This professionally accredited postgraduate programme has been carefully designed as a ‘fast-track’ conversion course for graduates of any discipline who wish to make a career in planning or in related fields. It aims to broaden students’ appreciation of planning and urban theory whilst providing them with the necessary skills to engage in critical and creative problem-solving.

Degree information

Students analyse the definition of, and solutions to, urban and regional planning problems and the nature of existing planning systems and practices. Emphasis is placed on the importance of a spatial and comparative perspective to planning and the need for integrated solutions to planning problems and the achievement of sustainable development.

Students undertake modules to the value of 180 credits.

The programme consists of five core modules (90 credits), one specialism with two modules (30 credits), and a research dissertation (60 credits).

A Postgraduate Diploma, six core modules (90 credits), two optional modules from the list of possible specialisms available (30 credits), full-time nine months, is offered.

Dissertation/report
All MSc students undertake an independent research project, closely related to the specialist option chosen and linked to UK spatial planning. The project culminates in a dissertation of 10,000-words.

Teaching and learning
The programme is delivered through individual and group project work, skills-based practical and IT work, lectures, tutorials and seminars. A short field course based in a European city outside the UK will take place in the second term. Assessment is through individual and group work, essays, examination, skills-based practical work, and the dissertation.

Course Benefits

As host of the industry sector body, the School is establishing networks across the major clients, contractors and supply chains in the Yorkshire and Humberside region. This also includes links to the relevant professional bodies including the Royal Town Planning Institute, who accredit this award and via the Department of Communities and Local Government we receive a number of full time bursaries for students. The Centre for Urban Design and Environmental Management (CUDEM) is the key research centre to which teaching practice is linked. Modules

Theoretical Contexts (20 Credits)
Aims to develop students' understanding and critical awareness of the contemporary dynamics of places and communities, seen from a variety of theoretical viewpoints. It also seeks to develop a critical appreciation of the links between these theoretical concerns and changing priorities in planning and regeneration policies. Ethical and personal development considerations form an essential part of this module.

Planning & Making Spatial Strategies (20 Credits)
Reviews the historical evolution of the spatial planning system in the UK, to review its key purposes and principles, and to offer opportunities for students to prepare planning policies for localities of their choice.

Managing Places & Spaces (20 Credits)
Considers how places came to be, various attempts over the years to shape them according to visions of how we should live, an appreciation of current thinking regarding the criteria to be applied to planning contemporary development, the role of development managements in the English planning system, and an understanding of some key methodologies for evaluating the quality of existing places. This is used as the foundation for on which to put forward a development proposal for a city centre site.

Dissertation (40 Credits)
Develops and enhances research skills, connections between theory and practice, the capacity to conceptualise and theorise, together with independent and reflective learning. It serves as the key mechanism for students to develop specialist knowledge and skills in a research topic of their choice.

Policy Implementation & Appraisal (20 Credits)
Critically examines the political, material and organisational context for public policy implementation and evaluation by considering roles and functions of its key players and the influences of previous policy outcomes. It also evaluates a range of approaches to policy resource generation, monitoring and evaluation and their outputs and outcomes.

Strategic & European Contexts (20 Credits)
Requires students to reflect on the interplay of economic, spatial and environmental priorities and their impact on the development and use of land with regard to the potential of different approaches to spatial regeneration in different European regions. A foreign field trip forms an assessed part of this module.

Research Methods (20 Credits)
Explores the nature of research, the identification of researchable agendas, choice of methodologies and development of research plans and protocols together with techniques of data collection and usage. It is a key support mechanism for students to undertake the Dissertation.

Sustainable Communities (20 Credits)
Critically examines historical interpretations of sustainable communities and their policy dimensions and expressions. Students undertake a systematic analysis of a locality and generate sustainability strategies, working to local practitioners as clients and relating proposals to local delivery mechanisms.

Professional accreditation

The MSc in Spatial Planning is fully accredited by both the Royal Town Planning Institute (RTPI) and the Royal Institution of Chartered Surveyors (RICS). This means that on graduation you can complete the Assessment of Professional Competence programmes of these professional bodies and become a full member.

In order to attain full accreditation for both the RTPI and RICS, graduates must combine the Postgraduate Diploma in Spatial Planning with one of our specialist master's programmes. Teaching and learning

Learning methods include lectures, directed reading, workshops, seminars, and practical and project work. Some modules include site visits and fieldwork.

Teaching is organised on a module-credit basis, involving approximately 200 hours of personal study and approximately 36 hours of staff contact, normally delivered through three-hour teaching blocks over a 12-week period.

Approach to assessment

Each course module is assessed individually, generally on the quality of written or design work, and to some extent on verbal presentations. Assessment methods may include essays, seminar papers, formal written examinations, in-class tests, project work, design and verbal presentations, workshops, simulations and practical exercises.

Field trips

The MSc in Spatial Planning includes a compulsory overseas field trip that is part of the two semester 1 core modules. The field trip is designed to provide students with practical examples and experience of planning in another European country.

The trip usually takes place in mid-November and normally includes three to four nights away from the UK. In the past, this field trip has been to Barcelona, Amsterdam and Lyon. The teaching staff are constantly reviewing new destinations that can best contribute to students' overall planning education.

Other half or full-day field trips often form part of the individual programmes of specialist modules.

Attendance pattern

Teaching is organised on a module-credit basis. Each module involves approximately 200 hours of personal study and approximately 36 hours of staff contact, normally delivered through three-hour teaching blocks over a 12-week period.

In recent years, teaching has been largely concentrated on Tuesdays and Thursdays, with two modules taught on each day. Generally the first year of the part time course takes place on Thursdays, and the second year on Tuesdays, whilst the full time course has teaching on both these days.

Our courses make much use of invited lectures from planning practice, allowing students to get a feel for the world of current nature of the planning and development industry. In addition the wide spread of backgrounds and current work positions among students on our courses gives access to much valuable experience within each planning cohort.

Teaching & Assessment

- How you will be taught

This course can either be taken on a full-time (1 year) or part time basis (2 years). The mode of teaching is generally through class lectures, guest speaker seminars and student-led seminars. Time is allowed to encourage individual study using the library and other facilities.

The course is done over three semesters. The first semester covers core modules in, Statutory Planning, Spatial Analysis and Property Development Processes. The second semester covers two core modules, Concepts of Planning and Sustainability in Contemporary Cities and an optional specialism module.. The third semester is for the dissertation based on the specialist option. Each semester allows for 60 credits leading to a total of 180 credits for the full MSc Award.

- How you will be assessed

This course has a mixed approach to assessment including report writing, essay writing, oral presentations and group-work tasks. The dissertation is an individual investigation researched by the student in line with the selected specialism. All assessments are 100% coursework with no examinations.

- Semester 1:

Spatial Analysis has two key components. The first component analyses built and natural environments particularly from a conservation perspective. The second part of the module focuses on socio-economic analysis of data at a city scale and the relevance of this to planning.

Statutory Planning is a practice based approach to learning processes processes of plan-making and the management of development.

Property Development Processes deals with complexities and challenges in the property development sector and the role of different stakeholders involved.

- Semester 2

Concepts of spatial planning introduces students to the role of planning and planning systems. The other part of this module introduces students to various planning theories and their relevance to practice.

Sustainability in Contemporary Cities examines various challenges facing the growth of cities globally and the implications of these to planning of cities and the countryside.

The third second semester module is optional depending on the selected specialism. Students select one specialist module from the following:

Our MSc programmes equip our students with a variety of skills required to support spatial planning field such as stakeholder engagement, renewable energies, urban design, urban conservation, property development, housing development, public policy and environmental impact assessments. The course is offered at two levels: a master's degree (MSc) and a postgraduate diploma (PGDip).

The MSc course is based on the completion of the following compulsory elements, plus elective specialisations and a 15,000-word master's dissertation.

The PGDip level of the course is based on the completion of the compulsory elements listed above, but replaces the dissertation with a 10,000-word Planning Practice Project. This is a major piece of independent study culminating in the production of a report that analyses the implementation process of a planning policy, a development programme or a major project. The postgraduate diploma can be completed in two semesters full-time or four semesters part-time, and must be combined with an approved specialist planning programme to fulfil the RTPI requirements.

The course will provide you with the opportunity to understand socio-economic change in towns, cities, regions and city-regions; issues that are of increasing significance globally. There is a focus on developing knowledge of the key theoretical tools to understand the nature and source of this socio-economic change and its uneven impact on different social groups and different places around the world.

Drawing on leading-edge theoretical debates about uneven spatial development, you will develop the key skills required to shape local and regional development in the worlds of policy and practice. These skills include data analysis and research skills, problem-solving skills through project-based teamwork, and skills in engaging and working across different sectors and organisations, including public, private and third sector organisations. The course also enables you to focus in more depth on understanding the specific challenges of uneven development at particular spatial scales - from the broader regional and city-regional scale to the more localised community and neighbourhood scale.

Teaching

An array of teaching and learning styles are used throughout this programme.

You will attend lectures, participate in seminars and discussions, and attend field study visits. Most of the taught modules in the programme are compulsory, though there is some scope for choice in the second semester at Cardiff University.

These include formal written examinations, written texts, written assignments of a variety of lengths, projects requiring empirical data, case studies, student-led presentations, reviews of current research, library-based research, negotiated topics and formats.

With the exception of two modules (which use exams), all assessment is now done by coursework. This approach allows you to pursue and develop specific interests and themes across a range of different modules. It also provides further opportunities for you to work independently and demonstrate high-level practical, professional and transferable skills.

Coursework will generally consist of one piece of work of 4000–5000 words unless otherwise specified. Some coursework assessment will take the form of project-based work where this is appropriate to the skill set and learning outcomes.

The major piece of project work will be the dissertation. This will involve an independent piece of analysis and empirical research. The dissertation will be an integrated part of the scheme with a preparatory module (Research Study Methods) which aims to provide you with the skills and the knowledge necessary to complete the exercise successfully.

The dissertation constitutes a further 60 credits, and the MSc requirement will be 180 credits at M level (with Distinction assessed according to the University’s rules for modularised Master’s programmes).

Assessment

This MSc aims to equip participants to work effectively as development practitioners in urban contexts through a deeper understanding of the processes that generate urban change. As the preparations for the New Urban Agenda by UN Habitat III signals, the agenda of urban planners in the 21st century will become tighter. Cities and city regions will continue growing in size and function. Challenges derive directly from ‘external’ processes like globalisation, climate change and migration. The city and city region is also inscribed as central element into the growth model of the modern society.

These challenges translate into the domain of planning, with newly emerging forms of collective plan-making and new governance arrangements taking shape. In a positive sense, urban development is negotiated and created in urban future laboratories. How can planners deal with these changing circumstances, and add value to both the bottom-up emerging local initiatives and revise the top-down approaches towards managing spatial development.

Cities have been seen as the causes of global problems – as sources of pollution and environmental damage; as concentrations of economic polarisation and sharpening social inequalities; as sites of privatised governance and non-democratic control. Alternatively, and increasingly, cities are seen as potential solutions to these global problems – from the benefits of urban density for reducing pollution and supporting sustainable energy regimes, through to sustainable economic transformations to reduce poverty, and as sites of experiments in new urban politics and social movements.

This course explores the dimensions of contemporary urbanisation in the context of the challenges and opportunities of contemporary processes of globalisation. There is an emphasis on analysing, from a theoretical and methodological point of view, the practical aspects of problem solving in the context of the globalised city and anticipated city futures.

We offer a programme that focuses on the changing nature of cities and urbanisation in a globalising world.
