To be an effective leader in student affairs, professionals must first be knowledgeable of how students grow and develop during the college years and how institutions can be intentional in facilitating the growth process. Leaders in higher education need to employ proven managerial strategies in order to be successful and must pay careful attention to the management of human resources, finances, information technology, and physical infrastructure. In addition to this, leaders should know how to adjust their administrative style if problems are encountered and be able to ground both successes and shortcomings in administrative theory.

By carefully structuring the sequence of courses, recognizing comparable course offerings, and using courses in one program to count as electives in the other, students are often able to complete both degrees in three years of full-time study without compromising the professional standards of either program.

Successful completion of the dual-degree programs results in two degrees: a Master's in Public Administration (MPA) and a Master of Science in Student Affairs Administration.

The MPA-MSAA Dual Degree Program

The Master of Public Administration (MPA) and Master of Science in Student Affairs Administration (MSAA) programs both are housed within the College of Community and Public Affairs and are considered professional terminal degrees. By carefully structuring the sequence of courses, recognizing comparable course offerings and using courses in one program to count as electives in the other, the MPA-MSAA dual degree program allows students to complete both degrees in three years of full-time study, without compromising the professional standards of either program. The 42-credit hour MPA program and the 45-credit hour MS in Student Affairs Administration program can be completed as part of a 66-credit hour program (rather than 87 credit hours required to complete the two programs without the benefit of the dual degree structure).
The MPA-MSAA dual degree will prepare students for administrative positions in college and university settings. The MSAA program provides specialized training for students desiring to work in student affairs offices, while the MPA provides the knowledge and skills necessary for management. This requires the study of organizational and student development theory as well as gaining hands-on experience in at least one student services office. MPA:
- Two letters of recommendation
Letters of recommendation should be from individuals who know the applicant in a professional capacity, such as professors, work supervisors, and professionals from organizations where the applicant has served as a volunteer or in another capacity. When evaluating the letters of recommendation, the admissions committee looks for evidence of academic achievement, community involvement, and personal characteristics that suggests the applicant has the capacity to foster an institutional culture that advances democratic administration and governance.

- Personal statement
The personal statement should be no more than 500 words or two (2) double-spaced, typed pages and should answer the question,"Why do I want an MPA?" You may wish to describe your reasons for pursuing graduate studies in public administration, your career aspirations, your special interests within your field, and any unusual features of your background that might need explanation or be of interest to your program's admissions committee. In the personal statement, the committee assesses the student's commitment to public and/or nonprofit administration as well as his/her ability to communicate in writing.

- Significant work experience (5 or more years in the public and/or nonprofit sectors) can earn applicants a positive adjustment to their admissions scores. However, the lack of work experience does not result in a penalty.

MS:
- Personal statements should specifically address the applicant's interest in the program, career goals, and current skills and experiences relative to their current or intended career in student affairs

- Three letters of recommendation, which should come from instructors or professors who can attest to the applicant's academic ability for graduate study
Applicants who have been out of college for at least three (3) years may submit current letters of reference from employment supervisors or others affiliated with their employment who can attest to their ability to perform successfully and professionally and to the likelihood of success in a graduate program

Immigration, environmental degradation, population ageing and global poverty are just a few of the political challenges that contemporary policymakers face. In an increasingly globalised world, it is more important than ever that governments respond quickly and effectively to these challenges. National governments, however, increasingly share responsibility for designing and implementing effective policy with several layers of government (local, regional, national, international) and different types of actors (governments, non-profit organisations, businesses).

Designing effective policies in different political systems
The COMPASS specialisation provides the skills needed for a career in government or other policymaking organisations (NGOs, international organisations, advocacy groups). Courses focus on the barriers to and facilitators of reform, Europeanisation and compliance with EU directives, welfare state reform, and the problems governments face in the 21st century.

The degree awarded for completing COMPASS is either a Master's degree in Public Administration or in Political Science. By joining both disciplines, the specialisation incorporates the strengths of both.

Our approach to this field

Political decisions are increasingly made in complex multi-governance systems. Transnational institutions such as the UN, the EU, the World Bank and the IMF have grown in importance. Policy problems are seldom the remit of a single government, but often involve several layers of government (local, regional, national, transnational) and several types of actors (governments, non-profit organisations, businesses). Moreover, recent reforms in many countries have led to the fragmentation of the public sector.

This fragmentation of the public sector comes at a time when governments face a particularly difficult set of problems. Economic and financial crises threaten the sustainability of what we used to take for granted. Social and demographic changes, such as population ageing, have made existing social policies and public programmes controversial. New technologies have radically changed the risks that we face and how we perceive them. These developments have implications for the training and skills of those who wish to work in the public sector and NGO sector.

- Components
The Master’s specialisation in Comparative Politics, Administration and Society is designed to address these issues and impart the skills necessary for a young professional in contemporary public administration. The one-year programme consists of two components:

An advanced general course that refines the analytical skills necessary for an international and comparative orientation.
Courses that specifically address the issue of the interaction between different levels of administration: international, national, and regional. The courses focus on, for instance, the barriers to and facilitators of reform, Europeanisation and compliance with EU directives, how various countries deal with problems concerning the social welfare state, and the challenges governments face in the 21st century. Courses emphasise questions such as: what are the implications when policy risks and issues are spread over different levels of administration? What happens when national administrations lose competencies to international bodies?

- Ethics
All courses in this Master’s specialisation include some training in the ethical dimensions of public administration. We believe that professions in the public and semi-public sector should be able to identify the ethical aspects of politics and public administration, because political processes are never neutral. Courses emphasise questions such as: which criteria need to be met for which players before an agreement can be reached? What hidden agendas could influence a policy? What interests are involved during an official inquiry?

- Change perspective
This Master’s specialisation provides students with a broad foundation concerning the way in which governments deal with contemporary problems. Students will learn that standardised solutions can be counter-productive because each country has its own unique context (such as culture and history) which needs to be taken into account when designing policy solutions.

The course’s variety of teaching and learning styles is reflected in the variety of assessment tools employed throughout the course. Within the general principle of mixed mode formative and summative assessment, we use a diversity of assessment instruments: a range of written assignments, such as essays, reports, portfolios, individual or group classroom presentations, and the dissertation.

The MPA dissertation is a 60 credit project that allows students to pursue individual research on a topic of their choice, within the public administration and public policy fields.

Detailed verbal and written feedback is given on all assessments, and significant tutorial support is given during the dissertation, including bespoke dissertation workshops.

Modular structure

The course consists of five taught modules, a work experience placement in a UK public service organisation (two days a week over 15 weeks), and a triple-module dissertation (which may be completed in your home country).

The London Met MPA operated two international franchises in Russia, in conjunction with the Higher School of Economics in Moscow and the Urals Academy of Public Administration in Ekaterinburg. London Met MPA staff are regularly invited to contribute to programmes abroad.

Additionally the International Summer School in Public Administration, delivered by core MPA staff, has run since 2003, attracting students of politics, management and public administration.

Moving to one campus

Between 2016 and 2020 we're investing £125 million in the London Metropolitan University campus, moving all of our activity to our current Holloway campus in Islington, north London. This will mean the teaching location of some courses will change over time.

Whether you will be affected will depend on the duration of your course, when you start and your mode of study. The earliest moves affecting new students will be in September 2017. This may mean you begin your course at one location, but over the duration of the course you are relocated to one of our other campuses. Our intention is that no full-time student will change campus more than once during a course of typical duration.

We offer a variety of academic program options, all centered around our Master of Public Administration (MPA) program which is accredited by the Network of Schools of Public Policy, Affairs, and Administration (NASPAA).

The focus of the MPA program at Binghamton University is to prepare people to handle the growing challenges facing local governments and nonprofit organizations in communities near and far. The department brings together the energy and expertise of faculty and staff who have active research agendas, strong records of community service and growing national and international reputations. Our diverse student body includes recent graduates of some of the top undergraduate institutions in the United States, representatives from a variety of other countries, as well as practicing public administrators with many years of professional experience.

The MPA

The MPA Program is a 42 credit hour program, comprised of:
- a core of seven courses (25 credits) where students are introduced to the knowledge and skills they need for professional public service
- a three-course (9 credits) specialization or set of electives
- two courses (3 credits) to practice application of learning
- a culminating experience consisting of two courses (5 credits) to demonstrate competencies.

Coupled with sufficient professional experience, the MSAA may also serve as the foundation for students wishing to become deans of students or vice presidents for student affairs.

The MSAA degree program is grounded in both student development theory and the concept of theory-to-practice-to-theory. Thus, an underlying goal of the program is to prepare professionals who have working knowledge of how student development theory is used in practice, and how practice serves to inform future theory development. A secondary goal of the proposed program is to prepare administrative leaders and personnel who are comfortable working with people of diverse backgrounds in positions that require decision-makers to respond to department/unit situations while taking into consideration how their decisions impact other systems (i.e. departments and/or divisions) within the institution.

The Master of Public Administration (MPA) is an internationally recognised professional postgraduate degree, which is a public sector equivalent to the Master of Business Administration (MBA). The course is targeted primarily at public service and third sector professionals. The content is relevant to both international students and those based in the UK.

The aim of the MPA is to enable learners to build on their professional experience by engaging critically with, and reflecting on, key developments in public administration in order to more effectively deliver public service outcomes in a rapidly changing environment.

The course is based on a philosophy of transformational learning and transformational change. Central to this is the role of public services in promoting social justice and equality. International examples will be used to provide thought provoking challenges to the way our public services are designed and delivered. Rather than reflect today’s public services, the state and society, this MPA aims to shape the public service landscape of tomorrow.

This MPA offers an excellent student experience and includes an innovative ‘leadership exchange’ element, working with the Association of Chief Officers of Scottish Voluntary Organisations (ACOSVO), to enable all students to participate in an appropriate exchange within another public service organisation.

Teaching, learning and assessment

The MPA offers options for both full-time and part-time study which will fit with busy working lives. This is a multidisciplinary course, with the purpose of preparing students for professional roles in the public sector. As such the delivery draws on academic expertise from a range of backgrounds such as administrative justice, public management and social policy. The input of research active academics will be complemented with expert guest speakers and visits to key public administration sites such as the Holyrood Parliament in Edinburgh, Houses of Parliament in London, Parlament de Catalunya in Barcelona and the European Parliament in Brussels. A series of academic development workshops are run alongside the taught modules to support stuents with academic writing and research methods.

Information on the Programme

The master programme Business Administration consists of 120 ECTS- (European Credit Transfer System) Points and is designed as a 4-semester full-time programme. It is a consecutive master degree based on a bachelor degree within the field of business administration.
Being able to choose from six different special fields, you will select one major and start the focus on that respective field from the beginning. The focus can be put on the following disciplines within business administration:
- Accounting (in German and English language)
- Corporate Development (just in English language)
- Finance (just in English language)
- Marketing (just in English language)
- Media and Technology Management (in German and English language)
- Supply Chain Management (in German and English language)
The Core and Advanced Section, which contains 18 credit points, will cover methodical basics of the respective major.
The Specialisation Section teaches major-specific basics and, in addition, advanced skills within the same area. This section consists of 48 credit points.
The Supplementary Section serves as an additional section to develop a more specific profile – either by deepening and specialising or by diversifying knowledge. Further modules from business administration as well as from social sciences or economics are available to students. This area covers 24 credit points.
