course's end, you will have been provided with:

  • conceptual frameworks to understand the role of management of information, of information technology and of information systems in organisations
  • new knowledge and skills to help in the effective planning, development implementation and management of information systems
  • new knowledge and skills to help in the effective management and change of organisations.

Special features

An overseas field visit is an integral part of the programme. The cost of the visit is included in the programme fee. In addition, participants may undertake research visits to organisations applying information systems in practice in the UK. Field courses may be scheduled at any point during the twelve-month period of the degree programme and this may include during University vacations. Successful applicants are expected to be available to attend.

Countries to be visited may change their immigration and visa regulations at short notice. The Global Development Institute (GDI) cannot guarantee that where visas are required for the field course, they will be granted. GDI will ensure that, in the unlikely event this occurs, affected students are not academically disadvantaged.

Teaching and learning

Part-time students complete the full-time programme over 24 months.  There are NO evening or weekend course units available on the part-time programme, therefore if you are considering taking a programme on a part-time basis, you should discuss the requirements with the Programme Director first and seek approval from your employer to have the relevant time off. Timetabling information is normally available from late August from the Programme Administrator and you will have the opportunity to discuss course unit choices during induction week with the Programme Director.

Coursework and assessment

The taught elements of the programme, carrying 120 credits overall is continuously assessed by a variety of methods (project based reports, essays), involving largely individual submissions, but also elements of group work.

Participants must also complete a 12,000-15,000 word dissertation on a topic of their choice approved by the Programme Directors. Students are encouraged to base their dissertations on topics of direct professional concern to themselves.

Teaching and learning

Flexible study

The distance learning programme starts annually every January.

Participants study on the distance learning degree without leaving home or interrupting their careers. A typical study route would involve completion of four compulsory modules in the first year of study, and completion of the remaining four modules in the second year. A dissertation is undertaken in the first half of the third year. Using this route, participants complete the full Master's programme in two-and-a-half years. For example, those starting in January 2018 would complete in July 2020.

However, the programme is flexible and can accommodate faster or slower study and completion speeds in order to take account of work, family or other personal commitments. For example, after completing teaching period one, students can accelerate their study by spending a twelve-week semester in Manchester, studying alongside students on our face-to-face Master's programmes. Students can also slow down, perhaps taking only one module rather than two in a particular teaching period, or taking a complete break of a teaching period during which no modules are studied. Different study plans are possible as long as students complete the programme within four and a half years.

Coursework and assessment

Each module generally requires one assignment of 3,500 words. Assignments for all modules typically relate to organisational application of management and information systems ideas.

Participants must also complete a 12,000-15,000 word dissertation on a topic of their choice approved by the Programme Director. Students are encouraged to base their dissertations on topics of direct professional concern to themselves.

Description of programme

The programme focuses on the realization of innovative IT services and systems. You will learn about the technologies and concepts essential for the development of modern information systems, which are typically complex and include cooperative components. Such technologies and concepts include software agents, service-oriented computing, middleware and ontologies. You will also learn how these technologies can be applied to business systems and other support activities that are critical to society.

Master's Degree (60 credits).

Master of Science (60 credits) with a major in Computer Science. 

In order to be entitled to a Master of Science (60 credits) the following requirements have to be fulfilled: 

  • 60 credits in completed courses of which at least 45 credits must be second cycle courses.
  • At least 30 credits within the same main field of study, including a degree project of at least 15 credits.
  • All qualifications at the second cycle require a previous degree of Bachelor, a professional degree or an equivalent foreign degre

Professional stream

If you’d like to gain practical knowledge of digital business and prepare for a professional career, this stream is for you.

It includes an industry internship (8-13 weeks over summer) working on real projects at an organisation of your choice, either in New Zealand or overseas. This is designed to kick-start your career by gaining hands-on experience, and help solidify your knowledge base.

You'll also complete an applied research project investigating a problem or opportunity related to digital business.

It's possible to study the Professional stream completely online if you wish – ideal for people who are working full-time. All interactions with staff and students will take place online.

Research stream

Conduct in-depth research into a specialist area of digital business that you're truly passionate about.

This stream may be the best option for you if you're interested in further academic study, such as a PhD, or a possible future research career. You'll get to grips with the latest research and gain expertise in how digital technologies can be applied in a business context.

Teaching & Learning

The MSc is made up of eight modules. Each module is studied in eight-week sessions. You can only take one module at a time, but each module is typically available in at least two of the year's study sessions. This gives you the flexibility to plan how you study during the year, enabling you to fit your study in with your professional, family and personal commitments.

You will be individually assigned an online academic tutor for the duration of each module with whom you can discuss academic queries at regular intervals during the study session. You will also have a named administrator providing you with help and advice throughout your studies.

Before the start of each module you have enrolled on, you will be sent a package containing all of the study materials that you need to complete the module – the core text, textbooks, a collection of key articles, and any module related software. 

To make your experience as a distance learning student more complete and rewarding, we provide access to the Virtual Learning Environment, which is a web-accessed learning environment. Via the VLE, you can communicate with your assigned academic tutor, administrators and other students on the module using discussion forums. The VLE also provides access to the module Study Guide and assignments, as well as a selection of electronic journals available on the University of London Online Library.

For each module, you will sit a three-hour examination, held on a specified date in September/October, and complete two assignments during the module study session. Assignments are submitted and feedback given online. Examinations and assignments are weighted 70:30.

Employment

As a graduate of this programme you will be well prepared for senior positions in national and sub-national government sectors, international organisations, regional development and aid agencies, and NGOs.
